IN THE COUNCIL CHAMNBERS OF TAE CITY HALL, 11330 BULLIS � I � � � COMMUNITY ACCESS ADVISORY BOARD Minutes for the Meeting of July 9, 1990 The regular meeting of the Community Access Advisory Board of the � City of Lynwood was held on July 9, 1990 in the Council Chambers ` (The agenda was duly posted as prescribed by the Brown Act). , Chairperson Mary Wright called the meeting to order at 5:30 p.m. Members in attendance were Mary Wright, Bill Cunningham Ann Fields, and Ada McZeal. Excused was Rev. Coleman. Staff present were Ralph Davis, Roy Bufanda and Carol de Jesus. The minutes of the meeting were approved as distributed. SCHEDULED MATTERS A. LYNWOOD SHOWCASE: The commissioners received Mr. Jim Given's update report dated July 6, 1990 on the Lynwood Showcase and Auditions for a Host (see attached); they were pleased with the report for it has satisfactorily addressed several Lynwood Showcase issues that were raised at the last meeting. REVIEW DATE The commissioners agreed on having Thursday as the review day for the Showcase; Commissioner Ann Fields asked to be excused on the July 12th viewing. i In order that the City Councilmembers may be apprised of all showcases, Mr. Ralph Davis, Asst. Director of Recreation & Parks indicated that staff will send a memo to inform them of the upcoming scheduled Lynwood Showcase productions. Should the Councilmembers have any concerns, they can request to I review the film. i CONII�IISSIONERS' IDEAS & SUGGESTIONS FOR UPCOMING LYNWOOD � SHOWCASES - Commissioner Fields indicated that St. Francis has a Speaker Bureau that can furnish tips on nutrition care, diabetes, etc.; senior connections/volunteer programs are possible items for the showcase; - Feature swTUner jobs that would be of interest to the youth; also, feature the Teen Center; 1 I i i � � i I , I I � � - staff should tape several items all at one time for availability purposes; - feature 1) Cal State Dominguez for its continuing education program and 2) number of Compton College graduates residing in Lynwood; - show computerized equipment in the library and anything � � that might be of interest to the public; � - the issue of showing the Lynwood Showcase on cable television on Friday nights remained unresolved; - Commissioner Ada McZeal suggested focusing on programs such as a Spanish Language Class on television and available 'grants and school fundings the public should be aware of; - insert an announcement or publicity clipping on the showcase relating to the auditions for the Lynwood Showcase Host/Hostess; - that Mr. Jim Givens or Mr. Ralph Davis be furnished monthly with detailed suggestions on the program in order for them to get a better grasp of what the board wants; - Acquire next month's summary survey from Continental Cablevision that would reflect the Lynwood Showcase's standing on the chart. B. AUDITION FOR LYNWOOD HOST Zn reviewinq the attached report on item IV (Auditioning for I Showcase Auditions), the commissioners suggested the following changes: i i a. Ztem IV-D - Applications are reviewed by Board with � recommendations for those to be auditioned at the August I 1 1990 regular meeting. � Suggested change: � The next Community Access Advisory Board meeting is I scheduled for August 13, 1990. Item IV-F -**The Board can review the tapes and recommend a host/hostess to City Council, either at a special meeting of their choice in August or at their regular September meeting. **in the event a recommendation to City Council for final ' approval is necessary. Suggested Change:. Since the Lynwood Showcase Host/Hostess is a voluntary position, the commissioners did not feel that it requires City Council's approval. Thus, the phrase for final approval should be changed to the word announcement. c. Item IV-G - Items required from applicants 1) active (review) 2) resume of related experience and 3) completion of attached personal profile. Suggested Change: The word active on IV-G(1) is unappropriate. d. Last page of Personal Profile - attach a recent picture Suggested Change: Delete the request for a recent picture 2. Commissioner Ann Fields would like to have a list of all the names of the applicants and their rating status once a selection has been determined. Commissioner Ada McZeal added that as a courtesy, a letter should be sent to non- selected applicants for their interest in applying for the position. As often discussed in