' � � I I � _ � MINUTES OF PROJECT AREA COMMITTEE SEPTEMBER 21, 1989 I. opening A. Call meeting to order. The meeting was called to order by Chairperson Araujo at 7:00 p.m. B. The Acting Secretary called roll. Boardmember Karen Robertson was absent for the second time. C. Certification of Agenda posting Mr. Karefa-Johnson reported that the Agenda was posted in accordance with the Brown Act. II. Approval of Minutes of August 17, 1989. A motion was made, seconded and passed to approve the minutes of August 17, 1989 as submitted. III. Formal Election of Officers It was motioned, seconded and passed to formally appoint the officers of the PAC. Formal rollcall was then taken stating each name and position. IV. Election to fill vacant seats on PAC A motion was made, seconded and passed to continue this item to the next meeting of October 19, 1989. V. Staff Reports i i I A. Caltrans acquisitions. � I Mr. Karefa-Johnson stated that the City has acquired 5 � lots of excess land from Caltrans. The purpose of I the acquisition is landbanking for future commercial development. Owning the land in the Redevelopment I Project Area will make it easier to eliminate blight and encourage new development. There are no concrete � physical plans for the sites at this time. + B. New use of Wendy's Building. ; Mr. Karefa-JOhnson spoke of the new Pescado Mojado to i be erected at this site. He gave a brief history of + the Pescado Mojado projects and spoke of the many ways , Pescado Mojado will be of benefit to the residents of . Lynwood. The only concern at this time is whether the I Planning Commission will approve a Conditional Use . Permit for the establishment to sell beer and wine. It is the policy of Pescado Mojado not to sell more ( than 3 yrs, to one individual, and all alcoholic beverages must be consumed on the premises. ' C. Parking on California Ave. to Imperial Highway. � Mr. Karefa-Johnson apologized to the PAC members for � not having the documentation of the parking situation from Public Works, and requested to continue this item � to the meeting of October 19, 1989 , I � ( � _ � D. Criminal Justice Center. After a brief history of the negotiations with the County and impacts of the Criminal Justice Center to , the City of Lynwood, Mr. Karefa-Johnson stated that the final Memorandum of Understanding was accepted by all parties on Avgust 2, 1989 and approved by the Board of Supervisors on August 15, 1989. E. Lynwood Article in the August 20, 1989 edition of the Times. The subject article was briefly discussed and the PAC members agreed that the article was a negative one. F. Draft PAC letters to the Agency. Mr. Karefa-Johnson touched on his meeting with Robert Henninger regarding the Marie Callender Restaurant. It was decided to make minor changes to the letters from the PAC and continue this matter to the meeting of October 19, 1989. A motion was made to this effect, seconded and passed. VI. Public Orals None VII. Committee Member Orals The PAC asked when they would receive further information regarding the second phase of the Towne Center. Mr. Karefa-Johnson said there is only one other development in the works, which is near the Towne Center, specifically the Montgomery Wards building, which we will have on the next agenda of October 19, 1989. Mr. Karefa-Johnson asked the Chairperson to inquire about ' I the participation of the secretary, as this is her second � absence from the meetings. The Chairperson suggested that ' Mrs. Duddenhoeffer ask the secretary if she is still in the � PAC or not. � The Chairperson said U.S.C. is sponsoring a Family � conference on the 23rd. of September. The conference is � free of charge, and food will be served. The forecasts from the market analysis indicated that the Towne Center would be an excellent location for such use. However, since there has been a change in Marie Callender's management, the Project Area Committee has suggested that the Aqency seriously consider other restaurants for the Towne Center site, in case the Marie Callender plan does not come to fruition. WANG, P.E., DIRECTOR OF PUBLIC WORIiS/ CITY ENGINEER � SUBJECT: REVIEW OF TRAFFIC CONGESTION ON CALIFORNIA A�'ENUE, BETWEEN IMPERIAL HIGHWAY AND PLATT AVENUE , PURPOSE: To recommend that the Traffic and Parking Commission support Cit�- Council Resolution No. 89-69, Restricting Parking on the East side of California Avenue, between Zmperial Highway and Platt Avenue, during peak hours. (see attached resolution). BACRGROUND: Initiated b}- a citizen's complaint and based on an engineering i\ traffic study, on April 18, 1989, the City Council, in order to ��� ease traffic congestion on California Avenue, adopted Resolution No. 89-69 to install a"No Parking, Tow-Away Zone" restricting parking between the hours of 7:00 a.m. to 9:30 a.m. and 3:30 p.m. to 6:00 p.m., except Saturdays, Sunday-s and holiday-s on the east side of California Avenue between Imperial Highwa�- and Platt Avenue. (see attachment sltetch). ' After the City Council's decision of April 18, 1989, Mr. Nathaniel i Davis of 1131� "A", California Avenue, requested at the City ! Council meeting of Nay 2, 1989, that parking be prohibited on one side of the street at all times. The City Council directed � I the Traffic and Parking Commission to review the matter. I At the regular Traffic and Parking Commission meeting of May� 25, I 1989, it was requested that a resident/owner survey be conducted , to supplement the engineering traffic study-. ANALYSIS: � Staff conducted an all encompassing survey (see attached survey). � In order to maximize the number of responses, staff conducted door to door sur�-eys on different days and times, conducted phone surveys and mailed survey forms with self-stamped, return � envelopes to aIl property owners. The results of the survey are I tabulated in the attached Survey Summar}- Sheet. � There are 73 residencea and businesses on California .4��enue j between Imperial Highway and Platt Avenue. Of this total, 6 I P�'�I�Nrt.ies iire presently vacant. Fifty-seven (57) responses were ; received. �:. Of this total, the majority are in favor of a restriction on the east side of the street. Furthermore, of those residents �aho favor a parking restriction on the east side of the street, 50% ' favor restriction during peak hours and 50% "No Parking At Any Time." However, staff:s engineering study revealed that the � congestion problem would be sufficiently reduced by imposing parking restriction during peak hours only. Thereby making much needed parking available in the area during low traffic periods. Therefore, staff recommends that th'e Traffic and Parking Commission support City Council's Resolution No. 89-69, to maintain the present parking restrictions. I RECOMMENDATION: � To recommend that the Traffic and Parking Commission support City I Council Resolution No. 89-69, Restricting Parking on the East side of California Avenue, between Imperial Highway and Platt Avenue, I during peak hours.
