CITY OF LYNWOOD RECREATION & PARKS COPL�SISSION RECREATION 6 PARKS COMMISSION MINUTES OF MEETING OF FEBRUARY 28, 1989 The meeting was called to order by Vice-Chairperson Robert Markovic at 7:35 p.m.. Co�issioner Markovic presented the Invocation and led the Pledge of Allegiance. Roll Call of Commissioners Present: Commissioner Bette Espeseth Commissioner Robert Markovic Commissioner Julio Mendoza Commissioner Eloise Evans Chairperson George Martini SCHEDllLED MATTERS Harold Mattoon certified the Agenda Posting by the City Clerk. A motion was made by Commissioner Bette Espeseth to approve the minutes of the regular meeting of January 24, 1989 with a second by Commissioner Markovic and all in favor. PUBLIC ORAL COMMiJNICATIONS - None . CORRESPONDENCE - None MONTHLY STAFF REPORTS: A. Facility Usage Reports on Bateman Hall, Community Center and Ham Park were attached to Agenda. B. News Releases - mailed on a current basis. C. Personnel - None Pictures were taken of the Commission by Bill Thomas Photography. CURRENT PROGRAM REPORT by Ralph Davis The Boys Youth Basketball started at the beginning of February and have their Basketball Banquet scheduled for March 13. Lynwood will be one of four cities hosting the S.E.M.A.A. Tournament, starting March 17. Girls Basketball has 5 midget teams and 5 Junior teams which will also participate in the S.E.M.A.A. Tournament. On February 25th there were over 200 youngsters on 5 busses for the Snow Trip. During Black History Week there was a bus trip to the T.V. Show - Amen. On February 12 there was a trip to Dodger Stadium that required 3 busses. The Tutorial Program has 10 volunteers which are very busy with youngsters and adults. The Resource Center is underway and contacts for seminars are being made. There are 8 playground sites operating with an average of 30 youngsters at each site. PAGE TWO • • The Natatorium is open with a variety of classes, of which a new one has been a3ued for the first time, Junior Lifeguard Course. The Annual Sports Association Golf Tournament was held February 20th at the Los Amigos Golf Course in Downey. Contributions were made by McDonald's, First State Bank aad Lynwood Fire Fighters with the proceeds to go to Youth Baseball & Girls Softball. ACTIVITIES REPORT by Harold Mattoon Mr. Mattoon distributed the activities report for January 1989. The Commissioners read and made a few comments. An inquiry was made as to obtaining a licensed permanent caterer for the Park area. ANTI GRAFFITI REPORT: by Ralph Davis Ralph Davis distributed the report on graffiti removals for Sanuary 1989. An effort is being made to help eradicate the problem of graffiti by putting teeth into enforcing vandalism laws. For January the report reflects [here were 127 residences, 132 businesses and 26,609 square feet of public facilities having graffiti removed. The Department is taking preventative measures to help reduce the amount of graffiti removal requirements. A survey studying other cities is being taken to obtain ideas and procedures to reduce the problem. A suggestion was made to involve the Block Watch Program to heel deter graffiti by neighbors watching each others property. It was also suggested that the public be notified of the procedures and goals of the Anti-Graffiti Program, so they could assist. BLACK HISTORY PROGRAM REPORT: by Ralph Davis The Black History Program was an entertaining and exciting event which started on February 16th with the opening of the Carnival. Thursday, February 16th was Comedy Club Night with professional comedians, which was video taped. On Saturday the 18th from 11 a.m. to 5 p.m. a Cultural Fair which had 6 drill teams, 3 jazz bands, drums and 6 vendors. There was a Celebrity Show with acts and singers. The program concluded on the 19th with a Gospel Show hosting Reverend James Cleveland, local choirs and a good time for all. Congratulations to Perry Brents the new Facility Program Supervisor for his efforts. YOUTH COMMISSION by Harold Mattoon Copies of the newsletter on Youth Commission Created were distributed and the contents reiterated by Harold Mattoon. The newly created commission will be under the jurisdiction of the Recreation and Parks Department. Any youth wishing to be considered for appointment to the . Youth Co�ission and meeting the described age requirements, should attend the initial meeting of the Youth Council. This meeting is scheduled for Thursday, March 2, 1989 at 4:00 p.m. in Room 112 of Bateman Hall, 11331 Ernestine Avenue. Applications for consideration of appointment to the Youth Commission will be distributed at this time. Completed applications should be returned to the Recreation & Parks Departulent, 3798 Century Blvd., Lynwood by Tuesday, March 14, 1989. Appointments will be made by City Council at their March 21, 1989 meeting. PAGE THREE • • PUF.� llRAL COMMIINICATIONS - None COMMISSION ORAL & WRITTEN COMMIJNICATI0N5 Commissioner Robert Markovic...inquired if Cal Trans is replacing the east end of Century. He asked if there was anything to be done to prohibit glass in the parks. He expressed his desire to involve more people in the Beautification Program by possibly doing more publicity. Co�issioner Bette Espeseth...asked if Operation Stay In School is still in effect. Commissioner Espeseth suggested the Co�ission consider a change of time for the regular meeting and hold them earlier, around 6 p.m.. There was some discussion and deferred to the next meeting, when it can be placed on the Agenda. Co�issioner Sulio Mendoza - None Co�issioner Eloise Evans - None Commissioner George Martini...advised the Commission the last City Council meeting had a proposal made and passed for Century Blvd. to be renamed Martin Luther King Blvd.. There were 3 streets under consideration - Century, Bullis and Carlin. Century was designated as the choice. He mentioned he observed the tree trimming in the Parks and what a good job they were doing and wondered if the work was being performed by an outside contractor and if so, did they have a contract for the entire city. He inquired as to when the new unit would arrive for the Graffiti Program. Ralph Davis responded that bids were presently being solicited. ADJOURNMENT The meeting was adjourned to the next regular meeting to be held on Tuesday, March 28, 1989 in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood.
