IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS' ROAD, CZTY OF LYNWOOD, CALIFORNIA. ,+ REGULAR M�ING OF THE COMMUNITY.AFFA� COMMISSION , November 13, 1991 The Community Affairs Commission met in a regular session on November 13, 1991 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act.) Chairperson David Litsinger called the meeting to order at 5:00 p.m. Commissioners present were: Yolanda Bays, Bette Espeseth,�Ann Fields, Lorna Hawkins, David Litsinger, Barbara Newton,•and Lucille Walker. - Staff present were: Deborah Jackson and Pat A1'varez. Note: No meeting was held on October 16, 1991,.due to lack of a quorum. , SCHEDULED MATTERS A. SHERIFF'S AGENDA Sergeant Slawson discussed the following: - Christmas baskets for the needy: Lynwood Coordinating Council brought some canned goods to the Sheriff's Athletic League. Local schools have been notified of the program. Some supermarkets are also contributing by giving the center wholesale prices on turkeys, hams, and other food items. - Boxing Program: has been recruiting local youth for four months, they are eligible to compete in Arizona. - Special Identification Card Program is being started for handicapped persons. The Sheriff's Department is gathering some figures and estimates to set up the program. - Domestic Violence Information Program will be implemented in January of 1992. The program's objective is to follow up on domestic violence calls. -"Are you ok?" Program has been implemented. The program is designed to do a daily computerized check on the homebound and senior citizens. - Block Watch groups are growing. Due to the fear of ' having new people come over their house for their block watch meetings, the Sheriff's Department is allowing residents to meet at the Sheriff's Athletic League. � Negotiations are also being made with the Lynwood Unified I School District to possibly use one of their offices for , the block watch meetings. j I � I � f � Yolanda Bay�nquired about the area �und Wilson School 1 (Lynwood Road and School Street). She mentioned that a child was killed a month ago in that area. She would like to see more stop signs and crossing guards in that area. Also, in the corner of Fernwood and Fir, there are stop signs, but no crossing guards nor speed limit signs. Sgt. Slawson will request more patrol for the above areas during after-school hours. In order to get stop signs and speed limit signs, the request has to be made to the Traffic and Parking Commission. Ann Fields also asked to investigate the area between Thorn Street and Carlin Street. She said that children are let out of cars to go to school, and being a heavy-traffic area,' the children are in danger of being hit by a car. Barbara Newton suggested having all schools patrolled during before and after school hours. Sgt. Sam Silva, from the Traffic Division will be notified. B. ANNUAL COMMISSION/BOARD MEMBERS CHRISTMAS DINNER Commissioners were reminded abut the Annual Commissioners/Board Members Christmas Dinner on Wednesday, December 18, 1991, at 6:30 p.m. at Bateman Hall. Because December 18, 1991, is the date for the next regular Community Affairs meeting, all commissioners voted unanimously to postpone the December meeting until January 15, 1992. C. CITIZEN OF THE QUARTER AWARD PROGRAM Due to Council reorganization and a very busy schedule, Deborah Jackson suggested to postpone this project until 1992. i PUBLIC ORALS I - Ann Fields will attend the Compton Community College Book Loan j Luncheon/Fashion Show on November 21, 1991, at Compton College. ' Their goal is to raise $6,000 to help needy students buy books. I - Lucille Walker came to City Hall on November 12, 1991, and . i participated in the Earthquake Drill that the employees were conducting. i I - Bette Espeseth mentioned the Christmas Parade on December 7, ' 1991, she asked if the commissioners were going to be involved in I the parade. Recreation Department is.in charge of the project, � and they will contact commissioners. i There being no further business, the meeting adjourned at 5:45 � p.m. i i
