The adjourned meeting of the Parks and Recreation Commission was called to order by Chairman Crump at 7:45 p.m. on Wednesday, December 5, 1979, in the north meeting room of the City Hall. 2. ROLL CALL: UNFINISHED BUSINESS: PRESENT: Commissioners Adams, Andrews, Burlingame, Caswell, Crump ABSENT: None ALSO PRESENT: Victor B. Kobett, Director of Parks and Recreation. 3. USE OF LIVE OAK PARK: Continued discussion of residency requirement for reserved. use,. Sunday use, limitations of organizational member- ships-and overuse of the parka Chairman Crump opened-.the< meeting by extending a welcome to those in the audience. Those-in attendance included Joe Morales representing Temple City American Youth- Soccer Association, Nick Gladis and Martha Owens- representing .Temple,City Youth Football, Julie Estrada repre- senting the Temple City Times, and Phil Murasko, a member of the Temple City Unified School District Board of Directors. Chairman Crump began the discussion by reviewing the action taken by the Commission .prior .to this meeting to include the recent letter sent to the three youth groups requesting specific information to include: when and where practice and league games are held; what effect a 100% residency requirement would have on their program; and, if a 100% requirement .would .have an adverse effect on an organization, what percentage - might: be more reasonable. Chairman Crump explained-that .the' Commission was concerned with the heavy use of the turfed areas at Live Oak Park and was attempting to involve all organizations using the grassed areas in their discussion: Joe Morales - commented that,-in addition to Live Oak Park, Youth. Soccer uses grassed-areas-at Longden, Cloverly and St. Lukes schools, Soccer, he said,- plays -all league-games at Live Oak Park. The removal of lights at Cleminson, Rio Hondo;. -::and Gidley schools in the El Monte School Dis- trict-forces soccer -,to schedule more night use of Live Oak Park and. Longden.SchooL He- suggested -a closer control of reseeding and water- ing with -all organized use - prohibited for a few days as a means of helping: the turf to recover from the use. He mentioned that, barring rainy weather, soccer would discontinue use of the area east of the . athletic field-lights-after December 20. Commissioner Adams-commented that use of all available grassed. areas -in the City .must = be considered in the best interest of general public as-well as-organized-.group use;., and that the aesthetic looks of a facility will have .to' be weighed against use. He continued that every effort is- being made to take care of Temple City youth. Phil Murasko expressed-the-opinion that a meeting .bringing together City,-school and youth group representatives is needed to discuss and come up with a plan to rotate the use of available areas to protect . the grounds as -well as- better - serve local athletic needs, It was-the opinion of Commissioner Andrews that Live Oak Pa :tk, with new night lighting, is now the local facility, whereas, previously all groups were dispersed throughout the immediate area at other F' -RK.S AND RECREATION ADJOURNED MEETING - December 5, 1979 Page 2 l..gh.ted areas now no longer available. This, he said, has created an oversue of the park. Heavy use of the park was also identified with youth. soccer with nearly 1,100 youths enrolled. Martha Owens, representing •Youth. Football, expressed concern regarding the Commission's consideration of a residency percentage for use of the park by organized groups Football presently experiences a problem-fielding a team-for each of four age groups, and if a 100% residency requirement existed, it would seriously affect their program and possibly- cause it to close , Chairman Crump explained. that the percentage requirement -is only one of many alternatives that the Com- mission is exploring in an effort to resolve the overuse problem It was the consensus of the Commission that discussion of this item should be continued until such time as the meeting to be called by the school district has been held. Chairman Crump thanked those in attendance for giving of their time in an effort to help solve a community facility use concern., NEW BUSINESS: • Director Kobett presented ,a request received from Temple City American Youth Soccer Organi.zati.on for use of the auditorium at Live. Oak Park on Sunday, December 16, 1979, from 1:30 p.m. to 4:30 p.m., explaining 0 that. Sunday use of building facilities requires Commission approval. The purpose =of the use is to have a Christmas party. Commissioner Andrews- moved'to approve the request received from Temple City American Youth Soccer Organization for use of the auditorium at. Live Oak Park on December 16, 1979. The motion. was seconded by Com- missioner Burlingame and carried. ADJOURNMENT: On motion by Conimissiorier'Adams, seconded by Commissioner Andrews and carried, the meeting adjourned at 9:25 p.m. to the next regular meeting of the Parks and Recreation Commission to be held on Wednesday, December 19, 1979, 7:30 p.m. in the Council Chamber, of the City Hall ATTEST, • •
