CALL TO ORDER

The Council "Pre- Meeting" Work Session of October 15, 2007, was convened at 5:45 P.M. by
President Pro Tempore Kevin Brown in the absence of Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Brown, Crane, Ferguson (arrived at 5:52 P.M.), Harvey, Klindt, Layton,
Koon, Medin (arrived at 5:52 P.M.), Penfold, and Smith
Absent: None
quorum was present.
DISCUSSION OF AGENDA ITEMS
2007 -98 (council committees): Councilwoman Cindy Layton referred to a substitute bill which
has been distributed and explained the changes in it.
2007 -91 (annexation): City Counselor Nathan Nickolaus requested that a co- sponsor place
this on the Informal Calendar to allow for more neighborhood meetings and a formal public
hearing on the Plan of Intent.
Scheduled reports: Council rules - City Administrator Steve Rasmussen stated that he
would like to make a report on the issue of Council Rules and procedures and asked if the
Council has any rules which it thinks need to be changed to get those suggestions to him so
he can begin drafting up necessary language for Council approval.
