Pledge of Allegiance was led by Commissioner Flowers and the Invocation was made by Commissioner Davis. The followinq Commissioners were present: Chairman Errick R. Chairman Lee announced there would be some challenqes in the , Commission members receivinq their minutes on time until the new I Minutes Clerk, D'yaisha Yarber, qets out of school in December. �� A motion was made by Vice Chairman Hall to approve the amended � --- minutes—of—September---5, - 1990. The motion was seconded � by Commissioner Ramirez with all in agreement. � � I , i � i i • � � INFORMATION ITEMS , Correspondence Ralph Davis III stated that letters were sent to those Commissioners who have missed three (3) consecutive meetings. Mr. Davis did not specify who those commissioners were. , Ralph Davis announced that he had received a iate FAX from Congressman Mervyn M. Dymally's office regarding a competition cailed BEST. BEST stands ior Building Excellence for Students of Today. It will be held on Friday, December 7, 1990 at Bateman Hall. It is sponsored by; Congressman Dymally's Office, Rockweli International, McDonald's Restaurant, Compton Rotary Club and Mid Cities NAACP ACSO Program. Competition will include; vocal music, instrumental music, dance, drama, painting, essay, drawing, and oratory. There is a to*_al ef ene *_ho�±sand dollars ($1,000.00) iri three (3) age categories. Additional information will be distributed to the schools.� Information is also available at the Recreation and Parks Office. Please let Ralph know in the event that you are interested in participating. Monthlv Staff Report An update on the Facility and Program Supervisor Position was qiven by Ralph Davis III. This position's responsibilities Hill include the Teen Center. Preliminary oral interviews were held yesterd'ay. Results will be provided to staff after the list of candidates are certified by the Personnel Commission. Leo Rodriguez, Recreation Specialist - Teen Cencer, is one of the candidates. ; A motion to suspend the agenda to item number thirteen (13) and I return to item number ten (10} and continue the agenda as presented � was made by Commissioner Murphy, seconded by Commissioner Cameron i Green, with all in agreement. , � Report on the Anti-Graffiti Dav Activities i Ralph Davis III stated that the program initiated by the Youth j Commission, supported by City Council and implemented by various I city departments were very successful. (Soth the Public Works Department�and Programs assisted) The program was held on Saturday, October 13, 1990. The program started out at Dymally Park with a rally, then people were bussed � to various locations to paint out graffiti. Participants were then I bussed back to Dymally Park for a lunch provided by Domino's Pizza, � McDonald's Restaurant and the City of Lynwood. At the rally various City Council, Youth Commission and other officials spoke to the'group. Then approximately nineteen (i9}' I sponsors and anti-qraffiti essay contestan*_s were intreduced. � � There were over three hundred (300} participants in attendance. , ; � � i , I � ' � � . Chairman Lee stated that the Commission was very pleased with the program. There were many months of work on tne program and the` City Council was behind the program throughout the process. He was. pieased about all of the sponsorships. Ra1ph Davis III. stated that the sponsorship total was approximately two thousand two hundred doilars (52,200.00). He aIso stated that the corporate sponsors expressed interest i=< � future involvement in the program. He expressed appreciation to� the.Marketplace of Lynwood and the essay contest participants ior . the fine Anti-Graffiti Essay Contest. The Marketplace of Lynwood donated three hundred dollars {$300.00). �-' The mural of the handball court at Ham Park was also initiated on that day as one of the muralist was introduced at the Anti-Graffiti Day. There were some comments about a future mural at Los Amigos Park. : Chai.rman Lee was concerned about a couple of the items that were put on the mural they include; top corner of the mural "Juan get •out soon," or something like that. Ralph Davis III stated that it would be removed the Saturday following the meeting. Coimnissioner !lurphy stated that it was an extremely'successful day however, he would have liked to see more areas to paint. Ralph - Davis III stated that Stan Grayer of the Anti-Graffiti Program stated that he was not prepared for the kind of turn out that we had and would have to prepare for a larger turn out at the next . program. � ' Vice Chairman Hall also stated his pleasure with the program. He thanked staff and expressed his appreciation to the City Council who were out at the event paintinq and gettinq dirty with; ' Commissioners, staff and members of the community. He also recommended that the program be held possibly on a quarterly basis. In addition he recommended that the roll sheet that was taken on the day of the event be used to initiate small clean up days with twenty to thirty (20-30) persons. Some discussion ensued on these , �possibilities. At this time a presentation was made to�the Citp C oun c i 1. --°;_�_.,—__._T Chairman Lee asked if any of the Councilmembers had any comments � about the Anti-Graffiti Day. - Atayor Henning - thouqht the Anti-Graffiti was an excellent.;idea.