RESOLUTION NO. 19-9705
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, ACCEPTING THE BID PROPOSAL OF
GREAT WASTE AND RECYCLING SERVICES LLC AND
WASTE MANAGEMENT OF FLORIDA FOR COMMERCIAL
SOLID WASTE PROCESSING AND DISPOSAL SERVICES
PURSUANT TO RFP NO. 19-0315100; FURTHER AUTHORIZING
THE CITY MANAGER TO ENTER INTO AN AGREEMENT
WITH THE TWO LOWEST RESPONSIVE AND RESPONSIBLE
BIDDERS; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on August 8, 2019, the City of Opa-Locka ("City") received bid
proposals relating to RFP# 19-0315100 for commercial solid waste processing and
disposal services; and
WHEREAS, an evaluation committee comprised of City staff met on August 23,
2019 and scored the bid proposals using the following categories: Qualifications and
Experience; Technical Proposal; Local Preference; and Price Proposal; and
WHEREAS, Great Waste and Recycling Services, LLC and Waste Management
of Florida were the most responsive and responsible bidders for RFP# 19-0315100; and
WHEREAS, the City Manager has recommended that the City Commission
accepts the bid proposals for Great Waste and Recycling Services, LLC and Waste
Management of Florida and further authorizes the City Manager to enter into an
Agreement with said providers for commercial solid waste processing and disposal;
and
WHEREAS, the City Commission finds that acceptance of said providers is in
the best interest of the City of Opa-Locka and its residents.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:

Section 1. Adoption of Representations.The above recitals are true and correct
and are incorporated into this Resolution by reference.
Section 2. Acceptance of Proposal and Authorization of Agreement. The City
Commission of the City of Opa-locka, FL hereby accepts the proposal of Great Waste
and Recycling Services, LLC and Waste Management of Florida for commercial solid
waste processing and disposal services pursuant to RFP #19-0315100, and further
authorizes the City Manager to enter into an Agreement with said providers in a
contract form to be approved by the City Attorney.
Section 3. Effective Date.
This Resolution shall take effect immediately upon adoption by the City Commission of
the City of Opa-locka and approval by the State of Florida.

Proposed Action:

Description: Commercial Solid Waste Processing and Disposal Services.
Analysis: Bid proposals were received by the Office of the City Clerk on August 8, 2019
at 1:00 p.m. The City Clerk's Office opened sealed proposals and certified the
bids under the provisions of Sec. 2-320.1 of the City's Code of Ordinance. The
following three (3) companies submitted proposals:
Coastal Waste & Recycling of Miami Dade County, LLC
Great Waste & Recycling Services, LLC
Waste Management Inc. of Florida
The evaluation committee met on August 23, 2019 to review proposals. Members of the evaluation
committee included:
