Subject: Ball Harbour Police Department Weekly Report for the period of
October 7, 2022, through October 13, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Events
Code Enforcement
The Code Enforcement Unit continues its inspections of construction areas to ensure compliance with
Village appearance codes. While patrolling the 100 Block of Bal Bay Drive, Code Enforcement Officers
(CEOs) noticed a damaged perimeter fence at a construction site. CEOs issued the property owner a
code violation warning directing them to repair the fence.
CEOs patrolling the 100 Block of Bal Cross Drive noticed a damaged construction site fence with
inadequate screening. CEOs issued the property owner a code violation warning and directed the site
contractor to repair the fence and properly secure the screening along the perimeter.
CEOs patrolling the 200 Block of Bal Bay Drive discovered bulk trash placed on the curb before the
permitted time. CEOs issue the property owners a code violation warning directing them to place bulk
trash on the curb as permitted by code. CEOs issued the same warning to a second property along the
100 Block of Park Drive. The owners were reminded that bulk trash could be placed on the curb after
8:30am on Wednesday.
Midnight patrol officers heard construction noise from the construction site at the Bal Harbour Shops
during the early morning hours. Officers contacted the contractors and directed them to cease making
noise. Compliance was immediate and a report was filed. CEOs followed up with a code violation
warning to the offending contractor and notification to the mall's construction managers.
CEOs found advertisement signage along the 10200 Block of Collins Avenue. The property immediately
removed the signage as directed. CEOs issued a verbal warning and reminded the property manager
of the Village sign restrictions.
Criminal Investigations
The Criminal Investigations Division (CID) continues its investigation into a vehicle burglary and vehicle
theft that occurred in the gated community. During the investigation, detectives recovered a cellular
phone and a vehicle they believed were linked to the suspects. After obtaining a search warrant for each
item, detectives contacted sister agencies for assistance in executing the warrants. Miami Beach Police
assisted with the warrant for the vehicle and the US Secret Service assisted with the search warrant for
the contents of the cellular telephone.
As a result of searching the suspect's vehicle, detectives discovered a second cellular telephone and a
laptop computer. Since these items may contain additional information about the suspects' identities,
detectives are preparing additional search warrants. Detectives are also working with auto theft task
forces to generate additional leads.
Detective Gonzalez travelled to Orange County, Florida, to teach Autism Awareness to police personnel.
The curriculum is taught to police officers to raise awareness and offer tips on how to better serve
members of the community who may be on the Autism spectrum.

Marine Patrol:
Marine Patrol Officers assisted Surfside Police Department with an investigation at 9250 Bay Drive.
Marine Patrol Officer responded to 252 Bal Bay Dr. Intracoastal Waterway (ICW) in reference to a couple
unable to flip the jet ski upright, both passengers were located struggling and exhausted from the efforts
trying to climb back on the jet ski near the Haulover Inlet. Passengers were rescued, transferred and
transported to 10800 Block Collins Avenue (fuel pump). No injuries were reported. (Strong winds and
rain).
Marine Patrol Officer conducted a night watch detail. During this detail, Marine Patrol encountered one
vessel playing loud music. The vessels compiled and lowered the music.
Marine Patrol Officer conducted road patrol during the morning. During the afternoon, Marine Patrol
Officer conducted a total of three vessels stops without incidents. Area checks were conducted by the
sea wall, the Bal Harbour Marina, jetty and beach.
On Tuesday, Marine Patrol Officer took the Bal Harbour Police boat to T.N.T. Marina for routine
preventative maintenance service. The Marine Patrol officers assisted with Patrol duties while the vessel
is out of commission.
Beach Safety Detail Acti
The BSO reported a low number of beach goers on the beach.
The BSO also reported inclement weather and closely monitored the jetty area due to waves crashing
onto the jetty.
The BSO also closely monitored the beach area behind the Ritz Carlton due to an increased number of
surfers in the water.
The BSO conducted fishing license checks on the jetty and found all fishermen to be in compliance.
Summary of Noteworthy Calls for Service
October 07, 2022 Demonstration Harding/96 Street Crosswalk
A religious group held a demonstration for approximately 15 minutes. The crosswalk was not
obstructed, and there was no breach of the peace. Officers monitored the area until the individuals left
the area.
October 07, 2022 1 Trespass Warning 1 9700 Collins Avenue
While conducting a foot patrol detail, a Bal Harbour police officer observed a disturbance at Makoto.
The investigation revealed that a female attempted to take a phone that had been left on a table, but
was stopped by witnesses and the owner. The owner did not wish to prosecute; however, the female
was issued a trespass warning from the shop's property. The female was escorted out and left the area
without any further incident.
October 08, 2022 1 Theft 1 9700 Collins Avenue
The reporter told officers an unknown male and female entered the PRADA store and began perusing
the display racks. The male then retrieved merchandise from the display and concealed the item, he
then proceeded to exit the store without paying for the item. After canvassing the area, officers were
not able to locate the suspects. This case has been forwarded to the Criminal Investigations Division
for further follow-up.
October 08, 2022 1 Found Lost Dog 275 Bal Bay Drive
While on routine patrol, a Bal Harbour police officer found a lost dog inside the gated residential
community. Since the dog had no dog tags, the officer responded to Surfside Police Department and
utilized their chip reader to identified that the dog lives in Bal Harbour. The officer responded to the
registered home and the dog was reunited with the pet parent.
October 08, 2022 1 Disturbance ! 10245 Collins Avenue
A group of approximately 20 teenagersjumped the beach access gate of the building, entered the pool
deck, and destroyed property in the pool deck area. The teenagers were detained and their parents
were contacted and released to their custody. The property manager responded and arranged
reimbursement for the damaged property with the culprits' parents.
October 10-12, 2022 Special Patrol Villagewide
Officers conducted high visibility patrols and crosswalk details on Collins Avenue during the Sukkot
holiday to ensure pedestrian safety.
Week of October 09, 2022 Special Patrol Gated Residential Community
Officers conducted foot patrols and bike patrols throughout the residential gated community during
the midnight shift.
October 10, 2022 Suicide Attempt 1 10275 Collins Avenue
Officers responded to the twelfth floor where a male ingested several pills. The male was not alert and
transported to the hospital via Miami -Dade Fire Rescue. He was treated and reported to be in stable
condition.
October 13, 2022 1 Theft 9909 Collins Avenue
Guests of the Seaview Hotel reported that a shoe box with new sandals valued at $189.00 was missing
from their room. There were no signs of forced entry and surveillance footage will not be available until
a later date. The case will be followed up by our Criminal Investigation's Unit.
