F:~~ . &Tayor Snodgrass in the chair. Councilmen Skelton, Tweedy, Anderson, Kimble and Snodgrass answered the roll call. City Attorney Hess and Engineer Bateman were present. 'the minutes of the regular meeting of July 15th and the minutes of the adj ourned regular meeting of July 18th, were read and approved. The hour of 8:00 of clock P I~. having arrived, said time being the hour set for the hearing of objections or protests to the proposed work or improvement deserib ed in Resolution of Intention pia. 720, being for the improvement of certain streets in Tracst Mo. .6312 (Downey Tract). The P~~tayor asked tree Clerk if any written ob jeetions or pro- . tests had been filed. The Clerk stated that no written objections or protests had been filed. The Mayor inquired if there was any one present that wished to protest to the ordering of said work. There was no response. ,' Thereupon Resolution No. 722, entitled: "RESOLUTION ORDER- ING THE WORK", was read. ~t was moved by Councilman Skelton and. seconded by Councilman Tweedy that said Resolution No. 722 be adopted. Dunlap, Attorney at Law, and special attorney in the matter of Acquisition and Improve- ment District No. 19, Lynwood 41mperial Highway), giving recommenda- tions relative to paying the judgment and readvertising for aoquisi- tion bonds in said matter. A cammrun.iaation was received from Acting Building Inspector Col_:ins regarding a real estate office having been moved on Lot 18, Tract 2794, by Badger ~ DeWitt without securin;~ the necessar;~ p~r- mit, recommending the granting of a permit for 90 days with X50.00 cash deposit to assure its removal at the expiration of said time. It was moved by Councilman Anderson and seconded by Councilman Tweedy that the Building Inspector be instructed to grant said permit. Ashurst, applying for position ns Police Judge; hrs. Eva Kelley, applying for position as Bookkeeper and stenographer; and. Fred Taylor, applying for position as fireman; also an invitation was received from the ~Tetropolitan Water District calling attention to a meeting on July 24th and the report of health services rendered by the L. A. Co. Health Department, were received. He was informed by Tdia:yor Snodgrass that a joint 4 meeting with the ~%ouncil of Compton is to be had regarding said matter. REPORT OF SPECIAL QOMMITTEES: ouncilman im e s ated tha Water Superintendent Cummings 14Ir. H. S. Rutter and herself had attended a meeting of the San Gab- ~ riel Valley Protective Association held at South Gate on July 17th, stating that she did not deem it advisable for Dynwood to join this organization at the present time. It was moved by Councilman Skelton and seconded by Councilman Antler- . son that same be adopted as read the second time, finally passea_ and pv.blished as required by law. Noes: None. ~~ A written e~m~runioation was received from City 1~.ttQrney Hess in which he reported upon the matter of the opin~.on of the County Counsel~to the effect that the City of Lynwood is not legally entitled to interest on moneys deposited by the City in Court as security for the taking of immediate possession of property of defendants in a condemna- tion suit, reporting f~sther that the County has the power to appropri- ate out of the gasoline tax fund any sum th~.t it so desires as a contri- bution toward the various acquisition and improvement districts in the County where the object of the district eras to construct roads, re- cornmendin-~ that the Council transmit a copy of his report to the Board of Supervisors with a request for an appropriation out of the Gasoline Tax ~' und. Improv ement District No. 18, Lynwood Century Boulevard) suggesting that a man be appointed to work with the Appraiser for the purpose of going over particularly the awards that are being; questioned in the case City of Lynvaood vs. Ackley, recommending one T. r. Thereupon it eras moved by Councilman Tweedy and sec®nded by Councilman Skelton treat dir. A. r~. Young and ~~r. T. R. Tousley be em- ployed for a period not to exceed three days in examing and reporting upon the values of tie paroels in Century Boulevard on which a jury trial has beer: demanded, at a salary of y~50.00 per day. An Ordinance of the City of Lynvaood amending Ordinance No. 78 regulating the parking of Vehicles upon certain streets, alleys and restricted zones, was read for the first time. Cessna rec}uesting an increase in salary to X150.00 per month for janitor services. It was moved by Councilman T4*Jeedy that the salary of Arthur T~~. Cessna be increased toy~150.00 per month per month. There being no second, the motion lost for lack of a second. Thereupon it was moved b~ Council- man Anderson and seconded by Councilman Skelton that saner be laid over to next meeting. Motion was carried and so ordered. An application was received from the Southern California Edison Company asking permission to eonstr~et poles and lines or_ the south side of Lynwood Road from Peach Street to California Street to serve the water well at Plant No. 2. The T~,~a,yor appointed Councilmen Tweedy and Skelton a committee to investigate this matter. ~t was moved by Councilman Tweedy and seconded by Councilman Anderson that a transfer be made from the General ~~'und to Bond Redemp- tion Fund, Acquisition and Improvement District No. 20 in the principal amount of X3,300.00 as a loan to said last mentioned fund for the pur- pose of paying principal and interest due on said bonds. Noes: None Councilman Anderson submitted three bids for the purchase of water pump for Plant No. 2,from the following firms: Pomona rump Company, Byron Jackson Co., and Winthroat Pumps I~td. It was moved by Councilman Akerson and seconded by Coune$1- man Kim~_e that we purchase a pump from ~'inthroat Pump Ltd. as per bid submitted.
