Via. _ Mayor Snodgrass in the .chair. Qouncilmen Williams, Tweedy, Anderson, Nimble and Snodgrass answered the roll call. City Attorney Hess and Engineer Batsman were present. It was moved by Councilman Tweedy and seconded by Councilman Anderson that the matter be referred to City- Attorney Hess and Engineer Bateman for investigation. A communication was received from the Gral~d Jury of Los Angeles County stating that the (committee on Highways, Sails and Reformatories had inspected the Lynwood Jail on ~,~onday .September 15th, 1930 end found the Ltinwood Jail in fine condition, but would recommend cold water paint applied. Chief of Police Hogan addressed the Council stating that the cold water paint had now been applied. A communication was received frc F. t~ . A communication was received from Edith F. Robertson of Pieo asking rebate of a license fee paid by her to conduct a grocery store at 11804 Pdodjeska Blvd, City Attorney Hess stated that the City of Lynwood has no ordinanoe permitting the 'refund of business license fees. There being no objection, the P~~ayor ordered the above communica- tions placed. on file. A communication was received from J. H. Esiminger,10341 L. B. Blvd. asking that some action be taken to have a bill board removed off of the Lot next to said 80. on L. B. Blvd. on account of the obstruction created by same. The ~a.yor appointed And®rson and Nilli~,ms a committee to in- vestigate this matter. A communication was received from Brewton A. Rayne with bill at- tached from Hare ~. ~~alden, Attorneys, who were employed by said Rayne in the matter of Lynwood vs. Reber and Lynwood vs. Humphrey (Fir Street and Peach Street opening) reeommendin pad*ment of said bill in the air-ount of 450.00 , one hundred and fifty dol~ars . ~~ ~t was ~AVed b~ ~oun.c ~.l:nan ~`l~,d.er~on s..nd seaoaded by Coun- Qilman 'illiame that said bill bs referred to C1tZ7 Attorney Hess for checking. Motion was carried and so ordered. ORAL (~~[1NICATIOliS r. ohn oeb er addressed the Council requesting that stop signs be installed along Century"Boulevard, particularly at the intersecttnn of State and Century; also Zong each Boulevard and Century; also spoke regarding the bad condition of the side walks in certain sections of the City. Chief of police Hogan ad- dressed the Council_...regarding this matter stating that he was wait- - ing word from the C lifornia B~otor Vehicle Department on the sign at Imperial and Cen~~.ry. REPO RT OF SPECIAL CZTTEES: ouncilman ~Ti limas reported regarding th additional claim of Pacific Electric Railroad Co, in the amount of 69.90 stating that the official they were to confer with was out of town and therefore were unable to meet, but that they could make the proper contract this coming week. UAgIAISHED BUSINESS: he matter oft e b anketed easement requested on certain trae~s in the Gity of 'iynwood by the Southern California Edison Oo. was brought up for discussion. The I~~ayor instructed the City Clerk to inquire of the right of way Agent if the Edison Company will re- stri.~t the voltage, and if so what the voltage would be and insert a psovision in the easement to that effect. Cit,T Attorney Hess presented a written report vn the matter of the salary of Police Judge, stating that there was some disagree- ment of opinion whether his salary should be fixed by resolution or ordinance; advising that payment should be made to the Folice Judge pursuant to the resolution fixing 226.00 per month for service, bnt that for purposes of safety an ordinance should be adopted fix- ing his salary at the amount desired. It was moved by Counei7,aaan Williams that the salary of the Police Judge be fixed at 150.00 per month. Where being no second, same failed for lack of a second. City Attorney Presented the ordinance fixing the salary of Police Judge at 225.00 per month. Thereupon said Ordinance, entitled: "AN ORDINANCE OF THE CITY OF Zy$9VOOD , ADDING ORDINANCE NO. 137, FIXING SALARIES" , was read for the first time . Noes: Councilmen Williams and Kimble. gonsiderable discussion was then had regarding the salary the Police Judge for the month of September and the following addres- sBd the Council regarding same: Judge Day and City Treasurer Reed. Thereupon it was moved by Councilman,Anderson and seconded by Councilman Tweedy that the back pay of X75.00 be paid to Police Judge Day for the month of September as per resolution adopted by the Council regulating salaries. " City '~~torney Aess reported on the matter of liabilit~~ insur- ance on city owned oars and stated that he had inquired of several cities the amount carried and found two c31t~s carried 5000 and 10000, two carried 10000 and 20000 and one where the City operates busses they carried 25000 and 100000, stating that the additional premium to change from a X5000 and X10000 policy to 10000 and 20000 would be additional premium of QOf and for 25000 and 50000 would be 36~ additional, and that the total amount of additional charge to eov- er the. City cars with X10000 and X20000 would be 163.30. Thereupon it was moved by Counc ilma.n Tweedy and seconded by Councilman Anderson that the insurance be raised from ~5~000'. and 10000 to 10000 and X20000. Councilman nimble addressed the Council stating that in her op~n- ion she thought that some ' proteotion should be provided for volunteer firs- msn s ears when being called to a fire in the way of a siren. Chief of p li H o ce ogan addressed the Council regarding this matter stating that the Henderson T~uotor Cyole ~ompaa~r have a large number of sirens on hand which th they are sdlling at 5.00 each. Hogan was instructed to look into this matter more thoroughly and report bank.
