Subject: Bal Harbour Police Department Weekly Report for the period of
September 30, 2022, through October 6, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Events
Code Enforcement
Only one Code Enforcement Officer was on duty during the week resulting in a reduced number of
investigations. Despite the limited staffing, the unit -maintained visibility and contact with residents
and construction contractors.
CEOs patrolling the Village during the Yom Kippur holiday discovered a waterproofing contractor
conducting work for an anchor retail store. The workers obstructed the sidewalk with a scissor lift
and hindered pedestrian traffic. CEOs intervened and informed the workers to cease activities due
to work restrictions for the day. CEOs issued the store a code violation warning reminding
management to properly monitor no workdays.
CEOs patrolling the beach areas intervened in two occasions where Village visitors were on the
beach with dogs. On each occasion, CEOs explained the dog restrictions and issued verbal
warnings. The individuals immediately removed the dogs from the beach.
The Code Enforcement Unit continues to work with project managers at the Bal Harbour Shops to
ensure noise levels are not exceeded during restricted hours. CEOs routinely visit the different sites
within the property to monitor construction activities.
Criminal Investigations
The Criminal Investigations Division (CID) concluded its investigation of an alleged domestic
battery. The suspect surrendered on the advice of his lawyer and was arrested. The suspect was
charged with domestic related crimes and transported to jail.
Detectives investigated a fraud case involving an elderly Village resident. The suspect used the
victim's personal identification information to obtain bank loans. Detectives obtained video footage
of the loan transaction depicting the suspect's actions. Through further investigation, detectives
learned the suspects true name and developed sufficient information to effect an arrest. When
confronted with the evidence, the suspect surrendered himself at the police station and provided
statements implicating himself in the crime. Detectives charged the suspect with fraud related
felonies and transported the suspect to jail.
The CID continues its investigation of a vehicle burglary and vehicle theft that occurred in the gated
community. The suspects apparently arrived in the area driving an Audi sedan which they
abandoned at a condominium building on Collins Avenue. The suspects also left behind a cellular
telephone at the crime scene. Detectives obtained search warrants for the Audi and the cellular
telephone and will work with sister agencies in executing the warrants.

Remarks
Marine Patrol:
Marine Patrol Officers were requested to respond to the area of 17000 Collins Avenue regarding a
f male in distress caught in a rip current. Moments after arriving, Miami -Dade Police Department
Municipal Dispatch advised the male was located and safely removed from the water.
Marine Patrol conducted an evening Marine Patrol Detail. During this detail, Marine Patrol
encountered two vessels playing loud music near Bal Harbour Village homes and both leftthe area
upon police presence.
As part of the evening Marine Patrol detail, officers conducted numerous vessels stops for different
maritime and safety violations on the water. During the evening detail on Sunday, Marine Patrol
encountered five vessels playing loud music. All five vessels' occupants lowered the music after
receiving verbal warnings.
During the week, Marine Patrol Officers conducted sea wall, the Bal Harbour Marina, Jetty and
p beach checks, and no incidents were reported.
Beach Safety Detail Activity:
The BSO conducted a thorough assessment of the beach and jetty for potential damages/hazards
caused by the adverse weather condition from Hurricane Ian. The BSO reported several
observations to Public Works, and all were address promptly. The BSO ensured that all exclusionary
buoys were accounted for and noticed several ResQ discs and Life Rings missing from appropriate
locations. These were immediately replaced by the BSO. While checking the conditions on the
jetty, the jetty was closed for the remainder of the day due to strong winds and large waves crashing
over it.
This weekend, the BSO was briefed on the newly enacted ordinance regulating commercial filming
and photography in publicly owned, managed, or controlled property and issued official permit
placards to each company authorized by Bal Harbour Village to film and photograph on the jetty.
The BSO conducted bicycle patrol on the beach and assisted road patrol units by responding to the
scene of a stolen vehicle. The BSO assisted with the investigation and gathered pertinent case
information in order to complete the stolen vehicle report. The BSO encountered five dogs (1
service dog/4 non -service animals) on the beach and conducted several evening Marine Patrol
details over the weekend.
The BSO encountered a couple with what appeared to be amateur filming equipment, including a
tripod, a foldable collapsible cart and beach chairs. The couple said they were filming for pleasure
and denied having a commercial business. However, the couple expressed interest in establishing
a business in the future relating to film and photography. They were also urged to contact the
department for further guidance in the future and visit the Bal Harbour Village website for further
information.
Summary of Noteworthy Calls for Service
September 30, 2022 Damage Gate Arm Bal Bay Residential Entrance
While patrolling the gated community, a Bal Harbour discovered the gate arm had fallen off its
base. Public Works responded and repaired/re-attached the gate arm.
October 01, 2022 1 Information System Issues � Village -Wide I
Bal Harbour Village experienced internet and email issues for the entire day. CAD Administrator
Rich Carmenaty responded and re-established a temporary back up connection. The internet
failure interrupted the connection to Police CAD and Electronic Ticket writinc; systems.
October 01, 2022 Suspicious Incident 9700 Collins Avenue
Webster store employees stopped a male who activated the anti -theft alarm as he exited the store.
The male agreed to allow employees to check his bag, the employee observed a firearm and
clothing. The male was accompanied by several other males, officers canvassed the area and did
not locate the group of males. No theft occurred at Webster.
October 01, 2022 L _ Parking Detail North Municipal Parking Lot
Officers were posted at the North Lot and the Jetty throughout the weekend due to increased
numbers of visitors to the Jettv and surf boarders.
October 02, 2022 Criminal Mischief 1 10295 Collins Avenue
The reporter told officers he left his vehicle with valet while staying at the Ritz -Carlton. Upon
receiving his vehicle, he discovered a scratch on the passenger side the length of the door. The
scratch appeared fresh and intentional. Valet management is in communication with the reporter
and work to resolve the issue.
October 03, 2022 1 Theft 1 9700 Collins Avenue
Officers were summoned to BHS regarding a theft of equipment. The reporter told officers his
welding equipment was left on site for a couple of days, when he returned to the worksite, the
equipment was missing. This case has been forwarded to the Criminal Investigations Division
i further follow-up.
October 03, 2022 1 Ordinance Investigation I Bal Harbour Jetty
Bal Harbour police officers responded to the Jetty regarding a person filming/recording. The
individual left the area after being advised about the new village ordinance.
October 04, 2022 High Holiday Village Wide
In preparation for the Yom Kippur holiday, officers were strategically posted along the Collins
Avenue corridor to provide security and traffic assistance for congregants traversing to and from
services. No incidents were reported.
October 05, 2022 1 Disturbance I 9700 Collins Avenue
Bal Harbour officers responded to a disturbance/argument between two individuals. The
individuals, who have a history of prior issues, were both issued trespass warning by shops security.
The individuals left the area without further incident.
