; January 16, 1991

' The Community Affairs Commission met in a regular session on
January 16, 1991 at the City of Lynwood City Council, Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Chairperson David Litsinger called the meeting to order at 5:05
p.m.
' Commissioners present were: Yolanda Bays, Bette Espeseth, Ann A.
Fields, Lorna Hawkins, David Litsinger, Barbara Newton and
• Lucille Walker.
, Staff present: Pat Alvarez and Roy Bufanda.
,
; The minutes of the December 19, 1990 regular meeting were
� approved with one correctibn: Barbara Newton and Yolanda Bays
� had excused absences.
� Mayor Pro Tem Armando Rea joined the meeting at this time and
I discussed the following items:
i
j -There will be a Spanish Magazine similar to the "Challenge" �
� (by Rapid Publishing), which will feature similar topics as the
� "Challenge" but will be directed to the Hispanic community.
-Parkinq on Imperial Hiqhway will be banned during peak
hours (Monday through Friday, 6 to 9 a.m. and 3 to 6 p.m.) in ,
order to minimize traffic congestion. In about a month,
motorists will be able to drive in the lane usually reserved for
' parkinq.
-Blocicwatch Program: Identification Cards will be issued to
both Captains and Members. The Captains' identification card
will have their picture on it. Members' identification card �
will not have their picture. However, both cards will have the
Sheriff's Star and the City of Lynwood's loqo. Mayor Pro Tem
asked commissioners to look into the surroundinq a�oaramho haye
' similar programs to possibly qet ideas to improve p 4
-Gang activity: Mr. Rea felt that commissione�c-Sinuorder ,
aware of gang activity target areas, gang mottos,
� to help combat the problem. He suggested that a list of gan9 ,
' mottoa be obtained from the Sheriff's Department. ;
' -Mayor Pro Tem Rea also encouraged commissioners to input '
their ideas, suggestions, etc. to the City Council.
