SPECIAL EMERGENCY COMMISSION MEETING
Friday, March 13, 2020

1. CALL TO ORDER:
Mayor Matthew Pigatt called the meeting to order at 11:00 a.m. on Friday, March 13, 2020 in the
Sherbondy Village Auditorium, 215 Perviz Avenue, Opa-locka, Florida.
2. ROLL CALL:
The following members of the City Commission were present: Mayor Matthew Pigatt, Vice
Mayor Chris Davis, Commissioner Sherelean Bass, Commissioner Alvin Burke, and
Commissioner Joseph L. Kelley. Also in attendance were: City Manager John E. Pate, City
Attorney Burnadette Norris -Weeks, and City Clerk Joanna Flores.
3. INVOCATION:
The invocation was delivered by Commissioner Sherelean Bass.
4. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.
5. PUBLIC INPUT:

6. RESOLUTIONS:
a) A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, RATIFYING THE "DECLARATION OF A LOCAL STATE
OF EMERGENCY" IMPOSED BY THE CITY MANAGER ON MARCH 13, 2020
DUE TO NOVEL CORONAVIRUS DISEASE 2019 (COVID-19); PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE. Sponsored by City Manager
The above resolution was read by Attorney Norris -Weeks.
It was moved by Commissioner Burke, seconded by Vice Mayor Davis for discussion.
Mayor Pigatt asked the manager what actions were being taken as a City and what powers does it
give to the manager's office and the government at this moment.
Special Emergency Commission Meeting March 13, 2020
City Manager Pate said the City is in a state of emergency due to the Coronavirus (COVID-19)
and all events and services are cancelled until further notice. This is subject to change based on
Miami -Dade County direction.
There being no discussion, the motion on the resolution passed by a 5-0 vote.

Mayor Pigatt Yes
Mayor Pigatt informed the residents that updates are forth coming.
6. ADJOURNMENT:
There being no further business to come before the Commission, it was moved by Commissioner
Kelley, seconded by Commissioner Burke to adjourn the meeting at 11:07 a.m.
