It~ayor Snodgrass in the chair. Councilmen Williams, Tweedy, Anderson, ~:imble and Sn©dgras+s answered the roll call. City Attorney Hess was present. I'he minutes of the previous adjourned regular meeting of Sep- tember 23rd, were read and approved. WRITTEN CflNIGATIC~TS ; communica ion was received from Tweedy Homesites ~ombany re- questing the Council to take action for the removal of a frame shack off of Lot 18, Block S, Tract 7797, 120-feet north of Tweedy Abbott load. Councilman Collins addressed the Council regarding this matter, stating that the person who owns the building has told him that he is trying to see 1 the building . I t was moved b~T ~%oune ilman '~illiame and seconded by Counci loran Anderson that the owner be given ten days to have the apparent adisanee abated. Noes : None , A eommunioation was received from the Lynwood Chamber of Com- merce inviting the Council to attend the annual meeting and Banquet of the. Lynwood Chamber of Commerce on October 9th at the iomaas Club. It was moved by Councilman Kimble and seconded by Councilman Andereaa that the invitation be accepted and as many as possible can attend. lotion was carried and so ordered. A communication was reoeived from the League of California ~~un- icipalities urging the Council and public officials to attend the con- vention at Long Beach October 6th to 11#th. Hodge , applying for position on Police Department; also a monthly report of the e.ctit`ities of_the Police Department for the month of September and the report of the health department of Los Angeles County, were received. Blvd. by one Dr. Arthur E. Joseph, recommending that perms-sign be granted as he found the place very clean. Noes : None . t~ouncilman vYilliams asked of Water Superintendent Cummings what the arrangement was with Reber regarding the water rate charge for the Junior High School with former ~'+~ater Commissioner Anderson. hater Super- intendent Cummings addressed the Council stating that the ver#asl agree- ment was $ flat rate of 2~ per pupil. Thereupon it was moved by Coun- cilman ~/illiams that we pnt in meters in the school buildings and the school purchase the meters. After considerable discussion regarding this matter, Councilman t~illiams withdrew his mot~cn and it was moved by Councilman An~clerson and seconded by Councilman ~~illiams that the City Clerk be instructed to notify the school board to most with the City Council on Friday night at 7:30 P. ~. to discuss s just water rate for the schools. lotion was carried and so ordered. flRDTNANCE N0. 149, entitled: "AN ORDINANCE OF THE CITY ©F LYN- Wt90D Ai~ENDING ORDINANCE N0. 73 RELATING TO LIC~SING BUSINESSES IN THE CITY OF LY~Ni1©OD" , was read for the second time . ~"onsiderable d~.w- cession was had r®garding this ordinance the following addressed the Council regarding same: C. L. Barley, Puilding Inspector Collins and fir. George Grazier. Thereupon it was moved by Councilman Williams and seconded b Councilman Kimble that said drdin~,noe Ro. 149 be -adopted as read the second time, finally passed and published as required by law. Cogswell, formerly Street Super- intendant for additional salary which he claims due him on account `of not having begin notified of his dismissal as Street Superintend, was presented. it was moved ny Councilman Anderson and seoonded by Couno ilman Tweedy that Mr. Cogswell be paid for the additional four days in the amount of $2b.00. A communication was received Pram Tom Mason submitting bill in the amount of X50.00 for appearance in Court in the matter of the City of Lynwood, ve, Anna M. Cahill, etal, as per Superior Court Case ivo. 277892. The City Clerk informed the Council that hs had .taken the matte up with Brewton ~±. Ha.vnes, Attorney in said matter and he recommed- ed that the bill be dies°3lowed, as said Mason .was paid well to act as Referee and his appearing in Court was part of his duties as Referee far which he has been paid. Thereupon it was moved by Councilman ~~~?illiams and seconded by Councilman Kimble that the bill be disallowed. Roll Call: Ayes: t~rilliams, Anderson, Kimble and Snodgrass. Noes : Councilman gone ; ivot Voting: Councilman Tweed~~ ; A bill from the Pacific Electric Ra3:way Company in the amount of W69.90 additional charge in addition to the ~l~?5.00 formerly deposited by the Water Department to insure pagme.nt of expense in- curred by said