T;i. . The Cit;~, Clerk called the, meetin~~ to order. Councilmen Tweed,~,Skelton, Anderson, ~_=imble and Snodgrass were present. Cit- xttorne~% ~~ess and ~ngineor 13aterlent ,,,sere present. Cite httorne~ 1-~ess st~.ted that a motion would be in order for the ap.oointment of a temporary Chairman fo-r the election of a liayor. Thereupon it taas moved b~,~- Councilman Anderson and seconded b~,~ Councilman Tweedy that Councilman Skelton act as temporary Chairman. l«r. Skeltonstated that he did not Irish to act as temporary- Chairman, therefore at the consent of Councilman rnderson who made tl~e motion and Councilman Tweedy tiFrho seconded same the motion was withdrawn. Thereupon it was moved by Councilman Ttixreedy and seconded by Councilman Skelton t~,t City Clerk Anderson act as temporar~,~ Chairman for the election of ~a.~.yor. Roll Call: , Ayes: Councilmen TvreedUT, Skelton, Anderson, 1.<~imble and Snodgrass. Tdoes : None . The City: Clerk then took the chair as temporary- Chairman and stated that nominations were in order for the position of '~`ayor. 1t was moved b~T Councilman Skelton and seconded bar C,ouncil.man Kimble that nominations for I:Tayor be rAade and voted upon orally. Roll Call: Ayes: Councilmen ~i'ti,reedy,Sk~;lton,nderson,I~imble and Snodgrass. Noes : %Tone . Councilman Snodgrass was nominated by Councilman .r~nderson which was duly seconded by Councilman Ttiti~eedy. Councilman i'_imblo 4ras nominated b~,- Councilman Skelton which eras dull seconded b;, Councilman Nimble . Thereupon it tiAras moved by Councilman Skelton and seconded by Councilman anderson that the nominations be closed. Ro11 Call. byes : Councilmen Tweedy, Skelton,.~nders on, l~imble and Snodgrass Noes: None. City At Borne= Hess stated that as the City Clerk called the roll each Councilman could state his c~ioice for T.Iayor. Thereupon the Clerk called the roll, Roll Call: Councilman 1~~Freedy voted for Councilman z~orrest Snodgrass for mayor. Councilman Ckelton voted for Councilman Addie l~irnble for ~`ayor. Councilm~~,n Anderson voted for Councilman orrest Snodgrass for 1~ayor. Councilman Nimble voted .for Councilman riddie Nimble for 1_'layor. Councilman Snodgrass voted for Councilman Forrest Snodgrass for I."ayor. Thereupon the City Clerk as temporary Chairman declared Forrest Snodgrass duly elected as l.iayor of the City of Lynyrood by a vote of 3 to 2. Whereupon l:Rayor Snodgrass took the chair. The minutes ~f the previous meeting were read and approvod as read . 'i'wo communications, one from Lyn~Rrood Chamber of Commerce by Ted,~noch, President and one from Lynwood Post No. 85 American Legion by Paul Stanley, Post Adjutant, thanking the old Councilmen for past favors and congratulating the in-coming Councilmen and assuring them of their 100; co-operation in all efforts for the good of the City of %ynwood, were read. It was moved by Councilman ~'~nderson and seconded by Councilman Tti~~reed that the City Clerk be instructed to write the Zyn~vood Chamber of Conunerce and the umerican .~~egion thanling them for their well-wishes and assured support. :_otion was carried and so or- dered. .~ Communication from ~i. E. %eiser and one from Geo. R. good making application for furnishing the bonds on the new City `.'reasurer and City Clerk for the ensuing term, were read. Tt was moved by Council- man Skelton and seconded by Councilman '.'weed~~ that these communications be placed on file . 1?iotion was carried and so ordered. ~. Communication from the League of I.tunic ipalities regarding their annual convention in Oakland :>pril 24th and 25th, 1930, and one fro.:n the l;etropolitan Life Insurance Company of San I`rancisco regarding a clean-up campaign, especially; attacking the house fly, were read, and there being no objection same ~~re-re ordered placed on file b- the Mayor . ~' '~ ~ 1~ ~~, cgn~munieation from '~. I~. single regarding his house number on Cedar Avenue being; number 3319 ,whereas to the east of his place the numbers run 3200, thus making it confusing for people looking for his residence to find same, was read. It was moved by Councilman tinders on and seconded by Councilman Skelton ths,t sar.~ be referred to Building Inspector to check up this matter and make the necessary corrections. A communication from the y'~uto Club of Southern California re- gaxding the adoption of a uniform traf~ic ordinance for California Cities, was read. It was moved by C:ounci7r~an Anderson and seconded by Councilman ~~kelton that this clatter be referred to Chief Done~T for con- sideration and to -report to the ~3oard his findings at the next meeting. Noes: Tone. Considerable discussion was had regarding a suitable bond for the City Treasurer. Cit~r i'reasurer Reed addressed the Council stating that he had ~rocurred a bond in the sum of X11,000.00 in order to be entitled to take the oath of office on ?Aonda;,1 night April 21st, 1930, stating° that he uvould prefer a local man carrying the bond. I!,"?r. Reed also stated that he wished his Assistant in the '-Treasurer's office bonded for whatever am~aunt the council might designated. Thereupon it was moved by Councilman Trimble and seconded by Councilman Anderson that Cite- Treasurer Reed's present bond be oancelled upon securing a new bond from T~. u. Zeiler and that the latter be placed on file immediately with the Cit47 Clerk; also that the City,- Attorney be directed to check into the matter of bonds fo~ City officials and ascertain the customary amount carried in other ities and report his finding at the next meeting o f tine Council . A petition was received signed b~T 4 propert~,~ owners residing ~ad.thin a radius of 300 feet of I~ot 85 and R2 of Zot 84, Century Square consenting to the moving of a residence on said I;ots by Osia A. Zoef. It was moved by Councilman Skelton and seconded by councilman Thready that permission be granted and the Building Inspector be authorized to issue permit for same . Oral Communications: Chief of ~oliee Doney addressed the Council stating that the water pressure was veryT low in Century Square and Ghat something should be done to remedy same . It was moved b;; Councilman Skelton and seconded by Councilman Tweedy: that same b© referred to eater ~:or~.missioner Anderson for consideration. :,lotion was carried and so ordered. R. B. Melton, 3100 Century Eoulevard addressed the Council regarding the lights on Century aoulevwrd. After considerable discussion regarding the illuminating of same, it was moved by Councilman Skelton and seconded by Councilman Tweed; that ~'ngineer Batement be requested to make an estimate of the cost per month for illuminating said lights on Century ?~'oulevard and present same to the City Council at their next meeting. Osgood had made application for the erection of a canopy in front of his store requesting the Council's pleasure in this matter. There- upon it was moved b~~ Councilman Anderson and seconded by Councilman Timble th~.t Johnson be authorized to issue I:Tr . Osgood a permit for the erection of same.
