HomeMy Public PortalAbout2020.01.10 Special Council Minutes MINUTES McCall City Council Special Meeting McCall Community Center 701 1st Street,McCall January 10,2020 Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Giles called the special meeting of the McCall City Council to order at 9:00 a.m. Mayor Giles, Council Member Holmes, Council Member Maciaszek, Council Member Nielsen, and Council Member Sowers all answered roll call. City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; Bill Nichols, City Attorney; Erin Greaves, Communications Manager; Linda Stokes, City Treasurer; Michelle Groenevelt, Community Development Director; Kurt Wolf, Parks and Recreation Director; Rick Stein,Airport Manager; Eric McCormick, Golf Course Superintendent; Meg Lojek,Library Director; Chris Curtin,Information Systems Manager;Traci Malvich,Human Resources Manager; Justin Williams, Police Chief;Nathan Stewart, Public Works Director WORK SESSION Cliff Scheline of the McCall Community Center welcomed the Council to the Center. He introduced Director, Darlene Limbaugh and gave a brief description of what the Community/Senior Center is all about. City Clerk BessieJo Wagner led the discussion regarding the Governance Manual Update. The Council discussed items relative to the Open Meetings Law, Public Records, email protocol, and agenda management. Communications Manager Erin Greaves discussed with Council community engagement initiatives for 2020 and overall communication strategies including Facebook and texts. Members of the Valley County Planning and Zoning Commission,The McCall Area Planning and Zoning Commission, and Valley County Commissioner joined the meeting for the following presentation. Remands Council engaged in a working lunch with the City Department Heads and asked questions related to their annual reports. Annual Department Reports distributed to the Council 1. McCall Municipal Airport 2. Public Works 3. Community and Economic Development 4. Parks and Recreation 5. McCall Golf Club 6. McCall Public Library 7. Police Department 8. Information Technology Department 9. Finance Department 10. City Clerk Department 11. Local Option Tax 12. City Manager City Manager Anette Spickard led the discussion regarding Council Partnership Priorities for 2020 1. Transit Routes/Schedules FY2021 -There was discussion related to routes and times of operations. 2. Housing Trust and LOT Grant-There was discussions related to the status of the Housing Trust. 3. Lake Ordinance 4. Recycling-Council discussed the importance of the City showing the Community what we are doing related to recycling efforts. 5.
