OPENING CEREMONIES The meeting was called to order at 6:13 p.m. by Chairperson Errick R. Lee. The Pledge of Allegiance was led by Commissioner Jennifer Zavala and Invocation was made by Vice-Chairperson Isadore Hall. The following Commissioners were present: Chairman Errick R. Lee ' Vice Chairman Isadore Hall Cornecia Banks Frankie Murphy Katrina Boykin Sylvia Ramirez Marquisha Flowers Kenneth Singleton Cameron Green DaVanna Wells Shiniqua Green Michelle Zavala Evette Medlock The following Commissioners were absent: Ralph Davis IV � Tatanisha Sanders Betzy Salinas Ralph Davis noted that he would prepare warning letters to Commissioner Sanders and Commissioner Salinas advising them of their attendance at the meeting, and possible dismissal. ' SCHEDULED MATTERS Ralph Davis certified the posting of the Agenda. Chairman Lee entertained a motion to approve the minutes of the September 5, 1990 meeting. Commissioner Banks made a motion to- approve the minutes of September 5, 1990, with a second by Commissioner Flowers- Chairman Lee asked if there were any discussion items for the agenda. � The.following items were asked to be amended: _ ___ ; Vice Chairman Hall " — - --�"'---` " � I On the minutes of September 5, 1990, Vice Chairman noted they read, ' =sadore Hall expressed concern in regard to the Community Youth Gang � Services Placement Program. � � i J I , • l • � � Vice Chairman Aall would like to reiterate that he did not do a job placement for Community Youth Gang Services. He expressed concern in ' regard to their work in the City of Lynwood. He also gave a report, on the job workshops that he conducted at Hosler Junior High School, and the job placement program they are implementing at the Teen Center. Vice Chairman stated he thought that it is important that points and facts that are pointed out in the Oral Communications be notated in the minutes, and that the minutes clerk go into more detail, when indicatinq the main points. Instead of stating that Vice Chairman Hall expressed concern about something, indicate what type of concern he expressed. Commissioner Murphy Commissioner Murphy requested a correction of the minutes on the first paragraph, second sentence under Educational Forum. In the minutes, dated September 5, 1990, it was stated that Commissioner Murphy indicated that the Educational Forum date be changed from October 10, 1990 to October 11, 1990. The minutes did not state, why the change was made. Commissioner Murphy stated, the minutes should read, "it was in fact, another city event that would interfer�with the Educational Forum." It consequ.ently should have been noted that staff had made a recommendation that the date be changed. A motion was made by Commissioner Murphy and second by Commissioner Flowers, it doesn't say the motion was actually passed, it should say in the minutes if there was a motion, how it was taken. . Commissioner Murphy also stated that a paragraph should be included in the minutes under Anti-Graffiti Day to show that Commissioner Murphy and other commissioners agreed that the Anti-Graffiti Day should not extend pass October 20, 1990 because that was what they were discussing at that time. �, Under Public Orals Ms. Cynthia Green-Geter made a comment that she i congratulated the commission, but in the minutes it did not quite say what she congratulated the commission for. Commissioner Murphy asked if the clerk could possibly go back into the minutes and notate what Ms. Cynthia Green-Geter is congratulating the Commission for, it would be � -- quite-helpful..— Commissioner Murphy made one last addendum to the minutes, the questions ; --t , asked, "How are the youngsters tracked once they , have become members of Community Youth Gang Services was not a question. 4 Commissioner Murpfiy stated that would be more of the Chairman's line of ; questioning. The question that Commissioner Murphy did ask was, How i Many people would be on the Lynwood Sector if such services would be provided and how many staff people did exist in the program• � Commissioner Murphy made a motion to hold the minutes of September 5, ! 1990, so that corrections can be made. A second was made by , Commissioner Matlock with all�in agreement. I r ' a . � • � CORRESPONDENCE Burbank Youth Council Chairman Lee asked staff to draft a letter on the commission's behalf, addressed to the Chairman of Burbank Youth Board. The letter would advise Burbank Youth Board, of the Youth Commission's interest in participating in Burbank's Youth Forum, and would ask the Chairman to send all necessary information as soon as possible. Chairman Lee also announced that any commissioner that was willing to attend the Youth Board, should contact Jim Given, Recreation Superintendent or Ralph Davis, Assistant Director of Recreation and Parks. That Youth Board would be held sometime in March or April of next year. Commissioner Boykin made a motion to accept the invitation from Burbank Youth Board to attend their Youth Forum and to send a letter indicating what information they needed. The motion was second by Commissioner Green, with all Commissioners in agreement. PERSONNEL Ralph Davis updated the cortunission on two (2) currently open positions in the City of Lynwood. The positions are as follows: . 