Mayor Lindsay called the meeting to order and explained the
purposes of this special me ting was to discuss and make plans
for improving the water oressure at the south end of town and
to interview Mr. William S. "Bill" Gwynn as the replacement
for Raleigh Fountain.
Mr. Fountain read off the names of the residents who complained
about low water pressure for the last three months. He then read
the recorded water pressure re,dings for several points on the
south water main line for time period of 10:10 A.M. to 10:50 A.M.
on April 12, 1960. He called the attention of the commissioners
to the fact that all pressures were between 9 and 19 lbs. per sq.
inch. He also said that the pressure guage installed by Roy Cowart
near the Golf Clubts master water meter showed pressures of 26 to
32 lbs. while the Golf Clubts pressure guage located on the line
from the wells showed pressures from 49 to 50 lbs. per sq. inch.
Mayor Lindsay introduced Mr. Earl Harvel of Howard Cromer,Inc.,
utilities Contractor. He explained that Mr. Harvel had installed
most of the present water mains and practically all of the water
meters in Gulf Stream. He stated that Mr. Harvel wanted to do
the Town a favor by explaining the situation before the Town
spends money on the proposed new water main.
Mr. Harvel said that he checked the Golf Clubts pressure guage,
which is on the line from the wells and noted pressures of 49
to 54 lbs. whereas the guage installed near the master meter showed
not more than 30 lbs. After inquiring around, he said that he
believed that only the curved bot�om bowl portion of the water
tank ever contained water. He said that if this was true then
the pressure at the bottom of the tank would rise 10 tO 12 lbs.
just by keeping the tank full.
Mr. Harvel said that because of the 6 inch piping and the two
90 degree elbow bends in the line from the master meter to the
town's main on Golf View Road, it would be very unlikely that
water would enter the town's mains at 50 lbs. pressure even if
the tank remained full. Mr. Harvel suggested that the town
employ anj engineer and get an analysis of the situation.
Mr. Iglehart thanked Mr. Harvel and made a motion that the
Town Commissioners authorize Raleigh Fountain to write to Mr.
Dickenson, Secretary of the Golf Club, and explain the situation,
to'him and ask the he petition the club at the meeting on April
263 1960 to increase the water level in the tank and to endeavor
to raise the water pressure at the guage near the master meter
to 50 lbs. per sq. inch. Mr. Hart seconded the motion and it c
carried unanimously.

Mr. Hart agreed to help and to edit the letter to be
mailed to Mr. Dickenson.
Mr. William S. Gwynn joined the meeting at this point.
After a general discussion it was agreed to offer Mr.
William E. Gwynn a salary of 1,25.00 per month providing
he would give his full time doing the work now being done
by Mr. and Mrs. Fountain, with the proviso that Mrs. Fountain
would continue at her present salary for a period of three
months to help Mr. Gwynn.
After further discussion it was decided that the services
of Mr. Howard Smith as bookkee_ner should be continued the
same as heretofore.
Mr. Gwynn stated he would be willing to work for the Town
as the conditions were stated. Arrangement to be effective
May 1, 1960.
There being no further business the Commissioners adjourned.
