CEOs then focused their attention on the area of the Farmer's Market along the 100 Block of 96th Street. CEOs assisted with beach escorts and traffic/pedestrian control. CEOs assisted with traffic/parking control for the Village's Tax Resort meeting. They also assisted with the distribution of flyers in the gated community alerting residents of the impending closure to the Bal Bay/96t" Street gate while repairs and modification are made. CEOs assisted the Patrol Division with crowd control at the Movie On the Beach event. CEOs patrolling the gated community discovered an unkept property on the 100 Block of Park Drive. They issued the property owners a code violation warning directing them to return the lawn to Village standards. The Code Enforcement Unit continues it routine patrols of the beach areas and beach access paths to enforce Village dog restrictions. Criminal Investigations The Criminal Investigations Division (CID) assisted in the training of two new dispatchers. Detective Gonzalez provided the required hours of training in the areas of Autism Awareness, CPR, and Elderly Abuse, Exploitation, and Neglect. These are all mandatory courses for new hires in the criminal justice field. The CID is investigating an allegation of child abuse reported almost six months after the alleged incident. The parents are currently involved in a custody battle in the State of New York. The child's mother alleged the father tried to smother the child while vacationing in Bal Harbour six months ago. There is no reason to believe the child is currently in any danger. Detectives are waiting on alleged witnesses to provide sworn testimony to decide what crime, if any, may have been committed. Detectives are assisting an elderly resident who fell victim to the IRS Phone Scam. The caller convinced the victim she owed taxes and would be arrested if an immediate payment was not made. The victim mailed $5,000 to a drop -box via UPS. Detectives teamed with UPS investigators to attempt interception of the package and return the money to the victim. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 22 08 15 00 03 01 152 Remarks Marine Patrol: Marine Patrol conducted several seawall and coastline checks. While patrolling the waterways, three vessels on the south sandbar were issued a warning for playing loud music, two other vessels near the 212 Bal Bay Dr were issued a warning for playing loud music. Additionally, marine patrol responded to a vessel requesting assistance approximately one mile east from Haulover inlet, the vessel was towed by Sea Tow. Marine Patrol also responded behind the St. Regis Hotel regarding an adult male possible drowning. Upon arrival, the adult male was swimming and not in distress. During the special detail (Night Watch), a resident on Bal Bay Dr requested assistance with his jet ski that submerged near the Haulover Inlet, marine officers along with Sea Tow, towed the submerged jet ski to the resident's home. Marine officers stopped a vessel near the Haulover Marina for insufficient number of lifesaving equipment, to include serviceable Personal Flotation Devices (PFDs) and other safety equipment. United States Coast Guard (USCG) was contacted, and the vessel was terminated for unsafe operations. Marine officers discovered a disabled jet ski inside the vessel exclusion area of 10285 Collins Avenue. The jet ski was towed to the Haulover Fuel Dock. Beach Safety Officer Detail Activity: The BSO conducted fishing license checks on the jetty and did not encounter any violators. In light of recent disturbances on the jetty involving two known parties (BH resident/Wavy Boats employee), the BSO maintained high visibility at and nearthat location in orderto deter any further incidents. The BSO conducted checks of the walking path south of the Oceana and did not encounter any dog leash related violations. The BSO encountered one dog and one bicycle rider on the jogging path. Both were advised that dogs and biking in that path is prohibited and were directed to the appropriate area. 02/24/2023 Summary of Noteworthy Calls for Service Theft 9700 Collins Avenue Yves Saint Laurent store associates told officers three individuals entered the store and concealed merchandise on their persons. The individuals exited the store without paying for merchandise. This case has been forwarded to the Criminal Investigations Division for follow-up. 1 02/24-02/26/2023 1 Enhanced Visibilitv Patrols I Village -Wide i Extremist groups across the nation published Anti -Semitic messaging and threats, calling for a Day of Hate and Anti -Semitic Action. Bal Harbour officers conducted high visibility patrols Village -Wide and additional Directed Patrols at the Shul of Bal Harbour and Young Israel. Additionally, a marked Bal Harbour police decoy vehicle was placed at the Shul of Bal Harbour. Bal Harbour police coordinated enhanced patrols with area police agencies and monitored all intelligence throughout the weekend. No incidents were reported. 02/24/2023 Assist Other Agency Turnpike and Hollywood Blvd. While on the way home, a Bal Harbour officer observed a marked police vehicle driving erratically. After making contact with the driver, it was apparent the officer was having a medical emergency. Fire rescue responded and transported the officer to a local hospital for further treatment. Personnel from the officer's department responded to accompany the officer to the hospital. 02/25/2023 Dolphin Cycling Challenge I Village -Wide The annual Dolphin Cycling Challenge Bicycle Ride for Cancer had two of the scheduled rides traverse through Bal Harbour. Officers were posted at all intersections and provided a safe passage for all riders. 02/26/2023 1 Annual 5K Race I Haulover Park The Bal Harbour Village Police Department and the Rotary Club of Bal Harbour hosted the 6th Annual 5K Run/Walk. This event is a major fundraiser towards the Chief Mark N. Overton and Chief Miguel "Mike" De La Rosa Scholarship Fund, which provides scholarships to assist individuals pursuing a career as a police officer, or a profession in criminal justice or public administration. The event registered over 500 participants and agency personnel volunteered from all across Miami -Dade County to make it a success. 02/26/2023 I Fire 9800 Block Beach Side A concerned resident notified police of a small fire bythe beach. Upon officers' arrival, they discovered a small patch of Sea Oats were on fire. Officers requested Miami Dade Fire Department; however, they were able to extinguish the fire before they arrived. 02/27/2023 1 Traffic Detail 1 96 Street and Hardpack. Bal Harbour police officers found a vehicle illegally parked at the entrance of the hardpack. The vehicle was cited and removed by the driver. 02/28/2023 Traffic Arrest 1 10100 Block Collins Avenue While conducting speed enforcement on the Collins Avenue corridor, a Bal Harbour officer stopped a vehicle for a traffic violation. The driver was subsequently arrested for criminal violations and issued multiple traffic citations. 03/02/2023 Stolen Vehicle 10100 Block Collins Avenue A resident of the Palace Condominium instructed the valet attendant to park his on the driveway ramp and leave the keys inside because he was coming back out. The resident never returned; the next morning, the vehicle was missing. Investigation revealed a vehicle entered the property and an unknown person entered the car and drove away.
