The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Events
Cod e Enf orcement
The Code Enforcement Unit assisted the Building Department by issuing a Code Violation Notice to a
construction site on the 100 block of Bal Cross Drive. The contractor failed to properly install silt screens
around the property in violation of the National Pollution Discharge Elimination Systems (NPDES)
protocols. All contractors are required to file and adhere to a NPDES plan to ensure the Village storm
water systems are protected against contaminants.
A residence under construction on the 100 block of Bal Bay Drive was issued a Code Violation Warning
after Code Enforcement Officers discovered its site screen was in disrepair. The notice directed the
homeowner to repair/replace the screening so it meets the Village’s appearance standards.
Code Enforcement Officers (CEOs) continue their patrols of the Bal Harbour Shops construction areas
on a daily basis to ensure they remain in compliance with Village noise ordinances.
Criminal Investigations
The Criminal Investigations Division (CID) is supporting the Patrol Division in a Village-wide traffic
enforcement initiative. Detectives are setting aside two hours each day to increase police visibility and
enhance traffic enforcement efforts.
The CID is following up on several retail theft cases affecting retailers at the Bal Harbour Shops. Of the
three cases investigated, two involved the theft of purses and the third involved several items of clothing.
In each case, detectives sought video footage to assist in identifying the suspects. Investigators made
personal contact with management at each store and obtained video from two locations. The first video
did not depict the reported theft. The second video captured the suspect’s actions but the s uspect used
facial coverings to conceal his identity. Detectives used still images from the video to create Need-to-
Identify flyers. Detectives are working with neighboring jurisdictions in an effort to identify persons
involved in retail thefts.
The CID has been assisting a Bal Harbour resident whose business fell victim to check fraud. Detectives
were able to confirm fraudulent checks were cashed against the victim’s bank account at a Chase bank
location outside of Bal Harbour. Detectives contacted the bank where the Victim’s accounts reside and
informed bank investigators of their findings. The Victim has yet to file a claim with his host bank. The
case was closed in Bal Harbour since the alleged crime occurred outside of Bal Harbour jurisdiction.
The CID is assisting Police Administration in the on-boarding of two recently hired police officers.
Detectives are providing training in the use of databases, issuing identification cards, and ensuring
required FDLE employment documents are properly filed.

Remarks
Marine Patrol:
Marine Patrol officers assisted patrol and conducted traffic enforcement during the early morning
hours.
They also conducted Police Bike patrol twice during the week.
Marine Patrol conducted evening bay patrol of the residential seawall areas. In addition, they patrol
the sandbar and conducted checks of the charter party vessels. Several contacts were made and no
violations were observed.
Bal Harbour Village Police Department was awarded an Electric Bicycle, which was donated by Miami
Dade County Commissioner Sally Heyman. Marine Patrol Officer Dion Cole and Captain Escarra
attended the event which was held at Miami Dade Police Department, Intracoastal District Six Police
Station.
Beach Safety Officer:
The BSO conducted daily beach, Jetty and Hardpack checks. On Sunday, the Jetty had to be
temporarily closed due to very strong winds and surf.
The BSO responded to reports of an injured surfer near the Jetty. After an extensive area check we
discovered that the surfer left the area with friends and was not located.
The BSO conducted bike patrols of the gated residential community in addition of daily traffic
enforcement details.
In addition to assisting road patrol, the BSO conducted traffic enforcement details in the North Lot and
frontage Road. The North Lot area experienced a high volume of vehicles and visitors during the entire
weekend.
Summary of Noteworthy Calls for Service
03/04/20 22 Assist Ot her Ag ency 10185 Collins Avenue
Bal Harbour officers and Miami- Dade Fire Rescue responded to a call of a 10-month-old baby stuck in
a bedroom. Fire Department personnel unlocked the door and the baby was found to be safe and
sound.
03/04/2022 Assist Citizen 9700 Collins Avenue
The father of two teenage boys reported that his siblings were missing after being separated from the
family inside the Bal Harbour Shops. As police and shops security began a search of the mall, the boys
were located and reunited with the family.
03/04/2022 Criminal Mischief 10295 Collins Avenue
While conducting area checks, a Bal Harbour police discovered graffiti on Village owned signs, Ritz-
Carlton benches and Cavache YoDock barricades. Photos were taken of the graffiti tags and
notifications were made to supervisors of all three entities. The graffiti was removed immediately. No
other incidents were reported.
03/05/2022 Assist Other Agency 9578 Collins Avenue
A Bal Harbour officer was flagged down by the CVS manager regarding a disturbance in the parking
lot involving several rambunctious juveniles. The Town of Surfside officers responded and took over the
investigation. Bal Harbour officers returned and resumed normal patrol functions.
03/06/2022 Motorcycle Crash 9700 Collins Avenue
The operator of a motorcycle lost control and crashed on Collins Avenue. The rider sustained minor
injuries and was transported to a local hospital for further treatment. No damages were reported.
03/09/2022 Loud Music 9900 block Collins Avenue
Bal Harbour officers responded to a loud music complaint from an anonymous person. Officers located
the source and the music was immediately lowered. No other complaints were received.

03/10/2022 Multi-Agency Traffic Detail North Bay Village
Bal Harbour police participated in a Multi-Agency Traffic Education and Enforcement Detail hosted by
North Bay Village police department. The Multi-Agency operation is part of BHPD’s continued
partnership with our neighboring law enforcement agencies.
03/11/2022 Hazardous Conditions 10275 Collins Avenue
Bal Harbour officers and Miami-Dade Fire Department responded to a Fire Alarm where two Carbon
Monoxide alarms were triggered. Fire department determined the source was emissions emanating
from the boiler room. Miami-Dade Fire ventilated the area and no evacuations were required.
