HomeMy Public PortalAbout20060417 OLD COUNCILREGULAR COUNCIL MEETING APRIL 17, 2006 - OLD COUNCIL 1 CALL TO ORDER The Regular Council Meeting of April 17, 2006, was convened at 6:00 P.M. by Mayor John Landwehr. Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for the roll call: Present: Berry, Brown, Crane, Ferguson, Harvey, Layton, Martin, Pope, Schnitzler, and Vogel Absent: None A quorum was declared present. MINUTES AND REPORTS RECEIVED AND FILED Mayor John Landwehr announced that the following minutes and reports have been received and are on file and may be reviewed in the City Clerk's office: a. b. c. e. f. g. Board of Adjustment, March 14, 2006 Liquor Control Board, March 16, 2006 Certification of April 4 Election Results from Cole and Callaway County Clerks Finance Committee, January 9, 2006 Board of Electrical Examiners and Review, October 12, 2005 Historic Preservation Commission, March 14, 2006 CVB Accountant's Report for February, 2006 (large document, available for review in City Clerk's Office Parks & Recreation Commission, March 13, 2006 COUNCIL LIAISON REPORTS REGULAR COUNCIL MEETING APRIL 17, 2006 - OLD COUNCIL 2 Councilman Brian Crane announced that the April 18 JCTV Steering Committee meeting has been rescheduled for May 2 at 5:30 P.M. ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS Staff gave a brief presentation about the annual citywide spring cleanup and the dates for the event. The east side of the City will be April 24; the west side of the City will be May 1. APPOINTMENTS BY THE MAYOR The following appointments were recommended by Mayor John Landwehr for approval by the Council: Police Department Communications Operator Lori Mallicoat Stephen Slater Police Officer William Plate Carlos Smith Ricardo Amezcua Administrative Technician Glenna DeWesplore The candidates were present at the meeting to be introduced. Following their introduction, a motion was made by Councilman Kevin Brown for approval of the appointments as recommended, seconded by Councilman Edith Vogel, and approved unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Community Development Director Pat Sullivan gave background information about the award recently won by City Employee David Erwin. Mr. Erwin gave some information about the City's wastewater treatment plant since going online. He stated it has been recognized as the best in the State of Missouri. Mayor John Landwehr commended Mr. Erwin for being awarded the Wastewater Treatment Operator of the Year Award and Biosolids Management Award . Proclamation Presentation to Bill Case and Nancy Dreisinger - Mayor John Landwehr presented proclamations and keys to the City to Mr. Case and Ms. Dreisingerforthe efforts towards the recently approved Highway 179 annexation issue, and thanked them for the REGULAR COUNCIL MEETING APRIL 17, 2006 - OLD COUNCIL 3 time they put in on this important issue. Mayoral Commendation to City Staff Assisting in April 11 Presidential Visit: Mayor John Landwehr commended the following City departments and divisions for their outstanding work during the April 11 visit to the City by President George W. Bush: 1. Police Department (1) Operations Division - Patrol Section, Investigations Section, Traffic Unit, Community Policing Team (2) Support Services Section - Communications Section, Records Section (3) Administrative Division - School Resource Officers, DARE officers (4) Office of Professional Standards Fire Department Staff Serving on Following Agencies (1) Capital Region Emergency Medical Services (2) Cole County Emergency Operations Center (3) Cole County Emergency Response Team Community Development Department (1) Transit Division (2) Parking Division (3) Street Division PRESENTATIONS FROM THE GALLERY There were no presentations made at this time. COUNCIL COMMENTS IN RESPONSE TO PRESENTATIONS FROM THE GALLERY No comments were made at this time. CONSENT AGENDA The following items were on the agenda for Council approval by Consent: a. Minutes of Council Meetings: March 31 Brown Bag, April 3 Pre - Meeting and REGULAR COUNCIL MEETING APRIL 17, 2006 - OLD COUNCIL 4 Regular Meeting b. Authorizing Aerial Photography Agreement with Cole County Councilman Kenneth Ferguson stated that the April 3 Council Minutes needed to be corrected under "New Business" to show that it was Councilman Kevin Brown and not himself who had asked for a Finance Committee meeting. He then made a to approve the Consent Agenda with that correction made to the minutes, seconded by Councilman Mike Harvey, and approved unanimously. BILLS PENDING Bill 2005 -169, sponsored by Councilman Martin, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT AND ANY OTHER DOCUMENTS NECESSARY TO CARRY OUT THE AGREEMENT FOR SUBORDINATION FOR PROPERTY AT 1021 STADIUM. Mayor John Landwehr explained some of the minor changes REGULAR COUNCIL MEETING APRIL 17, 2006 - OLD COUNCIL 6 which have recently been negotiated. Following discussion by the Council, Bill 2005 -168 was then passed by the following roll -call vote as Ordinance 14036: Aye: Berry, Brown, Crane, Ferguson, Harvey, Layton, Martin, Pope, Schnitzler, and Vogel Nay: None RESOLUTIONS There were no resolutions brought forward at this time. SCHEDULED REPORTS No reports were given at this time. NEW BUSINESS No new business was brought forward at this time. UNFINISH ED BUSINESS There was no unfinished business brought before the Council at this time. ADJOURN SINE DIE There being no further business brought before the Council at this time, a motion was made by Councilman Dean Martin to adjourn sine die, seconded by Councilman Kenneth Ferguson, and approved unanimously at 6:30 P.M.