� thanked the commission for their ideas and . encouraged more of them. He appreciated the . opportunity to make the Anti-Graffiti Day a success, and thanked the commission tor having the council at their meeting. � • • • ' � '. Councilman Heine - Stated tha*_ he was very ple3sed abo�i*_ the fact , that so many people got involved. itcthi:ig " would be successful to fight grafLiti untii people got together. She recommended that the commission work wi*_h � and through the guidance of.staff. Cynthia Green-Geter - Commended the Commission on *_he event and . suggested that each Commission Member reach . and bring along one other person towards the positive direction in which each Commissioner-is headed. • Vice Chairperson Hall thanked those members of City Council that were present and also expressed his appreciation to thos.e members , of City Council who could not attend the meeting. Teen Center Activitv Revort Leo Rodriquez - Recreation Specialist.- Teen Center, presented an F , update on the activities at the Teen Center. He.reported on' a round table meeting in Ei Segundo that he and Commissioner Hall, Admi.nistrative Intern attended. This meeting affirmed the posi*_ive na'ture of our teen programs and faciiity, as very :ew other cities . have a fully tunctional teen center. There was also a U.C.L.A. vs Gr,eyon State Football Game Trip and Picnic wnich was 1 on Saturday, October 27, 1990. Teen Center staff participated in the , . Halloween Festival at the Lynwood Community Center on October 3i', 19�0. There were approximately one thousand (1000) people at the - event. The festival consisted of game booths; a costume parade and a'haunted house. There were a number of Teen Certer volun±eers who Leo recommended be acknowledged by the Commission at a later date: • , Teen Center Clubs and City Wide Excursions are currently•in the final'organizational stages. The day to day attendance at the Teen —- ' - ' - `Center is twenty (20) to thirty (30) young peopie. TYie Red Ribbon Week ?rogram went very well on Saturday, October 27, 1990. It was ' a verv successful program with over one hundred (100) children in attendance. The program included; comments from Mayor Henning, Youth Gang Services as well as several other city�staff inembers; "' games and activities and a free lunch for all participants. , Sample text books were also presented to the Teen Center by Lynwoocl Unified�School District. , � � a Youth Activi_Y Report i _ The Coed Adult Softball League is getting underway with eight (8:} teams. Dorothy Siddell and Lavonne Anderson are doing a very fine job. The Playground Program opened on October 15. in addition tu the standard playqround activities there is a soccer program that just started. The playgrounds are open Monday throug:: Friday from . 3-5 pm,for any ch:ld that attends the elementary school in wh_ch. the afterschool playground program is being held. � There was also some discussion on the Christmas Parade. Ther= was an inquiry made as to how the Youth Commission would travei in thz parade. It w,as reported by staff that they would be in one of ehz Lynwood Trolleys. The parade will be on Friday, November 30, 1?Sv^s. ' , The parade wili start at the corner of Fernwood and Atlan*_ic ay 7:00 P•m- Commissioner sop�in inqu:red as to how *_he Miss Lyawood and her Court wouid travel. Would they travel in the Trol:ey. I*_ was stated that Miss Lynwood and her Court's transportation far the parade was being handled by the Chamber of Commerce ' � There was more discussion by Ralph Davis on future possibilities for upcoming Hal-loween Activities, such as a Teen Dance, an3 the ' ext�nsion of the Haunted House by movinq it to another location'. ` Ralph Davis also commended staff on their unity in puttinq together ' the Halloween Festival. ' Educational Forum Chairman Lee commented he was pleased to see the other - � Commissioners at the Educationai r^orum on October 11, 1990. Chairman Lee and staff got together and discussed solutions to some ' of the problems of the first Educational Ferum, such as low attendance by the public. They came up_with suggestions such as having the forum quarteriy with a full panel to represent the commission. Ralph Davis promised to get more publicity ou*_ ior the next Educationai Forum and notified the commission that it would be on television. He also thanked Chairman Lee and Commissioner, Murphy for their efforts. He was sorry that the community was not very concerned, but reiterated that this educational tool would not ' be a last effort on our part. ---- -----�'- ' Chairman Murphy thanked the City Council, Commissioners and _ - panelist who were involved. Chairman Murphy acknowledge a � ey. would work to make the next forum better by getting a littl'e bit more participation from the audience as a whole. ' I • � CONSENT ITEMS Bike-A-Thon Proposal Ralph Davis sta'ted that staff is researctiing a bike-?.-Thon and chay would like to get back with the Commission on the details. He alsb ' , stated that they are drafting a letter =nat will go to all Cortunercial Busin=_ss Communities invitirg them to sponsor and finance this program. This letter will indicate tha*_ *_he City oL Lynwood is in'terested in hosting a city wid= Bike-A-Thon. he � recommended that the Commission decide on some cause for this Bike- A-Thon. Some of the big companies will Want to know what type oi cause this bike-a-thon will �benefit. He has set up a tenca*_ive meeting Monday, November 19,� 1990 at Bateman Hall *_o. invite ' Commercial Enti*_ies to be present, to discuss sponsorship. Chairman Lee recommended the charity be some organization that deais with youth. Vice Chairman Hall recommended donating funds to programs such as Sickle Ce11 Foundation and S:A.N.E. Ralph Davis notified the commission that the idea time for a Bike- A-Thon wouid be iate Winter (January, sebruary) or early Spring `(March, April) dependinq upon Yesponse by participants. ' This program would entail pledges who bike for a certain amount of dollars per mile. The pledges would go to a particular charity. _ that the bike-a-thon is in regards to. , Leo�Rodriguez :ecommended the Make-A-Wish Foundation that donates to ohildren. . � ; . Cha:irman Mnrphy recommended the commissioners keeping in mind the homeless problem. - Vice Chairman Hall advised the commission that they wouid hold ° their committee meeting on the Bike-A-Thon on Monday, November 19;, 1990 at one of the rooms at Bateman Hall". The sub-committee wouid make a recommenda'tion to City ' Council and s*_ate what the new commissioner has brought to the Comrnission in the,previous three (3) month period. . Co�nissioner Soykin moved that the commission ap�rove the ,` recommendation made by Commissioner Murphy on the three month probacioa committee. Coimnissioner Hall seconded the motion with al? in agreement. Special Meetina with Communitv Youth Gana Services Chaizman Lee stated the meeting for Community Youtn Gang Services will be.held on December i2, 1990. DISCUSSION ITEMS Teen Froaram Advice � ;, Ralph Davis brougnt to the Commission a variety of program ideas for the commission to discuss. Chairman Lee requested that the � infarmation be brought back to the Commission in writinq. � Scholarship Proqram Chairman Lee asited that stafi get tuy`ether and research tilis an. ` • have it brought back to the Commission'no later than January 199i'. So it can be sent to the schools and give the students the opportunity to turn in applications. •Recvclinq Proaram . Chairman Lee reported that he thought it was very imporrant as youth to qet involved in recycling. He asked that the Teen Center and other Youth Commissioners recycle their cans. This would be � one way to help fund the scholarship proqram. � . Canned Food �rive - - --- - „ Chairman Lee stated that they have asked the School District and the Sheriff's Department indicate the needy families in the Community. The goal is to give away 50 - 100 baske±s this Ghristmas. Chairman Lee askeci for general approval on item lfi-i*_em 20. Commissioner Davis motioned to approve items 18-20, the motion was seconded by Coimnissioner Ramirez with all ir agreement, except,for: Vice Chairman Hall. � , * ,_ � � , Recuqnition Program vice Chairman Hall reported this proqram wculd recognize an individual every year who has contributed to the community on a regular pasis. Coicm�issioner Banks made a motion to approve this idea, it was seconded by Commissioner Flovers with all in ' agreement. The plaque would be placed in the Teen Center. , Commission Oral Communications , Commissioner Boykin commented that the Anti-Graffiti Day program was really nice. .' Commissioner Murphy reported that the Sub-Committee for the three month probation would set the rules and regulations to use them af the meeti:ngs. Thi:> sub-committee would contain four. (4) people. Tne sub- committees findings will be presented to the full cor,uTission at the next regularly scheduled meeting. He requested that this item be put on the consent calendar of the December meeting. Vice Chairman Hali expressed some concern about the supervision of . mural painting at John D. Ham Park. He was concerned about tagginq on the concrete. He stated that i�e corisi�e sta�f "an adult" or full time staff and not a part time young person. , Ham Park is not supereised during the weekdays. He is concerned . about such activity as; drinking of alcoholic beveraqes, truant' behavior and sexual activities occurrinq not only at Ham °ark but ' aiso Dymally Park. ' He believes that there should be a staff person in each park during all hours in which the parks are open. He felt that an important reason that the Red Ribbon Week ° activities were successful was because of the transportation that was provided by the Recreation and Parks Department. He would like to see that more transportation is provided to the Teen Center on Saturdays. . He also recommended that the Youth Commission sponsor a Christmas ` Tree Lighting Ceremony�sn --�------ He was also concerned about the fact that some members were leaving meetings prior to their official adjournmen . e recommended that the Commission consider two {2} meetings_per month. Chairman Lee recommended that in the event that there Is any other � mural project in the Luture, empty paint cans be locked u�i un�il trash pick up day. � He also recommended that the truancy concerns be expressed �o tiie Superintendent of Schoois. The Lynwood Sheriff Department shou?d alsn be contacted when necessary. - : : -^ O • , ; . ; He'reminded everycne about the Christmas Parade on Friday, NoveR�ber 3^v, 1990 and hoped that all members of the Commission would attend. Chai.rman Lee discussed the fact that the commission was inves'tiqating the possibiiity of instituting ?outh Commissiori ' stakionary. He :equested that it be brought back to the December meeting. ' , � r -Chairman Lee wan:ed to see a one (1) year anniversary reception and possibly a Christmas Party combination. He requested *_hat this also be brought back to the Becember meeting. He is Iooking into a Commission Conference with youth commissions frem all over the southeastern Los Angeles area. He is meeting with a variety of other local agency officials currently aad invited other commissioners to work with him. At these meetings he is providing these agency officials with input on our existinq . fouth Commission and Teen Center. - Copzes of our minutes need to be sent to the Leaque of California Cities. We need to continue moving on in the area of anti graffiti; possibly on a monthly basis. He stated that tne cy��u«i�sian was interested in having the Educational Forum on a quarter basis: The next forum may be set for March, 1991.
