City Attorney Hess and Bngineer Bateman were present. r ad The minutes of the previous regular meeting of June 1'7th wer~ and approved. t~RITTEN COMMUNICATIONS: communise ion was received from the Association of City Plan- ners of Los Angeles County recommending changing the name of Burton Ave- nue to E1 Segundo Boulevard through Lynwood. The Mayor appointed Councilmen Tweedy and Kimble a committee to look into the matter of changing street names in the City of Lynwood. A communication was received from the San Gabriel Valley Pro- tective Association inviting the Council to attend a meeting on June 2'7th at 6:30 g. I4~. at Huntington Park. Tweedy regarding the Zos Angeles Flood Control where the Union Pacific Railroad crosses the channel 1/4 mile south of Stewart and Grey Road in South Gate form- ing a complete dam t o the channel making a grave menace to the pr~per- ty of South Gate, I,yrn~ood and Compto~. It was moved by Councilman amble and seconded by Councilmaa. Anderson that a ec3mmittee be app anted to vicar the dam and go before the Board of Supervisors of Zos ~geles Qounty and request an alloca- tion to take care of said menace; also that the CityClerk be instruc- ted to write the Cities of South Gate and Compton to appoint a commit- tee to appear bef ore the Board of Supervisors at the same time Lynwood d0es• Roll Call: Ayes Councilmen Skelton,Tweedy,Anderson,Kimble & Snodgrass. Noes: None. An application was received from James O~Day applying for position as City Mechanic. There being•no objection, the Mayor ordered same placed on file. A ecmnmu.nieation was received from Harry J. Twitchell and F. B, R©berts favoring the improvement of Downey Tract under the condition that the work will be put in under open competive bids. There being no objection, the Mayor ordered same placed on file. A oammunication was received from H. E, Whitaker, publi- skier of the Lynwood Tribune making application to designate the Lynwood Tribune as the official newspaper for the publication of alI notices and resolution, etc. Thereupon it was moved by Councilman Kimble and seconded by Councilman Tweedy that the Lynwood Tribune be designated as the official paper for the publication of all resolutions, notices, etc. for the fiscal year 1930-31. A communication was received from Mayor Snodgrass requesting the Heads of each Department of the City to prepare their estivate for 'the budget for the fiscal year 1930-31. It was moved by Councilman Kimble and seconded by Counei loran Skelton that the CityClerk be instructed to communicate with the Heads of each Department to prepare theie ®stimate for the budget for the fiscal year; also submit a blank for the preparing of same. ORAL CQMMUNICATIONS: al er ellinger addressed the Council applying for position as publicity Agent for the City of Lynwood. It was moved by Councilman weedy and seconded by Council- man Skelton that ~Qr. Mellinger be employed in the capacity of ~ub- licity agent at a salar of X125,:00 per month. At this time ~ity Attorney Hess submitted and read a writ- ten opinion on said matter to the effect that it would be legal to appoint the Seere;~ary of the Chamber of Commerce as publicity agent of the City of Lynwood and pay him a salary, but the salary must be. fixed in the salary ordinance. A resolution was received from the Lynwood Unit American Legion Auxiliary passed by them endorsing the Lynwood Park & Play- field Commission for supervised play in Lynwood urging the Council to plaee X1500.00 in the budget for the year 1938-31 to help fin- a11Qe 8aIDe. Mr. Cecil Sx~yder addressed the Council regarding this mat- ter requesting the Council to appropriate X1500.00 for supervised play in T~awood, provided they have avai]eble funds; als© submitted a letter. from Walter E. Mellinger, Secretary-Park & Playfield Com- ,y., mission and resolutions endorsing said matter from the following: Lynwood Chamber of Comrneroe, Parent Teachers Association of the Washington school, Parent Teacher's association of Abraham Lincoln seho4l, ParenttTeaeherts Association of Chas. REPORT OF COMMITTEES: Dune lmen Berson reported regarding the transformer at 3 184 Cherokee, stating that Councilman Tweedy and himself had con- ferred with the Southern California Edison Company and that the Southern-Calif ornia Edison Co. suggested having a joint meeting with South Gate regarding this matter and up to date have been unable to have said meeting as South Gatets Chairman has been siek.~~. The Mayor instructed the Clerk to have the minutes sh ow that the three c©pies of the building code referred to in Ordinance No. 141 should have attached thereto, the certification that the document is the document referred to in Ordinance No. 141. Qity Attorney Hess submitted a evritten report on the contract between the City of Lynwood and County of Los Angeles for public health serviQe for a period of three years, stating that inasmuch as the con- tract contains the provision that either of the parti es shall have the right to terminate the agreement at any time upon thirty day~~ notice to the other party, the .3 year contract does not violate the constitution. Dr. F. E. Estes representing the Los Angeles County Hea4 th De- partr~ent also addressed the Council regarding this matter. Thereupon it was moved by Councilman Skelton and seconded by d0uneilman Anderson that we enter into a contrast with the County of Los Angeles Health pepartment to take care of the heal th services of the City Of Lynwood for three years, sub~eet to the termination on 30 days n©- tice,for a consideration of X1,440.00 for each year, and that the for be authorized to sign the contract in behalf of the City of Lynwood. Mr. Willis Fuller addressed the Council re arding the deeding of a portion of the school property at the ~`loodrow ilson School at the corner of School Street and Josephine Avenue for street purposes. En- gineer Bateman also spoke regarding this matter. The lt4ayor requested Mr. Fuller to get in t such with the school district to ascertain whether or not a deed for this purpose would be approved by the County Counsel. The City Clerk presented a certification certifying that he had checked the supplemental recall petition on file for Jackson Twe°Qy and Alfred E. Skelton which showed that the total number of qualified voters who signed the supplemental petitions and the petitions heretofore fi- led, to be sufficient t o call a sp eeial election according to law. Thereupon it was moved by Councilman Skelton and suonded by Councilman Tweedy that the City Attorney be instructed to draw up a re- solution calling a special election and that the City Clerk be instruc- ted to transmit to the pity Attorney a list of the election officers, '~,intsluding those that served at last election, making substitutions for 'zany that cannot serve. Engineer Bateman reported regarding oil processes other other than the patented process called for in the petition for the improvement of Tract No. 6312, stating that an open speeifiaation top similar to that called for in the petition and as used on ~il- 1.ow Street in the City of Compton, could be laid upon a disinte- grated rock sub-base at a total cost of approximately 10 cents per f;O~t. Mr. Harry ~ritahell also addressed the Council favorging open specifications and stating further that Frank Downey and other property owners were also in favor of same.. Engineer Bateman stated that he would change the plans t_o call for open specifications as to the oil process. Chief of Police Riae addressed the Council regarding iron poles for ped#strian and intersection signals, stating that South Cate had on hand 11 of these poles which can be purchased at a price of <'22.50 per pole, stating further that the total cost of the signals complete would be approximately 75.00. Thereupon it was moved by Councilman Kimble and seconded by Councilman Anderson that Commissioner Skelton and Chief' of Police Riae be instructed to have these signs installed. The City Clerk reported that he needed a new typewriter stating that he had an Underwood' typewriter on hand that a cold be purchased at X65.00 and the old Royal in the Pollee Department could be turned in at X15.00.
