The City Council of the City of Lynwood met in an adjourned regular session at the City Hall, 11331 Plaza Street, on above date at 7:30 P. M. MayorSnodgrass in the chair. Councilmen Tweedy, Anderson, Kimble and Snodgrass answered the roll call. Councilman Skelton was absent. The minutes of the previous regular meeting of June 3rd, 1930 were read and one correction desired by Councilman Anderson to the effect that the water lines be extended on Imperial Highway in lieu of Tract No. 6312 (Downey Tract). Thereupon the Mayor declared the minutes' approved sus amended. At this time Councilman Skelton arrived and took his chair at the Council table. WRITTEN COMMUNICATIONS: common ca on was received from Cecil Snyder, President of the Lynwood Exchange Club inviting the Council to be present at their meeting June 16th. It was moved by Councilman Tweedy and seconded by Councilman Anderson that we adept the invitation and as many as can attend. Motion was carried and so ordered. A communication was received from the Southeast Realty Board signed by B. B. Barnwell, President regarding the Builderts license in this section. It was moved by Councilman Skelton and seconded by Coun- cilman Tweedy that the Glerk be instructed to write the Southeast Realty Board to inform the Council of Lynwood the date when they have a meeting regarding this proposition and a committee will attend. Roll Call: Ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None. The Mayor appointed Councilmen Skelton ~1nd Tweedy to act on said committee to attend the meeting of the Southeast Realty Board.re- garding said matter. A communication was received fromthe South Gate Mutual Im- provement Association regarding the opening of Minnesota Avenue through to Long Beach Boulevard. It was moved by Councilman Anderson and sec- onded by Councilman Skelton th~.t the communication be ordered placed on file and decision on the matter be indefinitely postponed. A communication was received from Joe Belisle regarding dam- age done to his driveway at 3517 Josephine Street by the Water Depart- ment. This matter was referred to Water Superintendent Cummings. A commmunication was received fro. City Attorney Roscoe R. Hess regarding a witness in the matter of ity of Lynwood vs. Ackley et al, statin that Mr. Young declined to act as a witness at a com- pensation of 25.00 a day. No action was taken, CityAttorney Hess statin~x that he wouldget in touch with the other appraiser R. E. Day in said matter to ascertain what compensation he would accept. A communication was received from City Attorney Roscoe R. Hess suggesting. that the City Clerk be authorized to procure from the law Book Publishers, the books that are necessary to bring the copy of the General Laws down to date from the year 1925. It was moved by Councilman Skelton and seconded by Councilman Kimble that the City Clerk be authorized to purchase said books, the cost not to exceed 15.00. Roll Call: ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None, The following applications were received for employment: Bert A. Button, applying for position of any nature with the City; Ben T. Christensen, applying for position as City Mechanic; Chas. H. Jar- vix, applying for position as Chief of Police. There being no ob~ec- tion, the Mayor ordered same placed on file. A petition was received signed by L. C. Anderson and 13 other property owners residing within 300 feet of Lot 4, Tract 2794-~: consent- ing to the erection of a minature golf course on said Lot by the owner. ORAL C ORtIMUNICATIONS Mr. P. organ a ressed the Council regarding the Lynwood Li"htin#~ District protesting against collecting two years in advance for the maintenance of lights. Mr. Frank Bober, Mr. A. B. Gray, Mr. E. 1 4 ~3 Erkfitz and Mr. JohnFeely also addressed the Council regarding this matter. Mayor Snodgrass instructed the City Clerk to write W.J. Crock, Manager of the Southern California Edison Company of Compton, inviting him to attend the meeting of the Council on next Tuesday night to give information relative to the lighting proposition. .~ .