REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION
JULY 18, 1990
The Community Affairs Commission met in a regular session on July
18, 1990 at the City of Lynwood City Council Chambers. (Agenda
was duly posted as prescribed by the Brown Act).
Commissioner Chairperson David Litsinger called the meeting to
order at 5:05 P.M.

STAFF PRESENT: Roy Bufanda, Carol De Jesus & Silvia Lara.
It was moved, seconded and carried to approve the minutes of June
20, 1990 with a correction noted by Commissioner Lucille Walker
on page 2, Commissioners Orals, fourth paragraph stating that Ann
Fields is a member of the Board of Trustees of Compton College.
Corrected minutes should.show that Commissioner Fields is not a
member of the said board. Motion carried.
SCHEDULED MATTERS
A. Sheriff's Agenda
Sergeant Elmer Flye discussed the following upcoming events: �
a. Lynwood Box-Off State Championship boxing event -
Saturday, July 21, 1990 at 1 P.M. to be held at the Lynwood
Sheriff's Athletic Leaque Center.
b. Drill Team - an added program to already existing girls'
drill team will include a program for young girls ages 5-14
years to participate in activities such as involvment in
Christmas parade, etc.
c. Re-establishment of the False Alarm Reduction Proqram -
The Sheriffs' has been plagued with a great deal of false
alarms from businesses due to various causes; each time the
alarm goes off, it requires a response from the Sheriff's

Department. In some instances, in his response to a false
alarm, a deputy enroute to the call may place himself in
an unnecessary danger, i.e., traffic collision, etc.
Economically, the program can be very costly if proper
measures are not followed.
The Sheriff's Department will soon reinstate the False Alarm
Reduction program with the active participation of the City
in the imposition of stricter guidelines for businesses who
abuse this program.
The City will be responsible for the 1) collection of fines
that are levied on the businesses which failed to have the
alarms fixed after being served a notice, and after
surpassing the allowable number of.false alarm calls, and 2)
prosecution of businesses that failed to comply with the
burglary and robbery alarm ordinance.
2. IMPLEMENTATION OF A CITY OF LYNWOOD HISTORICAL PRESERVATION
PROGRAM
Staff presented a brief report on the implementation of
historical landmark preservation for the City of Lynwood on
June 5, 1990 City Council meeting. City Council has
delegated an existing commission the duties of serving as the
City's Historical Preservation Society group and this group
would be instrumental in the establishment and promoting of
the program.
Chairperson David Litsinger asked staff to inform the City
Council that the Community Affairs Commission accepts the .
responsibility of being in charge of the Historical
Preservation Program. He suggested that this program be
publicized in the Challenge tabloid. He asked commissioners
to bring a list of at least 5- 10 historical sites of the
City of Lynwood at the next meeting in order that planning
and setting a timetable for the program can be initiated.
B. COMMISSION ORALS:
-Commissioner David Litsinger received a letter from Faye
Ainsworth of People for Parks soliciting the support of
community leaders by means of endorsing the inclusion of the
Los . Angeles County Beaches, Wildlife and Park Land
Conservation Act on the November 1990 ballot. This Act will
provide approximately $750 million in general obligation
bonds to preserve and improve beach, wildlife and park lands
and cultural facilities throughout the Los Angeles County.

Commissioners felt that this is a political issue and thereby
should not be involved with this type of endorsement.
-Commissioner Ann Fields mentioned a special luncheon given
by Mercury Savings for Compton College on September 5,1990.
She will give more details at the next neeting.
-Commissioner Barbara Newton is concerned with the freeway
closure.
-Commissioner Lorna Hawkins informed the Commissioners that
the "Drive by Agony" has expanded and she has started a self-
help program which will be held on July 28, 1990 from 11:00
a.m. to 1:00 p.m. at Bateman Hall. The purpose of this
program is for victims left behind by their loved ones who
have been shot or stabbed to death to come together and
discuss their anger and sorrow.
+ -COmmissioner Bette Espeseth attended the celebration for

� The next meeting is scheduled for wednesday, August 15, 1990.
