YOUTH COMMISSION MINUTES
OF JANUARY 16, 1990
The meeting was called to order at 6:30 p.m. by Chairperson, Errick R.
. Lee.
. The following Commissioners were present:

Ralph Davis certified Agenda posting by the City Clerk.
SCHEDULED MATTERS
REPORT ON HOLIDAY TEEN CENTER ACTIVITIES:
Ralph Davis reported on a number of activities that were conducted by
the department during the Christmas Vacation. Activities included the
Electric Football Open House Program and excursions which included
Christmas Lights Tour and Tijuana Shopping Trip.
Chairperson Lee inquired about the Electric Football program and asked
if staff could look into the cost of purchasing Electric Football Games. ,
Chairperson Lee also inquired about the success of excursions to various I
amusement parks, staff indicated they were successfuL

REPORT ON CHRISTMAS FOOD DRIVE PROGRAM:

Ralph Davis reminded the Commission that they approved working with this �
worthwhile program at their December 1989 meeting by assisting in the �
promotion of the Canned Food Drive for the needy in Lynwood. However �
Commissioner Davis and Commissioner Ramirez were the only Commissioners
who arrived for the scheduled meeting in December and participated in �
the program. After some discussion on this program staff was asked to ;
set up another meeting with Robin McKinney, Recreation Leader - Senior �
Program.
STAFF REPORTS• �

Ralph Davis distributed Youth Commission Notebooks that included
Commission Goal and Objectives, City Council Ordinance on the Commission
and copies of the minutes from April 1989 to present.

Calendars were also distributed to the Commission about the Afterschool
Playground Program, Senior Citizen Program and the 1990 Program
highlights of the Recreation and Parks Department.
Ralph Davis answered questions regarding Senior Citizen activities and
Summer Day Camp Program.
MASTER CALENDAR OF ACTIVITIES:
Ralph Davis asked the Commissioners to refer to the 1990 highlight of
Recreation and Parks Program Calendar and spoke on the Martin Luther
King Basketball Tournament which was held the weekend of January 13 fi 14
and the Afterschool Program on the campus of Mark Twain, Lugo, Lincoln
and Wilson Elementary Schools.
Ralph also spoke on the Black Aistory Program which is scheduled for
February 12 - 18, 1990. Commissioner Hall asked if the Commission could
assist in the Black History Program. Staff indicated they would check.
PUBLIC ORAL COh1[1UNICATION:
Cynthia Green-Geter, 3850 Virginia, encouraged the Commission to work
with the Black History Program and continue striving toward the goal of
the Commission and that the Commission should have a reception to
motivate interest in the youth.
Cheryl Charles, 11049 IfA Bullis Road, stated that her son expressed
interest in the Commission but was not contacted. Chairperson Lee
indicated that all applications were turned in to the City Clerk and
reviewed by Council for appointments. Ms. Charles also stated that
literature regarding programs is not getting to her because her son does
not attend a Lynwood School. Staff indicated publicity would be made
available to all in the City by way of newspaper and flyers. �
COMMISSION ORAL AND WRITTEN COMMUNICATION: '
Commissioner Murphy stated that tonight's meeting was held with only
nine (9) members present, which is less than the simple majority. He
also stated he would like to discuss a probationary period and
Commission input on Commission Appointment. Commissioner Murphy also
stated he would like to see this item on the agenda for the February
meeting. � �..
Commissioner Hall expressed that he didn't approve being cut off and
that the Commission should be more aware of Robert's Rules of Order in
conducting the regular meeting. Mr. Davis explained that Robert's Rules '
� of Order was basically the reason for the interruptions. :
Chairperson Lee stated that the Youth Commission should continue working !
together and thanked staff for preparing the notebooks and calendars. '
Chairperson Lee requested that another meeting with the Culvez City
Youth Council be arranged. �

ADJOURNMENT•
A motion was made by Commissioner Murphy and seconded by Commissioner
Hall, with all in agreement, to adjourn to the next regular scheduled
meeting of February 7, 1990 at the Teen Center, 11409 Birch Street,
Lynwood, CA 90262.
