CITY OF LYNWOOD RECREATION 6 PARKS COMMISSION RECREATION 6 PARKS COMMISSION MINUTES OF MEETING OF JULY 25, 1989 The meeting was called to order by Chairperson George Martini at 6:05 p.m. Co�issioner Mendoza presented the Invocation and Commissioner Markovic led the Pledge of Allegiance. Roll Call of Co�issioners Present: Commissioner Bette Espeseth Co�issioner Robert Markovic Co�issioner Julio tqendoza Coffiissioner George Martini Not Present: Commissioner Eloise Evans SCHEDULED MATTERS Harold Mattoon certified the Agenda Posting by the City Clerk. ` A motion was made by Commissioner Bette Espeseth to approve the minutes of the regular meeting of June 27, 1989, with a second by Commissioner Julio Mendoza and all in favor. Nominatibns for Chairperson for 1989-90 were Commissioner Markovic and Commissioner Eloise Evans. The Chairperson selected was Commissioner Evans. Nominations for Chairperson Pro Tem were made with Commissioner Robert Markovic elected by unanimous ballot. Co�issioner George Martini was presented with a plaque for his term as Chairperson for 1988-89. PUBLIC ORAL COMMIJNICATION None CORRESPONDENCE None MONTHLY STAFF REPORTS A. Facility Usage Reports on Community Center and Ham Park were attached to Agenda. A short discussion was held regarding Bateman Hall and the exclusive agreement with Adolph's Catering. The commission felt they should have been allowed to review and provide input prior to Council approval. B. News Releases - mailed on a current basis. C. Personnel - Angela Pinkney was not able to be rehabilitated to return to the job as custodian at Ba[eman Hall. The City will be testing to fill the custodian position at Bateman Hall. I i I . �`� • • PAGE TWO CURRENT PROGRAM REPORT by Ralph Davis A number of activities were held in July and are planned for August by this department. The Lynwood Lightn3ng Track Club held its Awards Banquet at E1 Dorado Park on July 22nd. Over 200 were in attendance as youngsters and parents alike enjoyed a day of swi�ing, games and food. A camping excursion to San Clemente State Beach is being planned for August 25, 26 and 27th for youngsters in the teen program. The Teen Center averaged 40 youngsters daily in its drop in program. 35 teens have signed up for the excursion to Raging Waters in San Dimas on July 28th. ; Currently our You[h Baseball Program is engaged in several post season tournaments. Six teams are engaged in the L.A. County Coca Cola Tournament in East Los Angeles. The County Coke Tournament began on July 22 with all 6 Lynwood teams winning to advance to the next round of games scheduled for July 25, 26 & 28th. The Jr./Sr. Baseball teams played at Scott Park in Cazson on July 21st through July 23rd. The Lynwood team placed 3rd in this tournament. There were (3) teams entered in the Pico Boys Tournament held in Pico Rivera. This tournament began July 10 and ends July 28. Currently we have (2) teams still in competition. Both the Pee Wee and Midget are headed for the finals on July 28th at Pico Park in Pico Rivera. Girls Softball League is in full swing and will conclude [he week of August 17, 1989. I Girls Softball Picture Day is.scheduled for Saturday, August 12. A Swim Party/Picnic i Banquet is scheduled for August 23rd for the Girls Sof[ball Leagues. There are � (2) Pee Wee and (2) Midget teams entered in the Coca Cola Touznament. There are � (3) teams entered in the S.E.M.A.A. Tournament, one in each division. The second session of Su�er Day Camp started on July 17th with 168.registered. On i ,Tuly 13th an Over Night Camp was held at Ham Park with 50 youngsters participating. On July 14th the "SAY NO TO DRUGS" visitation was held by Co�issioner Eloise Evans at ihe Summer Day Camp., Field trips to Knott's Berry Farm and Raging Waters were � enjoyed by Su�er Day Camp participants in July. Upcoming trips will include: Monsoon Lagoon, Unity Fair and Magic Mountain. Registration for classes for Su�er Session II has started. Classes being offered are: E.S.L., Karate, Kung Fu, Piano, Tennis, Cheerleading, Tumbling, Gymnastics and Ballet. ANTI-GRAFFITI REPORT by Ralph Davis i The June Anti-Graffiti Monthly Report was distributed to the Co�issioners. The Northeast section of Lynwood vas a target area just prior to the Beautification Tour. In August some alley areas will be the target area. COMMISSION ORAL 6 WRITTEN COMMUNICATIONS: ' Commiissioner George Martini...advised the Co�ission he had attended the City Employee's Conference and made suggestions to the Recreation area. He had suggested a motor driven sweeper for park clean up and curbing to be replaced at ' the Natatorium to keep cars off the grass and protect the sp;inkler system. Co�aissioner Bette Espeseth.....advised she had attended the Awards Banquet for the Track Club at E1 Dorado Park. She also inquired about what happened at the Auto Show and Carnival that required Sheriff's assistance. ,It was explained there had been a problem between two gangs on the far side of the carnival, shots were fired � but no one hurt and the situation was brought under control. Commissioner Julio Mendoza .....mentioned he had attended his company picnic at Norwalk Park and found it was the last time beer would be permitted in the park, making this the last public park to prohibit alcohol in the parks. Commissioner Robert Markovic.....mentioned the lack of concern of the patrons ' utilizing the parks with their disregard for proper handling of their waste materials. Harold Mattoon .....advised the Commission the Girl Scout House has been donated to the City for its use and will be used as a Teen Center. The Anbi-Graffiti division began the 1989-90 Fiscal,year targeting the ' - public parks in Lynwood, Projects included: 1. Removing graffiti from the picnic shelters in preparation for crowd attending the Suly 4th Fireworks Celebration. 2. Removing graffiti from the Freedom Memorial, Community Center, and Natatorium in preparation for the Annual Chamber Car Show ' on July 9th. The City Council also amended the Municipal Code of the City with respect to Nuisance and Property Maintenance at the July 18th meeting by , giving the City Manager the authority to have graffiti removed should citizens not comply in taking care of the nuisance after a public hearing is held on the property. Met with State Auditor to close out City Park Irrigation Project. 2. Received keys for Girl Scout House. Began assessment for required equipment and improvements. 3. Met vith Assistant to City Manager and Representative of The Wave Newspaper to discuss nevs release format. 5. Participa[ed in USDA monitoring of Food Program at Ham Park. 6. Attended Round Table Breakfast to discuss new catering program at Bateman Hall. 7. Began regular meetings vith Senior Citizen Representatives. 8. Attended All City Planning Conference. 9. An Anti-Drug play and concert was held in City park July 15, sponsored by Lynvood Baptist Church. Approximately 150 people were in attendance. 4. Girl's Softball Leagues en[ered mid season play. 5. Four girl's Softball [eams entered in Los Angeles County Coca Cola Tournamen[. 6. T-ball and Baseball avards picnic on Saturday July 29th in City Park. Ac[ivities included free svim at nata[orium, picnic games, coaches 6 player's Softball game. Approximately 1500 parents and youngs[ers were in a[tendance. 7. Baseball teams vere entered in Coca Cola Classic Tournaments and Santa Fe Springs Tournamen[. 8. Field Trip to Raging Waters was held July 28th. 9. Field Trips to Knott's Berry Farm, and Monsoon Lagoon vere held July 13 S 28. 10. Overnight Campout for summer day camp participants was held July 13 at Ham Park fourty-three youngsters took part. 11. On July lst, a barbecue vas held for su�er day camp, 136 attended. I 12. Job Training Partnership Act (JTPA) educational remedia[ion project began on July 20 at Co�unity Center. PARK 1. Replaced tvo spring ponys in City Park. 2. Repaired various sprinklers in City Park. 3. Tri�ed shrubs around Natatorium. 4. Cleaned park after Car Show and Carnival. I I 5. Repaired numerous sprinklers at Ham Park. j 6. Atlantic Boulevard medians vere fertilized to revive color. 9. Replaced nine plastic valve boxes with concrete boxes vith steel lids. Vandals were breaking into plastic boxes and damaging valves. 10. Weed control was applied in all areas where needed. NATATORIUN 1. Completed swim sessions number 1 and 2. 2. Received engineering and design estimates for relighting project. 3. Conducted intervievs for svim instructors. 4. Repaired cash register. S. Conduc[ed C.P.R. demonstrations. 6. Installed ceiling supports for backwash waste line. 7.
