REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION
APRIL 18, 1990
The Community Affairs Commission met in a regular session on
April 18, 1990 at the Council Chambers of the City Hall, 11330
Bullis Road, Lynwood California. (Agenda was duly posted as
prescribed by the Brown Act).
Commissioner Litsinger called the meeting to order at 5:00 p.m.
It was moved, seconded and carried to approve the minutes of
March 21, 1990.

BUSINESS ITEMS
1. Sheriff's Aqenda:
-Introduction of Lieutenant Rick Castro
Sergeant Elmer Flye introduced his supervisor, Lieutenant
Rick Castro to the commissioners. Lieutenant Castro is the
Athletic League Special Projects Lieutenant and Lynwood
Sheriff's Day Watch Commander.

2. SISTER CITY PROGRAM
Mr. Roy Bufanda introduced Amanda Walsh to the-commissioners. ,
Ms. Walsh is the first Black Woman to become a board member
of.the National Board of Sister Cities International.
Ms. Walsh presented an overview of the Sister City Program.
California, according to her, has about 400 cities that
participated in this program. There are about 90 cities
all over the world that also joined in.
In setting up a a Sister City Program, it is necessary to
identify what structure the City wishes to establish. Ms.
Walsh recommends the use of the corporation vs. the
commission as a better type of structure to use.
The commission structure serves at the grace of the Mayor.
When the current Mayor leaves the office, the commission may
undergo a change of leadership or may not be a top priority
for the incoming Mayor and this type of structure could make
a sister cities program subject to the leadership of the
city.
If, on. the other hand, the City chooses a corporation
structure, it will allow the corporation to be tax exempted.
This status will avail the corporation to raise funds from
the community which are tax deductible to the contributor.
She stated that a Board of Directors can be composed of
commission members. Ms. Walsh also informed that the
established corporation will not be politically oriented.
Ms. Fields emphasized that a Commission can not generate
funds through means of fund-raising. Ms. Hooper, City Clerk
explained the role of the commission and supported Ms.
Fields' statement.
Mr. Bufanda will set a meeting with Amanda Walsh to discuss
the sister city program at length and he will get back to the
commissioners on the status of the program.
3. SWEARING-IN OF NEW MEMBER, LORNA HAWKINS
Lorna Hawkins was sworn in as the newest member of the
commission.

ORALS
Lucille Walker informed the commissioners of Lynwood
Methodist Church's big dinner on May 26 in celebration of its
75th anniversary. On May 6, "Visions of the Black Musical
Heritage" will be presented at 5 p.m. at the church.
Bette Espeseth attended the year round school seminar held on
March 21; she also attended the Pancake Breakfast held at
the new Youth Center in celebration of Easter.
New member Lorna Hawkins solicited the commissioners' support
on the June ballot regarding the Victims of Violent Crimes
Initiative.
Dates to remember:
April 21 - Basketball Game between Sheriff's and the Fire
Department, a benefit game for the Lynwood Girls
Drill Team
May 12 - Inauguration of Mervyn Dymally Park