~- -~-~vr vu . REPORT OF SPECIAL COMMITTEES: ounc man An erson reporte on the matter of moving an or- namental light standard on Lot 33, Tract 5222, stating that the stan- dard is not in the driveway and therefore does not need to be moved. Rev. Paul Huebner addressed the Council regarding parks and play grounds for the City of Lynwood, and introduced Cecil Snyder who explained in detail his version how the Lynwood Park and Play Fie3:d Commission for supervised play for Lynwood could be financed by the City... of Lynwood according to law. Mr. Louis Swaintek, Mrs. Robt. Shep- herd, Mr.Ptlont Williams, Mr. L. R. McIntire, Mrs. E A. Hoffman and ~. J. Traverse also addressed the Council regarding this matter. It was moved by Councilman Kimble and seconded by Councilman Anderson that we lay this matter over for two weeks until the Council have time t.o go into the matter more thoroughly. Roll Call: - Ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. - Noes: None. Chief of Police E. B. Rice addressed the Council regarding dangerous intersections without boulevard stops. Chief Rice was ap- pointed a committee to look into-the matter. ORD TNANCE N0. 139, entitled "AN ORDINANCE flF THE CITY OF LYN- WOOD, CALIFORNIA, PROVIDING FOR A LICENSE FOR THE DISTRIBUTION OF AD- VERTISEMENTS WITHIN SAID CITY", was read for the second time. It was mooed by Councilman Kimble e~.d seconded by Councilman Skelton that same be adopted as read the second time, finally passed and published as required by law. Roll Call: Ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None. A communication was received from S. Critchfield regarding vacation from June 10th, 1930 to-June 19th, 1930, inclusive. Council- man Kimble stated tA,~at she recommended that Mr. Critchfield be dis- charged and the vacation be denied. Thereupon it was moved by Council- man Kimble and seconded by Councilman Anderson that a. Critchfield be discharged as City Mechanic of the City of Lynwood. Roll Call: Ayes: Councilmen Skelton, Anderson, Kimble and Snodgrass. Noes: None. Not Voting: Councilman~Tweedy. Councilman Kimble thereupon recommended Mr. J. Jesse to fill the position as City Mechanic. ~ahereupon it was moved by Councilman Skelton and seconded by councilman Anderson that J. Mayor Snodgrass referred same to Council- man Kimble to look into the matter further. It was moved by Councilman Kim~;le and seconded by Councilman Skelton that City Attorney Hess be instructed to draw up an ordinance covering vacations. A communication was received from/Mallard L.Johnson regarding an9adequate building ordinance recommending the uniform Building code. Thereupon it was moved ley Councilman Kimble and seconded by Councilman Anderson that Building Inspector Johnson be asked to recommend such changes in the uniform building code as he might find applicable to the City of Lynwood and present same to the Council. Thereupon it was moved by C ouncilman Skelton and seconded by Coun- cilman Tweedy that the City Clerk be authorized to employ compete nt As- sistant to help check-the names at the Reg istrar of Voters office on said petition at a salary of~5.00 per day , not to exceed three d ays. Commissioner Anderson reported that the water well at Plant No. 2 at the corner of Lynwood Road and California Street needed to be redrilled and that he had two estimates of the cost and the lowest bid wa_s 861.68 by V. E. Proctor. Thereupon Resolution No. 710 entitled: " RESOLUTION AUTHORIZ ING THE EXPENDITURE OF PUBLIC FUNDS FOR DRILLING OF A MATER "1ELL, was read. It was moved by Councilman Skelton and seconded ~~'~'~Q~ that said Resolution No. 7I0 be adopted. Roll Call: Ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None. Chief of Police Rice addressed the Council regarding condi- tions in the Police Department suggesting that the City Attorney look them over some time. Thereupon it was moved by Councilman Skelton and seconded by Councilman Anderson that City Attorney Hess look conditions over in the Police Department. Roll Call: Ayes: Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None. It was moved by Councilman Tweedy and seconded by Council- man Anderson that the telephone switch board be moved from the Trea- surer's office to the Police Department, and a record be kept of all tool~`calls.Roll Call: Ayes.'.Nouncilmen Skelton,Tweedy,Anderson,Kimble & Sn odgrass. Engineer Bateman submitted a map showing the assessment district in the matter of the improvement of Elmwood Avenue with Ornam- ental lights, said map showing respective parcels of land in the as- sessment district and their relation with respect to their location. It was moved by Councilman Kimble ~_nd seconded by Councilman Anderson that said map be approved and ordered filed in the office of the City Clerk.