Company in connection with installing and removing temporary cribbing and performing necessary track woxk in connection with installation of 12" water main under tracks of the Santa A Zinc in the vicinity of Zong Beach Blvd., and Fernwood Avenue. ¢'Jater 5uperintsndent Cummings addressed the Council relative to this ma~rter and stated that at the time the X125.00 rotas deposited he was informed by the Pacific Ele a trio Railway Company, that 3.t would be more than enough to. pay the ezpenses and a refund would likely be due the City. The ~ayor.appoint~d Councilman Williams and ~~'Jatsr Superintendent Cummings to investigate this matter. A written communication was received from Charles 8. Considerable discussion was had relative to whether Auditor .Marshall was entitled to pay for compiling the tsudget inasmuch as -the lagpayers League Association had ..agreed to furnish same to the0ity free of charge. ~.rs. Councilman Kimble stated that the Mechanic Shop was too small and recommended that an addition be made which would cost X60.00 for labor in addition to the cost of the material. Thereupon it was moved by Councilman Anderson and seoonded by councilman Yilliams that Councilman Kimble be authorized to employ a a carpenter to do the work necessary to enlarge the mechanic Shop and carpenter work not to exceed X50.00 exclusive of material.. Roll Call: Ayes: Councilman ~Jilliams, Tweedy, Anderson Kimble & Snadgras$ Noes ; None . i1 ~) Councilmen K~.mbl$ stated that the Police officers could not use the gasoline now being usdd by the City in their motorcycles and polia~ cars as it is a cheap grads of gasoline and they cannot start their machines readily when taking out after traffic violators and she recommended that a gasoline tank be purchased and installed in the City yards so a better grade can be purchased. for use by the Po I icy Department. Considerable discuss ion was had r~gs,~+d3r~~'.th~es matter and it was moved by Councilman Pweedy and seoonded by Council- man y~~illiams that this matter be laid over for one week. r~'otion carried and so ordered. Councilman Kimble urged the Council to visit the North side of Ic`odje$ke Park to ascertain whether or not it would advisable to keep the hedge up ~:her® or to take it up and let the grass grow out. Councilman Kimble recommended that the Ci~by take out membership in the Pacific Coast Builders association the dues being 10.00. Thereupon it was moved by Councilman Kimble and seconded by Council- man Anderson that we take out membe rship in the Pacific Coast Builders Association. Thereupon it was moved by Councilman Anderson and seconded- by Councilman Tweedy that the Chief of Police be author- ized to purchase 4 hand cuffs for use by police officers. Chief of Police Hogan addressed the Council and stated that he wished the vacancy filled in the Police Department created by the discharge of Hugh ~lilliams as Desk Sergeant. Thereupon it was moved ny Councilman Anderson and seconded by Councilman Tweedy that John Toohe y be appointed Desk Sergeant to file. the vacanc y on probation for:. three months. Councilman Anderson stated that Police officer Joe Baler`s motor cycle needed repairing and upon inquiry from City ~echanie Porter it was found that it would cost approximately ~125.C0 to repair same, and Councilman Anderson stated that Joe Beier is willing to purchase a new motorcycle,in lieu of having the old one rape. fired if the City will allow him ~`'100.0U towards the purchase price of the new one. Thereupon Resolution No. 745, entitled, "A RESOLUTION OF THr CITY COUNCIL OF THE CITY OF LYN'~10~'IDD A"ENDING RESOLUTION N'0 .733," was read. It was moved by Councilman rnderson and seconded b~* Council- manTweedy that said Resolution No. 745 be adopted. Roll Call: Ayes: Councilman i~lilliams, Tweedy, Anderson, Kimble and Snod- grass . Noes: None. The T4~ayor instructed the Cit~l Attorney to look into the matter of public liability insurance for City, Cars. Considerable discussion was had regarding the Police Judge`s salary. It was moved by Councilman Kimble and seconded by councilman Anderson that the Judge be paid immediately for the month of Sept- ember, in the amount of ~p1b0.00 per month according to the Ordin- ance regulating his salary, and if it is legal to set the salary by resolution as passed by the Council, he be paid the additional 75.00 at a later date .