1. Facility & Program Supervisor Teen Center ' 2. Building Maintenance Parks Division Both positions are full-time and are the department is currently taking applications. Blanca Sanchez, Minutes Clerk, has put in her resignation due to responsibilities that are conflicting with her own education. Chairman Lee expressed his best wishes to Blanca in her future endeavors. He also expressed his appreciation of her commitments to the - Youth Commission and indicated she would be dearly missed: Vice Chairman Hall congratulated Blanca and wished her best of luck in � the future. � Press Releases - _ ., ._ ._ , Chairman Lee requested that staff not send press commissioners. A brief summary of the press releases on a piece" of i paper would be sufficient at the meetings. He indicated the money spent on each press release that was mailed out, could be used for other programs and purposes in the City. Vice Chairman Aall requested that staff continue to send all press releases to him. � � I � i i • � TEEN CENTER ACTIVITY ' Leo Rodriguez, Program Coordinator for the Teen Center reported on �the variety of clubs, his staff was planning to implement in the 'near future. Leo distributed a flyer that listed the different types of clubs. Some of the clubs were: Care Club - this club would consist of the youth of Lynwood and volunteers form different age groups that would help Senior Citizen with chores or visit them in hospitals or convalescent homes. Camera Club - would try to get people who have cameras involved. The club would solicit donations such as money- and cameras, so it would be possible to set up their own lab and start a photography club. Book Club - currently trying to get soft back books. This program would get children to improve their reading skills by implementing a progressive reading program. At this working with Dr. Clarke to see if she can get books to hand out to the children. Computer Club - May be able to get computers not being used by the Lynwood School.District to allow youth to qet a hands on experience in computer technology. The instructor would teach the children how to use the computer, so they would possibly be able to do their homework on the computer. This type of representation in the community would be very rewarding. Compton College Tutoring Center - Students would be available�to youth to tutor, while receiving eollege I credit for their services. i Can Food Drive - this program would be put together � especially for the holidays. This would help family's � in Lynwood in need of assistance. Outdoor Club - this club being implemented to have ,' activities such as backpacking, camping and other I . , outdoor excursions. � Job Mart - resource center would give step by step ' instructions on attire, interview process and various ' o e points in looking for employment. - Leo indicated that the Teen Center would have an Exacta Pizza Day on � Saturday, October 20, 1990. The pizza is being donated by Rigo Ramirez. I manager of Domino's Pizza. Century Freeway has a newsletter called the bridge that will be picture the Teen Center in a article about locations where job workshops , are being held. i i I ' i I i . I � � Leo indicated flyers with response cards would be distributed to find � out how many people are interested in the above programs. When the responses are returned programs will be implemented with a little as two people involved. There was a question and answer period, covering the above stated topics. Ralph Davis welcomed advise from any commissioner in terms of implementation of the clubs. He also welcomed any commissioners that were interested enough to join the clubs. HAM PARK MURAL PROJECT A motion was made by Commissioner Murphy to suspend the agenda so that a presentation could be made on the Mural Project at Ham Park. The motion was second by Commissioner Banks with all in agreement. Perry Brents, Facility & Program Supervisor for Ham Park, introduced Alfonso Flores and Si Phou. These two (2) youngsters demonstrated sketches of the murals they plan to paint on the hand ball courts located at Ham Park. The actual painting of the murals will be done on October 13, 1990. Mr. Brents indicated to the commission that they would prepare the final draft tonight for approval Monday. Currently, the two (2) themes for the murals are "Say No to Drugs" and "Drugs Don't Make Your Wishes Come True." Ralph Davis requested the commission arrive at a recommendation for staff to take to City council for approval. Ralph indicated that cost and amount of time would have to be investigated first. Chairman Lee indicated he encouraged the idea. He was happy to see I things that discouraged drugs and guns. Chairman Lee requested that the Sub-Committee that would judge the essay ' contest, possibly make a recommendation to approve this drawing for ' City Council. REPORT ON YOUTH ACTIVITIES � Jim Given advised the commission of the Teen Workshop that Leo Rodriguez � and Isadore Hall would be attending. The workshop would be in the City I of E1 Segundo on Wednesday, October 10, 1990 from : a.m. - 2:00 p.m. The purpose of the workshop--is to--bring_.administrators from other � cities, along with teens to find solutions to teen problem. The i workshop would consist of a panel that would mainly brainstorm for ideas. The workshop representative expressed a deep concern for teen � involvement and encouraged all youth to get involved. '� •` I . I � , � • � Jim Given indicated he would be going to the School Board on October 9, 1990 to discuss the opening of Playground Sites at the following . schools: Lindbergh Lincoln, Mark Twain Lugo Abbott Wilson Washington The sites would be open Monday through Friday from 3:00 p.m. - 5:00 p.m., 12:00 p.m. - 3:00 p.m. on minimum days. The sites would host dances, and field trips besides coaching various sports. It site will have two recreation leaders to supervise the children. Jim also indicated there is a High School Playground Program in the works, and would like the commissioners to suggest programs they would like to see at the high schools. Women's Softball has just ended and recreation is currently accepting applications for Co-Ed Softball. EDUCATIONAL FORUM Ralph Davis indicated that the Educational Forum Committee meet today. The members of that committee are: Ralph Davis Commissioner Murphy . Dr. Audrey Clarke Mr. Davis was pleased to say that he had basically confirmed the panel for the Educational Forum. The panelist consist of: Mickey Cureton, Principal Lynwood High School Dr. Audrey Clarke, Superintendent Lynwood School � Margaret Araujo, Volunteer Liaison L.U.S.D. � Joyce Ortiz, Principal Lincoln Elementary Margaret Bright, PTA President i Ralph indicated that he was still confirming the following: i Robert Hill, Security, Lynwood Schools � JoAnne Perkins, no response as of yet — ---- � The panelist would speak on situations and concerns such as: ; 1. Increasing Enrollment Problem • "--' -- 2. Year Round School Situations ' 3. Educational Goals School District has set at the Administrative Level, Superintendents Office, � 4. Elementary Level and Aigh School Level 5. Parental Involvement I 6. Safety and Security , � 7. Technology and Tools, how they are educationally � being incorporated now. � � , i . I , I � � 8. Additional Public Funding Programs t 9. Classroom Communication Individuals will make presentations on what they will be discussing. Each on has been assigned a couple of subjects. Then we will have a moderator who will handle questions in terms of the forum. They will be asking for detailed answers to their questions. They should go into detail with information as well as statistics. Commissioner Murphy indicated that if any commissioner would like to act as moderator to contact Ralph Davis or himself and they would make the necessary arrangements. . Ralph Davis indicated that articles are in Profiles In Progress, serit to the School District, promoted from facilities and a banner is currently being prepared to promote the forum. Commissioner Boykin volunteered to be Moderator for the Educational Forum. • Commissioner Murphy stated that Commissioner Margaret Araujo will translate questions that are addressed to the panelist in spanish. He also stated he was still looking for the following to be on the panel: A Deputy from the_Sheriff's S.A.N.E. Program Various other people to answer questions He indicated that Diane Lucas would not be able to attend. ANTI-GRAFFITI DAY The Anti-Graffiti day will consist of community members, businesses, to come out and support the city in controlling the graffiti problem. There are two (2) ;: categories: 15 and older 14 and under There are three places: First Place - $75.00 Second Place $50.00 • Third Place $25.00 The program will be on Saturday, October 13, 1990 from 9:00 a.m. - 1:00 p.m. Chairman Lee distributed copies of the Anti=Graffiti day essays to the following commissioners: Commissioner Boykin Commissioner Matlock Vice Chairman Hall • Commissioner Zavala Chairman Lee A meeting will be set up *_o finalize winners of the essay contest and will also approve drafts of the murals. He asked the commissioners to please used discretion, do not show the essays to anyone in reviewinq them to allow each person to have a fair chance in winning the contest. � REPORT ON THREE MONTFI PROBATION The Sub-Committee for the three month probation will meet on Sunday at 9:00 a.m. Commissioner Murphy apologized for