REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSZON
September 19, 1990
The Community Affairs Commission met in a regular session on
September 19, 1990 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act).
Chairperson David Litsinger called the meeting to order at 5:00
p.m.
Commissioners present were: Bette Espeseth, Ann Fields,.LOrna
Hawkins, David Litsinger, Barbara Newton and Lucille Walker.
Commissioner Yolanda Bays was absent.
Staff present: Roy Bufanda and Pat Roach. �
The minutes of the August 15, 1990 reqular meeting were approved.

A. SHERIFF'S AGENDA: �
� The Sheriff's Agenda was postponed until the following
meeting of October 17, 1990. I

B. HISTORICAL PRESERVATION PROGRAM: �
Mr. Roy Bufanda informed commissioners that he is still
, working on getting more information relating to funding to
remodel the Community Center and house in Ham Park.
C. SISTER CITY PROGRAM: �
Mr. Roy Bufanda distributed a memo dated August 31, 1990 ,
which gives a report on the status of the Sister City Program.
He stated that he has not had any response from the city of Point �
Fortin, Trinidad, and that it might be due to the government �
problems that the city is facing. He also said that Congressman �
Mervyn Dymally will visit Trinidad and will inquire about the
Sister City Program. • ,
PUBLIC ORALS
- Chairperson David Litsinqer said that someone is passing out �'
dope around his neighborhood, he will report to police.
- Mr. Litsinger gave commissioners a summary of his trip to
Labrador City, Quebec. ',

- Ann Fields went to the Compton College Advisory Board
Luncheon on August 6, 1990. Proceeds from the luncheon qo to
local students to help them with the purchase of books, tuition,
etc.
- Lorna Hawkins informed commissioners that Jonathan Fabian (2
year old child who was shot on September 11) had been released
from the hospital and he was in stable condition.
- Lorna Hawkins suggested implementing a hot line program for
the purpose of helping rid the city of gangs. This idea will be
presented to the City Council for their opinion.
- Lorna Hawkins commented on the Gang and Drug Awareness Forum
which was presented on Sunday, September 16,'1990, noon to 10
p.m. by Continental Cablevision (Channel 28). Lynwood's
participated by presenting programs which help the youth stay off
drugs and gangs: Teen Center, Project Impact and the Sheriff's
Department Youth Athletic League. Mayor Henning participated in
the Discussion Pannel. There was good participation from the
audience, and the event was an overall success. i
- Roy Bufanda mentioned the Press Conference on September 14, I
at the City Council Chambers, where Mayor Henning spoke regarding �
the shooting of Jonathan Fabian and possible solutions to the j
gang problem in the city.
- Lucille Walker commented that the flag at the Post Office on �
Long Beach Blvd is too small and suggested asking the Post Office �
to replace it with a bigger one. Roy Bufanda will draft a i
request letter and bring it to the next meeting.
- Bette Espeseth informed commissioners that the Dental ,
Foundation has been terminated due to the high cost of liability
insurance. (This Foundation had served the low-income community �
for 50 years). �
The next meetinq is scheduled for Wednesday, October 17, 1990. I
There being no further business, the meeting ended at 5:45 p.m. �
