CITY OF LYNWOOD RECREATION & PARKS COMMISSION RECREATION & PARKS COMMISSION MINUTES OF MEETING OF MARCH 28, 1989 The meeting was called to order by Chairperson George Martini at 7:30 p.m.. Chairperson Martini presented the Invocation and Commissioner Mendoza led the Pledge of Allegiance. Roll Call of Commissioners Present: Commissioner Bette Espeseth Commissioner Eloise Evans Commissioner Robert Markovic � Commissioner Julio Mendoza Chairperson George Martini SCHEDULED MATTERS Harold Mattoon certified the Agenda Posting by the City Clerk. A motion was made by Commissioner Robert Markovic to approve the minutes of the regular meeting of February 28, 1989 with a second by Commissioner Espeseth and all in favor. PUBLIC ORAL COMMl1NICATIONS - None CORRESPONDENCE - Mr. Mattoon read a letter from Community Youth Gang Services requesting waiver I of fees and the use of Bateman Hall, Room 1l2 on April 19, 1989. The meeting j will be to introduce CYGS employees and the different components they offer to i the community. Cownissioner Julio Mendoza made a motion to grant the request as made, a second ' by Commissioner Markovic and all in favor. j i MONTHLY STAFF REPORTS: i A. Facility Usage Reports on Bateman Hall, Community Center and Ham Park � were attached to Agenda. I B. News Releases - mailed on a current basis C. Personnel - Mr. Mattoon reported interviews scheduled for two (2) Office Assistant II positions to fill vacancies in the Business Office and Graffiti Office. ! CURRENT PROGRAM REPORT: by Ralph Davis I . Youth Sasketball for boys is in the 6th week of league play. The Lynwood Boys � B Division for youths born in 1977 & 78 and C Division for youths born in 1979 � and 80 were champions in the SEMAA Tournament. They will represent the Southeast � District in the SCMAF Tournament in Cerritos. Youth baseball try outs were i rained out on Saturday and were rescheduled. League play starts April 17th. i The Girls Basketball teams made it to the semi finals in the SEMAA Tournament. I The Teen Drop In Program has increased to 50-100. The Drill Team participated � in an EASTER TRI CITY PARADE on Saturday, March 18th. They are now preparing � � � � page Two • � for a parade to be held in Monterey Park on May 20th. The Annual Easter Egg Hund co-sponsored by Lynwood Exchange Club was held on March 25th with almost 200 youngsters participating. Due to the rain the event was moved inside in the gym. The Natatroium starts the next session for swim lessons on April 18th. The Swim Team has built up to 10 swimmers and one has qualified for the Junior Olympics which will be held in Barstow. The Department sponsored a trip to the Skate Depot and to the Family Feud T.V. Show. There is an Afterschool Playground Dance scheduled for March 31st at Bateman Hall. Cinco de Mayo applications for a talent show are being accepted. Youth Playground Achievement Award applications will be accepted starting next week. ACTIVITIES REPORT: by Harold Mattoon Harold Mattoon distributed the February Activities Report to the Commissioners for their review and comments. GRAFFITI REPORT: by Ralph Davis The February Monthly Graffiti Report was distributed by Ralph Davis and high lights of the current activity. Electrical boxes are being painted, alleys cleaned up and a lot of public facilities being handled. Next monthe the Commission will receive an update graffiti progress report proposal made for the Redevelopment Department for the upcoming year. It will be a complete summary of the operation, advising goals to be accomplished and concerns. The commercial area is being surveyed with the possibility of a future assessment to help in the cost. TRANSIT/COMMUNITY CENTER PROJECT: by Harold Mattoon Harold Mattoon advised the item would have to be carried over to the next meeting as the plans did not arrive. COMMISSION MEETING TIME At the Prior commission meeting there was a discussion regarding possible change in the meeting time. After a short discussion, Commissioner Espeseth made a motion to present to Council a request for change in meeting time to start at 6:00 p.m.. Commissioner Mendoza made a second to the motion with all in favor. FINANCIAL 6 BUDGET REPORT FOR FISCAL YEAR 1989/90: by Harold Mattoon The Budget Preparation for 89-90 fiscal is not just a mid year review but an es[imate spending for the next 5 years. Without an increase in revenue, cuts in�service level may occur in the