CALL TO ORDER: Mayor Matthew A. Pigatt called the virtual Regular Commission Meeting to order at 7:00 p.m. on Wednesday, April 8, 2020. Pursuant to Executive Order No. 20-69, issued by the Office of Governor Ron Desantis on March 20, 2020, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes. An opportunity was given to the public to email the City Clerk prior to the Commission Meeting with any questions/comments/concerns on items we will hear on this evening's Regular Commission Meeting agenda. This meeting is being streamed live at https://www.youtube. com/user/CityofOpaLocka. As of 5:00 PM, we have received one request to speak from the Public. Since this is a virtual meeting as authorized by the Governor of the State of Florida, again, members of the public wishing to address the Commission have been offered the opportunity do so. Public comments will be included as part of the public record for this virtual meeting and will be considered by the City Commission prior to any action taken. 2. ROLL CALL: The members of the City Commission appearing remotely were: Mayor Matthew Pigatt, Vice Mayor Chris Davis, Commissioner Joseph L. Kelley, Commissioner Sherelean Bass, and Commissioner Alvin Burke. Also appearing remotely were: City Manager John E. Pate, City Attorney Burnadette Norris -Weeks, and City Clerk Joanna Flores. 3. INVOCATION: The invocation was delivered by Commissioner Joseph L. Kelley. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. 5. AWARDS/PROCLAMATIONS/ACKNOWLEDGEMENTS: 1 6. APPROVAL OF MINUTES: Regular Commission Meeting Minutes — March 11, 2020 It was moved by Vice Mayor Davis, seconded by Commissioner Kelley to approve the minutes from the Regular Commission Meeting of March 11, 2020. There being no discussion, the motion passed by a 5-0 vote. DISTRICT ONE/DISTRICT TWO — COUNTY COMMISSIONER REPORT: 10. PUBLIC PRESENTATIONS: 2 11. CITIZENS' INPUT: Audrey Dominguez, 1147 Jann Avenue, Opa-locka, FL, said she noticed that Kelly Janitorial Services, Inc., had the lowest bid of four thousand seven hundred and nineteen dollars ($4,719.00), but how will it impact the budget? How will it impact the employees that have been doing the work for years? Mayor Pigatt asked the manager to provide clarity on the citizen's statement. City Manager Pate said unfortunately, with the commission moving with a new vendor, the old vendor will sever their relationship with the City. He made it clear that no employees were affected by this decision. 12. ACTION ITEMS: 13. ADMINISTRATION: CONSENT AGENDA: 1. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH KELLY JANITORIAL SERVICES, INC. FOR JANITORIAL MAINTENANCE SERVICES AT THE CITY OF OPA- LOCKA'S MUNICIPAL COMPLEX PURSUANT TO REQUEST FOR PROPOSAL (RFP) NO. 20-0225100; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. Sponsored by City Manager The above resolution was read by Attorney Norris Weeks. It was moved by Commissioner Bass, seconded by Commissioner Kelley to pass the consent agenda. City Manager Pate said the document outlines how the City went into a default and the money that was withheld as a result. This would keep money in escrow and have other monies released back to the City to handle City business. Mayor Pigatt thanked the manager and the attorney for moving the item forward. Budget Administrator Robert Anathan said the budget was put together with the City and the county's contribution. As of December there was an additional two hundred thousand dollars ($200,000.00) added to the budget. Mayor Pigatt thanked the manager for a detailed budget amendment and stated that it is the most detailed he has seen since taking office. CITY MANAGER'S REPORT: City Manager Pate announced that City Hall will be shut down for two weeks beginning on Friday due to the novel Coronavirus Disease (COVID-19) and the government's recommendation for social distancing to eradicate the virus. He said the Finance Department has been working aggressively to complete the audit and they are moving forward to complete the commission's goals and desires. They are also working on the 5 Year Financial Recovery Plan. Vice Mayor Davis said he hopes that monies that are being spent as a result of the virus is being tracked so the City can be reimbursed. Commissioner Bass asked about the closing of City Hall and if it relates to all City buildings. City Manager Pate said all City buildings will close for 14 days. Commissioner Kelley asked if all employees will be out as well. City Manager Pate said all employees will be working from home for 14 days with laptops provided by the I.T. Department. 6 Commissioner Kelley asked about the pending issues with the state regarding the City's finances. City Manager Pate said everything has been placed on hold indefinitely. Commissioner Bass asked how many people were diagnosed with the Corona Virus. Mayor Pigatt said there were sixty five (65) people infected with the Corona Virus. 18. OFFICIAL BOARD REPORTS: 19. MAYOR /COMMISSION REPORT: Mayor Pigatt said there sixty five (65) cases of the Corona Virus in Opa-locka and he wants to ensure the City is doing everything it needs to do to keep the residents safe. They are keeping track of organizations that host food drives to ensure residents have access to food during the crisis. They are also paying attention to the City's finances while under oversight. He said he hopes residents will be able to receive masks while the City is going through the pandemic. Commissioner Bass encouraged social distancing and asked everyone to stay at home. 20.
