DISCUSSION OF AGENDA ITEMS
Presentations from Staff and Invited Guests: Mayor John Landwehr asked if the Council
wanted to think about having a public forum for people to come and speak about the issue of
riverboat gambling. The Council suggested having it as part of the regularly scheduled Work
Session on December 10. Councilman Jim Penfold stated that he planned to propose an
amendment so that any election on this issue be held in November 2008 rather than April
2008. Councilwoman Cindy Layton asked for a legal opinion regarding if the issue was placed
on the ballot, and the voters approved repealing the prohibition on riverboat gambling which
was enacted in the 1995 election, would the issue then revert back to the approval of riverboat
gambling by voters in the 1992 election? City Counselor Nathan Nickolaus said he would
research the issue and prepare an answer to her question.
Closed Session: City Administrator Steve Rasmussen stated that the only topic which needs
to be discussed in tonight's Closed Session will be personnel. Mayor John Landwehr stated
that he will make sure the vote to go into Closed Session reflects that.
The meeting adjourned at 6:00 P.M.
