Additional information from Mr. Jahanshah regarding the number of i "residents" on California Street between Platt and Imperial. d 3. Approval of letter to be prepared by staff requesting Caltrans and the City j to open Mulford until the Century Freeway is opened. A copy is also to � be prepared for sending to Judge Perguson. ;� 4. Approval of letter to be prepared by staff to urge City to immediately begin to try to attract another CLASS A restaurant to replace the Marie � Callendar's which will not be locating in Lynwood. ':� � � I � � i I � I I I � � I , � � MINUTES Ttie"ive members were present of the 13 filled positions, making a quorum. The � agenda posting was certified according to the Brown act. Minutes of September 21,� 1989 were approved with the following changes under Section V.B.: 1. Pescado Mojado to be "erected" should read "renovated." 2: Pescado Mojado not to sell more than 3"yrs." should read "beers." Two applications for PAC vacancies were received but since they had not yet been certified as eligible by staff, the e]ection was put off until the next meeting. Since Mr. Karefa-Johnson was not in attendance, the staff report on Montgomery Ward Redevelopment was put off until the next meeting. Mr. Jahanshah Oskoui,Civil Engineer with the Public Works Dept. presented background on a study performed supporting the prohibition of parking during rush hour on California, between Platt and Imperial. Subsequent discussion revealed the following objections: 1. There must be more residents than those noted and surveyed. 2. The problems on that street include: , a) Narrowness when cars parked both sides precludes two-lane access ; b) Oversize vehicles using and parking, blocking visibility I c) Street has become more utilized by people who do not live on that ! street or sidestreets since the City decreased access to other � streets in the area. This has led to: - Congestion - Drug dealing on that street - Through-street short-cut use by outsiders - Exceeding the speed limit by through-street users ' - Oversize vehicles using as through-street A resolution was passed that staff would draft a letter to Caltrans, the City 'j and Judge Perguson requesting that Caltrans re-open Mulford to left turns onto � Long Beach Blvd, (i.e., remove part of the median) on Long Beach Blvd so that : traffic doesn't detour up California. This could be re-closed after the Freeway j is completed, since it won't be needed as much then. � Mr. Oskoui agreed to speak to the Sheriff's office to obtain assistance with I speeding , drug dealing and oversize vehicles, and will provide additional information to the PAC on the residents in the area surveyed. I Additional comments made included: ' ' I o The City should restrict right turns into the area between Platt and i Imperial, from Long Beach Blvd. going north. i o The City should properly notify and solicit comment BEFORE it takes j action such as changing vehicle accesses. � I � I ' , ,I � � I °I � , � � Regarding the September 21, 1989 letter to Evelyn Wells submitted to the PAC for approval, Mr. Lake said that Marie Callendar's won't be moving to Lynwood and ' that we sho�!'�:; i�� Tooking for another CLASS A-restaurant. Except for Black Angus, those suggested in the September 21, 1989 letter are NOT Class A. The , PAC members were in general agreement that a Class A should be sought, such as Charlie Brown's, the Velvet Turtle, etc. We should not settle for less until , other possibilities are exhausted. The letter to Ms. Wells is to be changed to reflect this viewpoint. The letter will also request timely feedback on the City's progress. During public orals a request for a stop sign at Mulford and California was made. There is record of only two accidents at Fernwood and California, but many more have occurred and gone unreported. There are many.kids selling dope all up and down that street (California). Students call this "rock alley." During PAC orals Mr. Moran stated that arrested drug dealers are back on the street the next day because they can pay the bail. Eliminating bail for this offense would keep them off the street. Mr. Kowlitz announced that the letter of resignation included in the mailed packet was for his resignation from the Lynwood Local Development Company, not the PAC.
