Mayor Snodgrass in the chair. Councilmen Williams, Tweedy, Anderson, Kimble and Snod- grass answered the roll call. Cite Attorney Hess was present. The minutes of the previous regular meeting of August 5th and the adjourned regular meeting of August 11th, were read and approved. 1lRITTEN CO~~~IUNICATI0N5: A communication was received from Cite Attorne, Hess re- garding ordinances and particularly regardingfsthe salar~ ordin- ance raising the solar; of Police Judge from X54.00 to ~~~150.00 per month,stating that the matter of fixing salaries far officers and employees of a City, is a legislative matter and the Constitu- tior~ of the State of Califon nia provides a referendum period of 30 days. Thereupon it was moved by Councilman Kimble and secon- ded by Councilman ~=illiams the.t the amendment to the salary ordin- ance be left as it is and take effect at the expiration of the 30 day period as required b~T law. Roll Calls Ayes: Councilmen illiaaa~,Tweody,Anderson, Kimble & Snodgrass. Noes: None. An application was received from Fred S. Pe.~me, applying for position as Peace Office and the report of health services rendered by the L. A. County Health Department was received. It was moved by Councilman Anderson and seconded by Councilman Tweedy that same be received and placed on file. ~~otion was ear- ried and so ordered. A communication was received addressed to Cit Attorne y Hess relative to the condition of the Los .Angeles River Channel at the Union Pacific crossing south of Stewart and Gray Road from E. C. Eaton, Chief Engineer of the L. A. County Flood Control Dis- trict, stating that he would personally inspect same, after which he will advise whether or not anya~ improvement at this point will be possible for the district to undertake during the Doming year, fihe i~syox appointed Councilman V'tilliame to act ~~tith the standing committee on said matter and that the Clerk be instructed to write the Cities of South Gate and Compton to arrange for a date when a committee from their respective City, together with the Committee from Lynwood, can appear before the Board of Supervisors to ask for an a3.location to take care of the apparent menance. It was moved by Council- man Kimble and seconded by Councilman Anderson that said Ordinance be adopted as read the second time, finally passed and published as re gained by law. At this time City Attorney Hess stated that said Ordin- ance could have a section added making it go into effect immediately upon its passage as it is extermely urgent for the prasarvation of the public health, safety and welfare . rrheraupon said section was added making it take effect immediately upon its final passage. Thereupon it was moved by Councilman Kimble and seconded by Councilman Anderson that said ordinance be adopted as amended. Roll Call on original motion for adoption of Ordinance. A communication was received. from Chief of Police Rice stating that the traffic warning device located at the intersection of Long Bea.eh Boulev€~rd and Fernwood Avenue was torn down by the t%iity lighting truck on August 9th. Considerable discussion was then had regarding the traffic warning device. ~~hereupon the Mayor appointed Councilmen Anderson and F~imble to check the traffic at the corner of Fernwood Avenue and Long Beach Boulevard to ascertain whether or noi~ said sign is fulfilling its purpose and it was decid®d to have said. signal repaired.
