SECOND MEETING - NEW COUNCIL
CALL TO ORDER

The Regular Council Meeting of April 16, 2007, was convened at 7:40 P.M. by Mayor John
Landwehr.
ROLL CALL
The following Council Members were present for the roll call:
Present: Brown, Crane, Harvey, Klindt, Koon, Layton, Medin, Penfold, and
Smith
Absent: Ferguson
A quorum was declared present.
ELECTION OF PRESIDENT PRO TEMPORE
Mayor John Landwehr opened the floor for nominations for President Pro Tempore.
Councilman Dan Klindt nominated Councilman Kevin Brown, seconded by Councilman
Cindy Layton.
Councilman Mike Harvey nominated Councilman Brian Crane, seconded by Councilman Jim
Penfold.
There being no further nominations made, Councilman Kevin Brown was elected by the
following roll -call vote:
For Brown: Brown, Klindt, Koon, Layton, Medin, and Smith
For Crane: Crane, Harvey, and Penfold
COUNCIL LIAISON REPORTS
Council liaison reports were deferred at this time until the liaisons have been appointed for
the new Council year.

ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS

Assistant to the City Administrator Melva Fast made a presentation regarding the Council
retreat scheduled for April 21, 2007 at Hy -Vee, 2nd floor meeting room, from 8:00 AM to 3:00
PM. She stated that an agenda will be finalized this week and posted and distributed.
Parks and Recreation Director Bill Lockwood announced that Jefferson City has been
named as a "Tree City USA" once again this year. Following his presentation, Mayor John
Landwehr read and presented him with a proclamation naming April 21 as Arbor Day in
Jefferson City. Mr. Lockwood accepted the proclamation and congratulated the Parks and
Recreation Department for their hard work.
Assistant Community Director Charles Lansford made a presentation regarding the annual
spring citywide clean -up. He announced that all the details may be found on the City's
website, and that the city also plans to place information in the local newspaper.

BILLS INTRODUCED
Bill 2007 -1, sponsored by Councilman Brown, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2006 -2007
BUDGET OF THE CITY OF JEFFERSON, MISSOURI BY APPROPRIATING ADDITIONAL
FUNDS WITHIN THE CAPITAL IMPROVEMENTS SALES TAX "D" FUND FOR AN
EXTENSION OF THE CITY GREENWAY TRAIL SYSTEM.

EXCAVATING COMPANY, INC. FOR CONSTRUCTION OF THE FAIRGROUNDS ROAD
AND COUNTY PARK GREENWAY TRAIL PROJECT.
Bill 2007 -3, sponsored by Councilman Harvey, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH J. C. INDUSTRIES,
INC. FOR CONSTRUCTION OF THE ANDERSON, BOONVILLE, OAKVIEW, RIDGWAY
STORMWATER PROJECT.
RESOLUTIONS
(a) RS2007 -1 Recognizing Fair Housing Month (Ferguson)
A motion was made by Councilman Dan Klindt for adoption of RS2007 -1, seconded by
Councilperson Cindy Layton, and approved unanimously.
(b) RS2007 -2 Supporting Police Department Application for Grant for Enforcement
of Moving Violations (Brown)
A motion was made by Councilman Kevin Brown for adoption of RS2007 -2, seconded by
Councilman Dan Klindt, and approved unanimously.
(c) RS2007 -3 Supporting Police Department Application for Grant for Sobriety
Checkpoints (Brown)
A motion was made by Councilman Kevin Brown for adoption of RS2007 -3, seconded by
Councilman Jim Penfold, and approved unanimously.
(d) RS2007 -4 Supporting American Heart Association "Start Walking to Work Day ",
Designating Free Parking Area for Walkers, and Organizing Team of
Walkers (Crane)
A motion was made by Councilman Jim Penfold for adoption, seconded by Councilman Dan
Klindt, and approved unanimously.

There were no reports brought before the Council at this time.
NEW BUSINESS
Approval of 2007 -2008 Council Meeting Schedule - A motion was made by Councilman
Mike Harvey to approve the schedule as presented, seconded by Councilman Kevin Brown,
and approved unanimously.
Councilman Dan Klindt announced a meeting of the Public Works & Planning Committee
on April 19. Mayor John Landwehr asked if Councilman Mike Harvey would be willing to
preside at that meeting Vice Chairman of that committee since Chairman Michael Berry is
no longer on the Council. Following discussion of the fact that the Public Works &
Committee no longer exists until new appointments can be made, Mayor John Landwehr
stated the meeting could still be held, but held as a Council Work Session instead, and
asked that the meeting be noticed as such.
Mayor John Landwehr stated that the Conference Center Selection Committee has some
important business it needs to conduct before the next Council Meeting, and asked the
Council if there were any objections to re- appointing the current members to that Committee
again for this year, with the addition of former Councilman Edith Vogel as a citizen member
of the committee. There being no objections raised, Mayor John Landwehr announced he
is reappointing members of the Conference Center Selection Committee as follows:

There being no further business to come before the Council at this time, a motion was made
by Councilman Kevin Brown for adjournment, seconded by Councilman Ron Medin, and
approved unanimously at 8:15 P.M.