neglecting his duties and promised to have a report for the commission at.the next meeting. George Griffin and Ismael Perera from the Youth Gang Services were introduced a[ ,� the meeting to talk about the services they offer for the youngsters. � I e f y ) 1 . I g . ♦ • • • ._ PAGE TWO Mr. Griffin stated that their job is to support victims of crime and pr8vide them with counseling. Mr. Perera stated that the purpose of their program is to get the co�unity back in control and help the schools with gang problems. Mr. Griffin and Mr. Perera stated that they offer services at the Teen"Eenter on Tuesdays from 10:00 a,m. [0 12:00 noon and Thursday from 10:00 a.m. to 4:00 p.m. Each Commissioner had the opportunity to ask questions regarding the programs that ttie Youth Gang Services provide for the youngsters. Mr. Griffin and Mr. Perera attempted to answer each question that the Co�niasioners asked. Copy of the Co�issioners questions are attached. The Teen Center's vritten attendance report was distributed to Commissioners. Leo Rodr3guez reported Ehat the back-to-school Teen Cen[er hours would be from 3:00 p.m. - 6:00 p.m. He stated that there was currently an average of forty-five (45) youngsters that stopped by the center each day. REPORT ON YOUTH ACTIVITIES Commissioner Sylvia Ramirez stated that she would like to see activi*_ies for older [eenagers offered at the Teen Center. Co�issioner Ralph Davis IV stated that he would "also like to see activities offered for older teenagers. Commissioner Isadore Hall stated that the Teen Center was torprepare the youngsters for the future with educational activities. I Commissioner Ramirez co�ented that only education activities would be � tedius; therefore, educational and entertainment activities should be offered ! equally. I Chairperson Errick Lee asked staff to investigate programs for older '� teenagers. I REPORT ON EDUCATIONAL FORUM � Co�issioner Frankie Murphy reported on the co�i meeting [h at was held j on August 22, 1990 regarding the Educational Forum. He mentioned that we have already , received responses from the majority of the businesses supporting the program. Ralph Davis stated that the set date for this event was September 29, 1990,,but the City Council would not be able to attend. The tentative date is currently October 20, 1990. Chairperson Errick Lee stated that he would like staff to submit tentative date to the City Council for approval. REPORT ON JOB FAIR -- CENTURY FREEWAY Leo Rodriguez reported on the Job Fair that was held on August 29, 1990.at Bateman Hall. He reported that over 1,500 people attended the fair. Isadore Hall participatzd in the Job Fair to talk about the Community Youth Gang • Services that are offered at the Teen Center. COMMISSION THREE MONTH PROBATION DISCUSSION Co�issioner Frankie Murphy asked the Co�issioners if they would like to serve on Sub-Co�ittee. Currently, Errick Lee, Isadore hall, Katrina Boykin, Kenneth Singleton; and Frankie Murphy.are interested in serving. COMMISSION'S GUIDELINES S PROCEDURES Ralph Davis issued the new ordinance on the Youth Co�isaion and Co�ission . . manual.from the City'Clerk's office. Also attached was a copy of a memb• preting the responsibility and authority of the Youth Commission from information supplied from the City Attorney's office in 1980. Ralph asked Commission to read over and pzepare to discuss at next meeting. PUBLIC ORALS I Ms. Cynthia Green Geter,•3850 Virginia, Lynwood, CA 90262, congratulated the I Co�ission for their outstanding endeavor. She commented that she would like to see entertainment programs offered for the older youngsters. She also � extended an invitation to the Commissioners to a Block Watch party which i was to take place on September 15, 1990. i i Ms. Zavala, 4336 Martin Luther Ring Jr. Slvd., Lynwood, CA 90262, expressed her-concern-on-the Youth-Gang-Services. ' YOUTH COMMISSION ORALS Co�issioner Kenneth Sing2eton asked to be excused for being late. He asked I if the Lynwood natatorium the Co�ission's jurisdiction. The purpose of the letter was to inform the Co�ission that they are providing local artists an opportunity to compete with their art. Errick Lee also reported that the Market Place will be giving away scholarships to Lynwood High School vorth $10,000 per year. � Chairperson Lee asked for permanent name plates to be made for next meeting. He also requested that all tapes of Youth Co�ission meetings be kept. Errick Lee co�ented on the Unity Festival that was held from August 30, 1990 to September 3, 1990.F1e stated that he was well received and the festival was well attended. He suggested for the City to send an appreciation letter to the Market Place of Lynwood for co—sponaoring this event. I Ralph Davis atated that there would be a dedication ceremony on September 15, 1990 at Lindbergh Park beginning at 9:30 a.m. to change the name of Lindbergh Park to Los Amigos Park.
