IN THE COUNCIL�CHAMBERS OF THE CITY HALL, 11330 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA � I � � REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION MARCH 21, 1990 The Community Affairs Commission met in a regular session on February 21, 1990 at the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood California (Agenda was duly posted as prescribed by the Brown Act). I. Commissioner Newton called the meeting to order at 5:05 p.m. Present Excused Yolanda Bays David Litsinger Barbara Newton Bette Espeseth Ann Fields Lucille Walker Administrative staff present: Gerald Forde, Carol de Jesus, and Roy Bufanda. Sheriffs staff present: Sergeant Elmer Flye The Commissioners approved the February 21, 1990 minutes. Carol de Jesus informed the commissioners of the new appointment of Lorna Hawkins to the Commission. f II. SCHEDULED MATTERS: � 1. SHERIFF'S REPORT , i Sergeant Flye explained the status of the following programs that ' the Sheriffs are presently undertaking: � a. Lynwood Auto Watch Program (LAW) - This program is designed � for the purpose of reducing auto theft and to safeguard cars being stolen. The decal that is given to car owners after enrollment allows police cars to stop the illegal use of vehicles , driven between the hours of 1- 5 a.m. Thus, the car owners who 1 � � do not drive between those early hours will benefit most from this program. The City of Lynwood is one of the few cities involved in settinq pace for this program and Sergeant Flye believes this program will go nationwide. Currently, the Sheriffs are working on the logistics (enrollment, decal printing, etc) of the program. Volunteers who wish to help with this program can do activities such as spending a few hours answering calls, help register vehicles once a month, etc. b. Earthquake Preparedness Month: On April 2, 1990, the Block Watch Captains and the Fire Department will hold a"Beat the Quake" seminar as an introduction to the Residential Emergency and Dis,aster Involvement (READI) Program. The purpose of this seminar is to train the Block Watch Captains on how to prepare the residents in time of earthquake and to help them be self- sufficient for a period of 72 hours. c. Other Sheriffs' matter: -Barbara Newton reported that the "suspicious" doughnut truck that is parked between Sanborn and Virginia during the evenings does not hang around the area anymore. -Sergeant Flye will introduce his supervisor, Lieutenant Rick Castro to the commissioners next meeting; at the same time, he will distribute the revised complaint forms. 2. REVIEW OF THE CENSUS PUBLIC RELATIONS PROGRAM Mr. Forde explained that a considerable amount of materials on the Census has been distributed to the public. The Lynwood Showcase has included a segment of the Census Program to be shown on local access television, hopefully, by Saturday, March 25, 1990. III. COMMISSION/STAFF ORALS: � � 1. Commissioner Bette Espeseth announced the following: � ' a. the dissolution of the Del Foundation, a program in ` operation close to 50 years which provided dental care � to High School students. � b. The Lynwood Unified School District will be holding a i big meeting with parents at 6 p.m., March 21, 1990 to � discuss the all year round school program. i . 2 . . , � � 2. Roy Bufanda informed the commissioners that Ms. Amanda Walsh from the Sisters Cities International will attend next month's meeting to discuss the program intensively and to solidify the affiliation with the Si,sters Cities. 3. The next meeting agenda item will include the swearing in of Ms. Lorna Hawkins to the commission. 4. Gerald Forde announced his resignation with the City of Lynwood to accept a position with the City of Vernon. There being no further business, the meeting adjourned at 5:50 PM.
