' : � � � REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION Auqust 15, 1990 The Community Affairs Commission met in a regular session on August 15, 1990 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act). Commissioner Barbara Newton called the meeting to order at 5:00 p.m. Commissioners present were Yolanda Bays, Bette Espeseth, Ann Fields, Barbara Newton, and Lucille Walker. Commissioners excused: Lorna Hawkins and Chaiperson David Litsinger. Staff present: Roy Bufanda and Pat Roach. The minutes of the July 18, 1990 regular meeting were approved. SCHEDULED MATTERS A. SHERIFF'S AGENDA: Sergeant Elmer Flye discussed the following items: a. The L.A.W. Program (Lynwood Auto Watch) is in the process � of being changed to the C.A.T. Program (Catch Auto ! Thieves). Since several cities already have this program in operation, it has become a more national � symbol. It was suggested to be part of a national � program rather than a local program because it has a � broader scope, with the same goals, thus making the program more effective. The decals would be changed from � the local logo to the national symbol of C.A.T. (Catch Auto Thieves). It was also said that there would be a luminescent warning sticker to be placed on auto bumpers, � which would alert police officers of vehicles ; participating in the C.A.T. decal program. , b. Lynwood resident who donated bicycles to youth, to teach them how to fix them. (Press Telegram printed an article about him yesterday). Youth from other parts of the county participated in this program also. ' c. Drill Team - It was reported that the Girl's Drill Team � is practicing for the Christmas Parade and other activities, and they are doing a qood job. � 1 I � I ♦l • • • d. Lynwood Box-Off State Championship boxinq event: It was reported that it was a success. Many qood comments were heard about this event. B. HISTORICAL PRESERVATION PROGRAM: Commissioners' suggestions for historical sites: - Old house, corner of Bullis and Carlin - House in Ham Park (corner of Wright Road & Martin Luther King Blvd.). - O.P.E. Station - Artillery piece in Ci.ty Park - Historical wall with names of City Council Members who have served the city of Lynwood It was decided that the best historical site would be the Old House in Ham Park, corner of Wright Rd. and Martin Luther King Blvd, since the building has to be remodeled anyway for the purpose of housing staff from the Parks and ' i Recreation Department while construction of the new � Community Center takes place. � SISTER CITY PROGRAM: ' f Mr. Roy Bufanda stated that there was no more information at � this point, and that this topic would be discussed at the , next meeting. � PUBLIC ORALS � ,- Commissioner Ann Fields mentioned the idea of identifying � younq artists in order to have them paint murals along the i railtransit. ' - Commissioner Fields also mentioned that she would attend a J Compton Community College Trustee Advisory Board Meetinq on August 23, 1990. - Commissioner Bette Espeseth said that people affected by the ' Freedom Ford Project would be benefitted. Commissioner I Barbara Newton responded that it only looks like you are t benefitted, but the amount of money that people are beinq � compensated is nqt enough to buy a new house. The next meeting is scheduled for Wednesday, September 19, 1990. There being no further business, the meeting ended at 5:46 p.m. ' Z ' � i
