CEOs, however, continued to patrol and check active construction areas for compliance with Village Codes. While patrolling the 100 Block of Bal Bay Drive, CEOs discovered an unsecured construction site. The safety fence was damaged, and parts had fallen. CEOs met with the site supervisor to ensure the fence would be promptly repaired. A code violation warning was issued to the property owner encouraging them to maintain the perimeter fence. Village codes mandate bulk trash to be placed on the curb no earlier than on a Wednesday. CEOs patrolling the gated community on Monday discovered bulk items at a home on the 100 Block of Bal Bay Drive. CEOs issued the homeowners a code violation warning reminding them of the date and time restrictions for placing bulk items on the curb. CEOs continue to monitorthe beach and walking path areas for violations of Village codes pertaining to dogs. Criminal Investigations The Criminal Investigations Division (CID) conducted two pre -employment background checks for an applicant to an administrative assistant position and an applicant to a Utility's Technician position. The checks help the Village determine if candidates meet the hiring requirements for specific positions. Retail thefts pose difficult challenges to solve since video footage is often lacking or victims cannot identify suspects. Despite these hurdles, the CID continues its efforts to identify and arrest retail theft suspects. Detectives were able to link three cases occurring at three different locations on three different occasions to one suspect. To strengthen the case further, a loss prevention officer at a local retailer successfully identified the suspect from a line-up. All the case evidence was sufficient to develop probable cause for an arrest. Detectives forwarded an arrest warrant request to the State Attorney's Office for review. Detectives continue to investigate several other retail theft cases and are working with sister agencies in developing lead. The expected arrest of the suspect mentioned above may also provide detectives with additional information about other unsolved retail theft cases. The CID investigated a fraud allegation involving money transferers using the Zelle banking application. The investigation revealed none of the alleged events occurred in Bal Harbour Village. The victim was directed to the agency of proper jurisdiction for additional help. Detective Gonzalez assisted in preparations for the unveiling of the Department's Autism Awareness vehicle. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 08 00 10 00 00 01 65 Remarks Marine Patrol: Throughout the week, marine patrol conducted maritime operations in and around the seawall, shoreline, and jetty. Moderate vessel traffic was present on the south sandbar. Two complaints were received via VHF radio of two vessels moored off the Bal Harbour Sea Wall, blocking deep water access to yachts traveling to and from the Bal Harbour Marina and surrounding area. Marine Patrol officers directed the captain of both vessels to reposition their vessel out of the channel. Marine Patrol also assisted Indian Creek Marine Patrol with a radio call of several juveniles who entered the golf course by climbing on the south seawall from the waterway. The Juveniles were located, and Indian Creek PD transported them to their station. Beach Safety Officer Detail Activity: The BSO was on approved leave this week, marine patrol, code enforcement and patrol officers conducted daily Jetty, Beach and Hardpack checks. During the week, officers investigated two reports of dogs on the beach. One dog was a service animal, and the other individual was issued a verbal warning. Summary of Noteworthy Calls for Service 04/07/2023 1 Fire _ 10225 Collins Av. Bal Harbour officers and Miami -Dade Fire responded to a small kitchen fire at the Bellini. Only minimal smoke damage was sustained. Some residents evacuated to the lobby for a short time until the fire deoartment aired out the aoartment and floor. 04/08/2023 Theft 9700 Collins Avenue Bally store associates told officers two males entered the store and began perusing the merchandise on display. The males retrieved some merchandise from the display shelf and exited the store without paying, the incident was caught in its entirety on in-store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for follow-up. 04/08/2023 1 Assist Citizen ' 655 96 Street While on routine patrol, a Bal Harbour police officer located a homeless female laying down resting by the front area of Village Hall. The female refused any assistance and leftthe area. No suspicious activity was reported. 04/09/2023 I Assist Other Agency I Bay Harbor Islands Bal Harbour officers assisted Bay Harbor Islands officers who were searching for a vehicle with a stolen tag attached. The occupants are suspected carthieves who may have been casing the area. Bal Harbour officers utilized our License Plate Reader technology and determined that the vehicle had not been detected in the Bal Harbour jurisdiction. 04/09/2023 Assist Citizen 10178 Collins Avenue While conducting traffic enforcement along the Collins Avenue corridor, officers were approached by a female. The female told officers she was experiencing a mental crisis and needed to be evaluated. The female was transported to the hospital for evaluation. 04/10/2023 1 Theft 1 9700 Collins Avenue Gucci store associates notified BHPD officers that a female entered the store and began perusing the merchandise on display. The female retrieved some merchandise from the display shelf and exited the store without paying, the incident was caught in its entirety on in-store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for follow-up. 04/10/2023 Traffic Incident Bal Harbour Jetty/Beach A male driver following his GPS device drove his vehicle towards the Jetty/Beach side and got stuck on the sand. Officers had the vehicle towed away and the driver was checked by Miami -Dade Fire Rescue personnel. No injuries or damages were reported. 04/11 /2023 I Assist Other Agency 10175 Collins Av. Bal Harbour officers assisted Miami -Dade Schools police who were investigating a case of a missing runaway juvenile. All officers cleared the scene after speaking with the occupants of the residence. 04/11/2023 Disturbance I Bal Harbour Jetty While patrolling the jetty, a non-commercial videographer became upset because the jetty was closed, the Bal Harbour officer informed the individual the Jetty was closed due to hazardous winds surf conditions. The individual expressed his dissatisfaction, however, left the area. 04/11/2023 Disorderly Intoxication 9930 Collins Av.~ Bal Harbour officers located a male sleeping on the property. The investigation revealed that the male is homeless and was intoxicated. Officers initiated a Marchman Act and transported the male to a local I hospital for treatment.