next fiscal year. Budget instruction has been to prepare next years budget based on the current year and hold the line. Instruc- tion has been given to prepare priority list where cuts may be made to least effect service. The Department is presently drawing up a list of priority service cuts. ' Page Three � • YOUTH COMMISSION REPORT by Ralph Davis On February 7, 1989 Council approved the formation of a Youth Commission. On March 21st Council announced the appointment of 20 youngsters to serve on the Co�ission. Council set the Goals and Objectives for the 89-90 fiscal year. The Commission is scheduled to meet Senator Alan Cranston tomorrow. Senator Cranston expressed a desire to have the youth conduct the meeting at 11:00 a.m. tomorrow. ' PUBLIC ORAL COMMUNICATIONS None COMMISSION ORAL & WRITTEN COMMiJNICATIONS Covm�issioner Robert Markovic ...inquired whether the scheduling of Bateman Hall will be taken away from Recreation & Parks. He said the Easter Egg Hunt went well and everyone did a beautiful job. Commissioner Bette Espeseth...informed the Commission a church with apartments � in [he rear which are half finished are covered with graffiti. Ralph Davis explained the Graffiti Department cannot interfere as the complex is an incomplete project but Code Enforcement has been advised. Commissioner Espeseth also inquired as to why Commissioners cannot attend CPRS Conferences with expenses paid by the City as other cities do. Commissioner Espeseth said she had received a letter from the Boy Scout Downtown Council advising there are 7 units total in the Lynwood-Compton area and so effective April lst there will no longer be a Midland District, they will be combined with Frontier which extends over to Cerritos. Commissioner Julio Mendoza ....None Commissioner Eloise Evans ...extended an apology for arriving late. Chairperson George Martini...inquired about obtaining a new City I.D. Mr. Mattoon advised the department would contact the Fire Department and inquire as to available time to obtain I.D.. Harold Mattoon thanked the Exchange Club who sponsors the Easter Egg Hunt and their members that assisted and adjusted quite well to the rain situation. He explained Commissioner Evans had asked for Conference information. The Conference was excellent with many sessions. He advised he ordered tapes for some of the sessions. The Company that publishes the Lynwood Newsletter had a booth at the Conference and had other City Newsletters displayed along with Lynwood's. Lynwood copy was a hot item. Mr. Mattoon distributed pictures to the Commission that had been taken at the last meeting. Attended California Parks & Recreation Society Conference in Sacramento March 9-13. 6: Met with staff regarding General Plan. 7. Met with Assistant City Manager regarding catering agreement at Bateman Hall. 8. Attended Senator Cranston's meeting on crime and gang problems. 9. Drill team participated in Tri City Easter Parade (Maywood, Bell, Cudahy). 2. Girls basketball clinic was conducted during Spring break. 3. Annual Easter Egg Hunt was held on March 25 and was co-sponsored`by Lynwood Exchange Club. 4. Three girls basketball teams competed in Southeast Municipal Athletic Association tourney. 5. The Class B and C boys basketball teams won the Southern California ' Municipal Athletic Federation Tournament. 6. Tryouts for baseball teams were held March 28. Team numbers are up by six from previous year. 7. Annual Elementary School Track Meet is scheduled for April 8th at� Lynwood High Schoo L 8. A Spring break carnival was held March 22-27 in City Park. 9. Trips were taken to Skate Depot and C.B.S. Studios for Family Feud. 10. Spring Dance for playgrounds was held April 7. - NATATORIUM 1. Began Spring swim lesson, Session II. 2. Installed new piping on exhaust lines. 3. Disassembled soda ash feeder. 4. Organized and developed safety procedures on department vehicles. � 5. Inspected facility with City Aall. staff regarding safety corrections. 6. Attended 2 1/2 day seminar regarding new county requirements on chemical use. 7. Backstop and bench boards were replaced as needed. � 4. Infield of large baseball diamond was re-sodded. Field was detailed to restore dirt areas. 5. Bleachers were repaired. 6. Soccer field is closed through mid April for re-seeding°. 7. All holes and low spots in parks were filled and leveled. 8. New play equipment for Lindbergh Park was received and inventoried.
