LaPorte Also attending: Mr. Lilienthal, Mr. Jack Carroll, and Kathleen Kirton The minutes of the Commission meeting held May 149 1960 and reconvened May 19, 1960 and reconvened May 26, 1960 were read, approved and adopted. William E. Gwynn reported bank balances as of May 31, 1960 as follows: General Fund 12,723.30 Water Fund 14,411.16 Res. for Depreciation Fund 2,630.94 Certificates of Deposit 80000.00 Payments during May, 1960: From General Fund - by checks #1202 -1224 Totaled $3,788.34 From Water Fund - by checks #237 -240 Totaled $890.72 All of the above payments were unanimously approved. The police water reports were read and approved. A special trash revenue and expense report was read and a general discussion of the amount of time expended by the trash collectors on actual trash collection followed. This report is a part of these minutes. A list of complaints was read by William E. Gwynn. Most of these complaints were in regard to low water pressure at the south end of town. Mayor Dodson read a letter from Mr. Anderson of Brockway Weber and Brockway which outlined the various engineering services they would offer the town in connection with laying new water mains. Their fee to be 10% of the cost of construction. Mr. Jack Carroll of J. P. Carroll, Pumps Inc, was then introduced to the Commissioners. Mr. Carroll read his report on new work to be done at the clorinater site. This work included a new clorinater and piping to increase pipe size to 8° and install new master meter. Cost and installation of master meter to be paid for by the Club. The total price for this work proposed is 40891.00. There was no breakdown as to how much would represent the clubs portion. Mayor Dodson thanked Mr. Carroll for attending the meeting and presenting his report to the Commission. No action was taken on this report. Page 2 Continued Mayor Dodson informed the commissioners that Mr. Fleming had studied the Town's water problem through reviewing the Town's water main map, Brockway's 1956 report, Davis' letters and other water data. Mr. Fleming said that the new 8" line and the changes at the master meter would, in his opinion, solve the low pressure problem at the south end. Mr. Hart stated that he was leaving town shortly and that he wanted to cast his vote now for going ahead and laying the new 8" line and making the necessary changes to the clorinater and piping east the master meter and any other changes necessary for adequate pressure at the south end of town. Mr. Dodson said he would like to reconvene this meeting at a later date when he could get the opinions of Mr. Iglehart and Mr. Hoyle. Mayor Dodson read resolution #500 appointing Curtis H. Dodson as Police Commissioner and William E. Gwynn as Municipal Judge. Mayor Dodson suggested that the Town Clerk notify all prospective home builders in Gulf Stream that the Town does not have a building inspector. Mr. Lilienthal stated that the town had no legal responsibility as to building adequacy. A Letter from William F. Koch was read urging the Town to consider the licensing and requlating of the use of deadly lawn sprays. It was agreed that the town would adopt a similar ordinance to the one Delray Beach is now considering. A letter from Mr. Grayson urging the Town to consider joining with other municipalities east of the waterway in forming a new county. Mr. Lilienthal said there was nothing that could be done by a municipality regarding this matter. It was moved seconded and unanimously passed that all water meters in need of repair and /or cleaning be done as soon as possible. The meeting was then recessed, and to reconvene at a date later this month. The meeting was reconvened at 9:00 A.M. July 2, 1960 Present: Mayor - Curtis H. Dodson Commissioner - J. Page 3 Continued Mayor Dodson introduced Mr. Anderson to the Commissioners. Mr. Anderson first reviewed the 1956 report prepared by Brockway Weber and Brockway. Concluded that 1956 report placed main emphasis on an 8" line to the South end. Mr. Anderson said his firm would first bring 1956 report up to date, then study and evaluate costs, prepare plans and speci- fications, obtain permits, secure bids and make recommendations on bids, stake out and supervise construction and tests; prepare pay estimates, and dertify construction. This to be done for a fee of 10% of construction costs. After a general discussion of various phases of the work Mr. Anderson was excused from the meeting. Mr. LaPorte moved that the Town employ Brockway Weber and Brockway to do all the engineering work outlined by Mr. Anderson including new work at clorinater and that the contracts be signed by Mayor Dodson and D. Town Clerk Gwynn when they are presented. Mr. Hoyle seconded the motion and it passed unanimously. Mayor Dodson read a telegram from John G. Hart urging the town to oppose the Dean McCormick Petition, which would permit a Trailer Park on land west of the waterway and opposite property in Gulf Stream, now before the Palm Beach County Zoning Board. Mr. Hoyle moved that written protest be sent to the Zoning Board Seconded by Mr. LaPorte. Motion carried unanimously. Mayor Dodson mentioned that a Mr. Harrisson a real estate man from Palm Beach had visited with him and also the Town Clerk. They were interested in the Towns attitude regarding the Frelinghuysen tract of land on the west side of the waterway especially.{'urnishing Town facilities should this property be developed for homesites. Mayor Dodson read a letter from the Association of Municipalities of Palm Beach County stating our annual membership fee is now due. Mr. LaPorte moved that we pay these dues. Seconded by Mr. Hoyle and carried unanimously. Mayor Dodson appointed Mr. William F. Koch as the Town's Area Civil Defense Director. Mayor Dodson read a report from the Plastridge Agency covering our insurance program. Mayor Dodson appointed the D. Town Clerk to study report and make further suggestions to the Commissioners. Mr. LaPorte moved that a letter of explanation be obtained from Jack E. Carver, Inc. for work done on repaving of Gulf Stream Road, and that approval of work payment obtained from Ben Herr, Engineer. this was seconded by Mr. Hoyle and Unanimously passed. The Meeting was then recessed, to be reconvened when Mr. Anderson has his up to date report ready for the Town.
