The property owners heeded the warnings and remedied their deficiencies. CEOs patrolling the gated community along Bal Cross Drive discovered a property with unsightly and overgrown lawn. CEOs issued the property owner a code violation warning directing them to mow the lawn. CEOs investigated an allegation of short-term rentals at a beachside condominium. The investigation revealed the current occupants had a year -long rental agreement and were in compliance with Village codes. Criminal Investigations The Criminal Investigations Division (CID) assisted Village administration by conducting a pre- employment background check for an applicant to the position of Event & Communications Coordinator. Background investigations help ensure applicants meet Village requirements. The CID prepared official parking placards for the Police Department and the Building Department. The dashboard placards are used to identify Village vehicles when parking in restricted areas. The CID assisted police training personnel in preparing the necessary FDLE forms and equipment assignments for two police applicants. Detectives travelled to Boca Raton, FL, to meet with loss prevention personnel from Saks Fifth Avenue in an attempt to identify retail theft suspects active at the Bal Harbour Shops. Although no identifications were made, detectives continue with the case. Retail theft suspects often operate in different jurisdictions. Detectives and loss prevention personnel work together to mitigate the effects of retail thefts. Detectives are investigating a credit card fraud case originating at the Bal Harbour Shops. Loss prevention personnel obtained a possible tag for the suspect vehicle, but it was registered to a rental car company. Detectives are obtaining the necessary subpoenas to request the rental agreements. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 21 03 15 00 1 1 130 Remarks Marine Patrol: A Jet ski belonging to the resident of 224 Bal Bay Drive came loose from its floating dock and the resident was having trouble securing the ski on the dock. Marine patrol responded and assisted from the water and additional officers responded to the residence and assisted the owner with securing the vessel. Sunday, Marine Patrol assisted Miami -Dade police in regarding a boat -rage at Haulover fuel pump. Bal Harbour Marine Patrol located and detained the subject (captain) that allegedly flashed a gun to another boat with several people onboard. The investigation resulted in the arrest of the offender who was transported to the jail. Marine Patrol conducted daily area checks at the jetty, beach and sea walls without incident. Beach Safety Detail Activity: The BSO reported a high number of beach goers throughout the weekend. The BSO issued a citation to a motor scooter parked on the jetty. The BSO assisted the Harbour House beach staff with police presence regarding several residents complaining about no more beach chairs being available. The BSO assisted the Surfside Police Department in searching for a missing four -year -old. The BSO met with the mother, obtained the name and an image of the child, and the child was located moments after. The BSO reported a hazardous condition on the beach behind The Plaza regarding a large sharp piece of beach access road floor mat sticking out of the sand. Public Works supervision was notified. During the weekend, the BSO encountered 5 dogs on the beach and all were removed upon request. The BSO also encountered a group conducting a photography shoot on the jetty of a model for commercial purposes (editorial magazine). The BSO made contact with the supervisor and provided him with an electronic version of the Bal Harbour Village Ordinance regulating commercial film and photography on publicly owned, managed or controlled property. The photography team was also provided with the contact information to obtain a photography permit. Summary of Noteworthy Calls for Service 01/06/2023 1 Suspicious Incident 9700 Block of Collins Avenue A concerned citizen called the Bal Harbour police and reported that a female appeared to be in distress and had bruises on her face. Officers responded and conducted an extensive area canvass, but was unable to locate the female. A notification was made to the surrounding jurisdictions. 01/06/2023 Suspicious Vehicle 100 Block of 96 Street While on routine patrol, Bal Harbour officers discovered a vehicle illegally parked at the entrance of the beach access path. The occupants were cleared of any active wants or warrants and released after being administered a verbal warning. 01/08/2023 Simple Battery 1 9700 Collins Avenue A male reported that after having an argument, two other males committed a battery by striking him two days prior. The victim advised that he wanted to document the incident and wished to press charges if the subjects are identified. 01/08/2023 Assist Other Agency 9400 Blocks of Collins Avenue Beachside Bal Harbour officers assisted Surfside after receiving reports of a missing 4-year-old male. Officers disseminated a photograph of the child and coordinated a systematic search. The child was located safe and sound and reunited with the parents. The child wandered away from the family and no foul was sus 01/08/2023 Hazardous Condition I Beach Access Path A concerned citizen advised a Bal Harbour officer of a damaged ADA beach access mat. Public works supervisors were notified. 01/09/2023 1 Disturbance/Protest 1 9700 Collins Avenue Bal Harbour officers were dispatched to a group of protestors at the Fendi Store. The protest was over the sale of purses containing animal fur. The group was escorted off the property by security and police personnel without incident. 01/09/2023 Sick/injured Person 1 9700 Block of Collins Avenue Bal Harbour officers arrived at a sick or injured person call. The responding fire rescue truck was involved in a minor traffic crash with no injuries. Miami Dade police responded and completed the traffic crash report. 01/11/2023 1 Marchman Act 1 9700 Collins Avenue Bal Harbour officers were summoned to a male causing a disturbance. Officers located the male and determined that he met the criteria for a Marchman Act intervention. The male was transported to a local hospital for further treatment. 01/11/2023 1 Traffic Stop/Felony Fleeinq 1 9800 Block of Collins Avenue After observing a driver commit a traffic violation, a Bal Harbour officer initiated a traffic stop. While issuing the proper citations, the officer observed signs of impairment on the driver and began to question the operator's ability to continue driving. The driver suddenly fled in his vehicle north on Collins Avenue at a high rate of speed. A second Bal Harbour activated emergency equipment in attempts to pullover the driver, however, he refused to stop and the vehicle continued. Our officer deactivated the lights and siren and did not engage in a police pursuit. The case has been turned over to our criminal investigation section for follow.