previous meetings, a Lynwood resident should be given preference in the selection for the position. The commissioners would like to have a more detailed information on how publicity for the auditions of the Lynwood Showcase Host/Hostess will be conducted. They suggested that advertisements and publicity releases of the auditions be discussed on Thursday, July 12th at the film review. I 3 I � � I � � C. OTHER BUSINESS: Mr. Roy Bufanda informed the commissioners of the availability of census forms "Were You Counted" at City Hall. The Census Bureau's campaign was from June 25 to July 27 . to give the public a last chance to be counted in the 1990 Census. The next regular meeting is scheduled for Monday, August 13, � 1990. I. UPCOMING SHOWCASE (#3) A. Recommended review day/date by the board: Thursday, July 12, ' 1990 Time: 8:30 a.m. • Location: City Hall Conference Room B. Segments will include: Youth Merit Awards with Councilman Heine Profile of Lynwood High School Basketball Program Earthquake Preparedness *(30 second) Health Tip *These are thirty (30) second health spots produced by KABC Channel 7. II. ITEMS FOR UPCOMING LYNWOOD SHOWCASES _. _ .__._. .. . A. History of Lynwood for its Birthday. B. Law Program, Auto Decal Program C. Profile on Commerce to include: Lynwood Chamber of Commerce Incentives for Attracting Business to Lynwood (Redevelopment) New Marketplace (Redevelopment Areas) Car Show I In addition, we are continuing to gather footage on a variety of i events, circumstances and issues. ---- - - III. PROCESS/SCHEDULE • I It is our desire to, by the beginning of August, be on schedule to complete two (2) showcases each month. A. Process (Beginning in August, 1990) 1. Board will receive a proposed agenda for both showcases for their input. AUDITIONING FOR SHOWCASE AUDITIONS Per the direction of the Board the following changes . are recommended in relation to the auditions for the Lynwood Showcase Host/Hostess. A. Yolunteer Position . B. Eliminate City Application C. Application Process extended until Friday, August 3, 1990 D. Applications are reviewed by Board with recommendations for • those to be auditioned at the August 6, 1990 regular meeting. E. Auditions set for Monday, August 13, 1990. (Those applicants chosen will be notified by phone and mail.) Auditions will be taped for review by Board. F. **The Board can review the tapes and recommend a host/hostess to City Council, either at a special meeting of their choice in August or at their regular September meeting. **In the event a recommendation to City Council for final approval is necessary. Spots on the Showcases V. COMMUNICATION A couple of concerns have arisen in recent months relative to communication as it relates to the cable programming. 1. Board not being involved in all cable proaramming. Using the call in show on Malathion and the Graffiti Video as examples; the Board is not being made aware of all of the video projects developed for or by the City. To rectify, this concern staff will endeavor to bring all p�grams �efore the Board. If only in some cases for informational purposes (i.e. City Council directed.) This will provide the Board with a more complete understanding ___. as..to the challenges faced relative to production. 2. Staff Lines of Communication Relative to Proqramming For quite a while now Perry Brents, Facility and Program Supervisor-Recreation & Parks Department has assisted the City with a variety of Cable and video programs. For this reason a dependency has developed on him in this area. In his current capacity with our department he is responsible for a multitude of programs. His time is extremely tight with this multi program responsibility. For this reason I would like to see his assistance on the cable programs used to its fullest extent within his limited time perimeters. This time should be spent on technical areas only. I � � Page Three To bring this to fusion please consider the following: 1. As a staff.advisor to the Board I will act as liaison to staff from the Board audition to the Board from staff. 2. In my absence Ralph Davis, Assistant Director of Recreation and Parks, will perform in this capacity. 3. All concerns relative to Cable Issues that our ` department is involved should come through Ralph or myself. • 4. At the August, 1990 meeting we will be presenting a recommended process statement relative to Cable Programs for City staff.
