RECREATION 6 PARKS COMMISSION MINUTES OF MEETING OF SEPTEMBER 26, 1989
The meeting was called to order by Chairperson Eloise Evans at 6:00 p.m.
Coimnissioner Martini presented the Invocation and the Pledge of Allegiance was
led by Commissioner Bette Espeseth.

SCHEDULED MATTERS
Harold Mattoon certified the Agenda Posting by the City Clerk. .
The minutes for the regular meeting of August 22, 1989 were approved as mailed.
PUBLIC ORAL COMMUNICATIONS None
CORRESPONDENCE: Harold Mattoon read a letter from Teen Challenge requesting a
waiver of fees for the use of the Natatorium on October 2, 1989 for,a Swimathon
to raise funds to be used against drug abuse. Commissioner Robert Markovic made
a motion to waive fees, a second by Commissioner George Martini and all were in
, agreement.
MONTHLY STAFF REPORTS
A. Facility Usage Reports on Bateman Hall, Community Center and Ham Park were
attached to Agenda.
B. News Releases - mailed on a current basis.
C. Personnel - Harold Mattoon advised the hiring for the Custodial position at
Bateman Hall is pending an upcoming Personnel on�the Council Agenda
concerning allowing in-house promotzons to hourly personnel currently on
the payroll, in the PERS system and �if qualified.
REPORT ON UNITY FESTIVAL: by Ralph Davis . ,

The Unity Festival was held August 31 - September 4th was very successful.
There was a first rate carnival concessionaite, community people and vendors for ��
a variety of cultural food and gift boothc. The entertainment liad various ethnic
groups participating with Mariachi's, Folklorico and Samoan Dancers as��well a��" �, ,,
Jazz Entertainers and Country Western Singers. -� �,.
Chairperson Eloise Evans recommended if Bu'tler Carnivai returns [hat ihey be . � �
requested to improve the quality of their employees by requiring an improvement
in their appearance. There was a brief discussion on the cacnival.

GRAFFITI REPORT FOR AUGUST 1989 by Ralph Davis
Ralph Davis distributed the statistics for graffiti removal for August 1989. He
explained some changes in policy and ideas of staff.
Council announced graffiti has been included in code violations. There is an
ordinance now which enables the City Manager to authorize entry on property that
requires removal of graffiti if the owner does not sign the Right of Entry form
normally required. Staff is investingating an epoxy type paint to try on the
restrooms. The increase in statistics of graffiti removal is partly due to the fact
that alleys are now being cleaned.
ACTIVITY REPORT FOR AUGUST 1989 by Harold Mattoon
Harold Mattoon distributed the Activity Report for August 1989 to the Commissioners�
for their perusal.
TEEN CENTER OPENING by Harold Mattoon
The Grand Opening of the Teen Center has been scheduled for Friday, October 20th
from 4-6 p.m. The building will be used primarily for teen activities. Security
screens and alarm system are being installed. The Grand Opening will coincide with
Red Ribbon Week which [he Sheriff's Activity League is involved to cover drug abuse.

COMMISSION ORAL & WRITTEN COMMUNICATIONS
Commissioner Robert Markovic mentioned that on Labor Day he was the only one in
his vicinity that put up the flag.
Commissioner Bette Espeseth advised she had taken the bus trip to the Pomona Fair
and had a very enjoyable day.
Co�issioner George Martini was concerned with an article he read in the paper which
was a sort of rebuttal about Lynwood on a downgrade side.
Commissioner Julio Mendoza had concerns regarding Cal Trans and the trash they fail
to clean up causing the Fernwood entrance to Lynwood to look like a dump. He asked
if there was some way to force Cal Trans to clean up the area.
Commissioner Eloise Evans requested a motion for a request to Council to approve funds
to cover all expenses for one (1) Recreation & Parks Commissioner to attend the up-
coming CPRS State Conference in March 1990. This would enhance the Commission's
knowledge, enable the sharing of ideas and return with ideas to all the Commission.
Commissioner Espeseth made the motion, a second by Commissioner Mendoza and all were
in agreement.
ADJOURNMENT
The meeting was adjourned to the next regular meeting to be held Tuesday October 24,
1989 in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood.

4. Attended Sheriffs Activity League meeting.
5. Met with MASCO Electric regarding lighting problems at Community
Center.
6. Met with Public Works regarding reflection pools at Bateman Hall.
7. Attended Senior Citizen Advisory Board meeting.
8. Met with staff regarding Afterschool Playgrounds.
9. Charles Drew Headstart Program began its 1989/90 school year.
10. Attended South East Municipal Athletic Association meeting.
11. Prepared report for HCDA Advisory Board requesting additional
funds for Afterschool Playgrounds.
12. Attended personnel training research in Carson.
13. Served on Oral Board in Torrance.
14. Closed out Filter Project at Natatorium.
15. Met with members of Nazarene Church regarding volunteers in
senior programs.
RECREATION
1. Conducted Unity Festival, September 1- 6.
2. Completed final session of Summer Day Camp.
3. Hypertension checks were held Sep[ember 28.
4. Took a trip to Tijuana.
S. Met with security system companies concerning Teen Center alarm
system.
6. Attended Gang Council meeting.
7. Met with a variety of persons regarding equipment and materials
for Teen Center.
8. Conducted football coaches clinic.
9. Conducted "Say No" drug education play.
10. Held piano recital for youngsters taking lessons in our classes.
11. Began preparation for Halloween activities.
12. Conducted field trips to NBC Studios and Fox Television to view
taping of T.V. shows.
13. Began Session III classes in Charm/Modeling, Cake Decorating
and Karate.
14. Conducted Recreation Leader workshop for Playgrounds staff.

1. Shampooed carpet in VIP room.
2. Air conditioning unit repaired.

9. Replaced tennis net on city park courts.
NATATORIUM
1. Began preparation for yearly maintenance program.
