The Special Meeting of the Parks and Recreation Commission was called to order by Chairman Burlingame at 6:30 p.m. in the North Meeting Room of the City Hall, 5938 North Kauffman Avenue, Temple City, CA. 2 ROLL CALL: Present: Commissioners Adams, Caswell, Crump, Shaw and Burlingame Absent: None Also Present: Victor B. Kobett, Director Parks &Recreation Depart- ment NEW BUSINESS " 3. TOUR OF CERTAIN RECREATION FACILITIES IN PICO RIVERA AND MONTEREY PARK. " " Chairman Burlingame announced that the purpose of the Meeting was to tour certain recreation building facilities in nearby cities for the purpose of acquainting the Commission with the design and function to assist them in their study relating to the best use of State Bond and Grant Funds presently available to the City. The Commission immediately left for Smith Park, 6016 S. Rosemead, Pico Rivera. The Commission was given a guided tour of the main building and pool by a member of the Recreation Staff. Design fea- tures that the Commission liked included the large lobby, loca- tion of restroom, game room, and the convenient and effective surveillance of the pool area and game room through well located windows. The guide indicated that the facility was heavily used for Department activities and local youth and adult groups. The game room, he stated, was very popular with pre- teens-and teens and additional electronic games were installed for their use during the summer months. In response to questions, the guide stated that they have been unsuccessful in attracting teens to regularly scheduled activities. A teen club, however, has been formed with about 25 active members. One program popular with the teens is "Teen Night" when the game room, pool, snack bar and another room is set aside for their use. The guide did not know the cost of the facilitiy but indicated it was primarily constructed with Federal Funds and State Grant monies. The Commission left Smith Park at approximately 7:25 p.m. for Ri- vera Park, 9530 Shade Lane, Pico Rivera. A staff person on duty guided the Commission through the gymnasium building and the adjacent handball /racquetball courts. The gymnasium showed signs of heavy use and a defective wood floor. Due to the way the floor was installed, moisture causes the wood to warp. The gym is used little except for sports. The handball /racquetball courts were very popular, the guide sta- ted. They were especially popular with young adults and the hard to reach youth. The four side -by -side courts were construc- ted of concrete blocks with plastered surface and were lighted. All courts were in use by four or more players and thirty or so persons waiting to play. As the courts were only three sided, they were easily supervised, the guide explained. The public has requested that additional courts be constructed on the back side of the existing courts. The staff member did not know the cost or age of the facilities. " " Department of Parks and Recreation -2- May 12, 1981 The Commission left Rivera Park at approximately 7:50 p.m. for the Grandview Community Center, 1950 Wilcox, Monterey Park. A member of the City's staff guided the Commission through the facilities pointing out the various features. The gymnasium had, what appeared to be, an excellent floor, was well lighted and had fold away bleachers along one wall. The gymnasium office had a window opening into the gymnasium for easy and excellent supervision. Only sports activities are presently allowed in the gymnasium. The facilitiy also contained a well located lobby, a row of coin operated lockers, and a large meeting room with mini-kitchen facilities and two movable wall partitions to convert the space into one, two, or three rooms as needed. The guide did not know the cost of the facility but indicated that it was financed as part of the CRA improve- ments. The tour was completed at 8:40 p.m. " 4. ADJOURNMENT Commissioner Adams moved to adjourn to the next regular meeting of the Parks and Recreation Commission to be held on Wednesday, 0 May 20, 1981 at 7:30 p.m. in the Council Chambers of the City Hall, 5938 N. Kauffman, Temple City, CA. The motion was secon- ded by Commissioner Caswell and carried. Chairman Burlingame adjourned the meeting at 8:40 p.m. ATTEST: " "
