The City Council of the City of Lynwood met in an adjourned re- gular session at the City Hall , 11331 Plaza Strut, on above date at 7;30 P. M. Mayor Snodgrass in the chair. .Councilmen Williams, Tweedy, Anderson, Kimble and Snodgrass answered the roll call. The minutes of the previous regular meeting of October 21st, 1930, were read and approved. ~R~I T~TEN COMMUNICATIONS common'-"3.aa~E: own `was received from ~Galter ~. It was moved by Councilman Anderson and seconded by Councilman ~~illiams that the invitation be accepted and as marry as can attend. Motion .was carried and so ordered. A Qommunieation was received from F. T~~.Donovan & Company , by Francis &tarshall regarding the audit of the books stating that he woad have the report of the audit in by next meeting of tY~e Council. There being no objection, the Mayor grdered same placed on file. A communication was received from the Linwood Post No. 85 American Legion by Ernest Mason Ad~ute.nt, addressed try Police Commissioner Anderson axtd one ofLike natta.re addressed tv Fire Commissioner Kimble inviting said Departments to'partieipate in the Armistice ~3ay Parade. It was moved by Councilman .Axader. son and seconded by Councilman Kimble that the invitation be aeoept~d and the Fire Department and Police Department participate in the parade. Motion was carried and so ordered. The following applications for employment were received. E. N. Leavenworth, applying for position on street or water department «nd Felix P.Eisenbers, applying ~'or position as Police- man; also the report of services rendered by the County Health Department was received. There being; no ob~eetians, the Mayor vrder~~. same placed on file. ~$AI~ COMMUNICATIONS: ~sa ea e a ressed the Council relative to the water draha~e along the Paoifie Electric Railroad tracks on Fernwood Avenue. The Mayor appointed Councilman Kimble and Councilman Williams a committee to look into the matter of adequate water drainage along said Paeifics Electric freaks on Fernwood Avenue. Mr. H. Herb old addressed the Council relative to a strip of lahd that had been dedicated as an alley prior to the time that California Street was paved on the side of Lot 74, Tract 2794, but`, the street did not include the alley and therefore said Lot does not face on California Street and Mr.Herbold requested the laid strip of land be vacated. The Mayor stated tv Mr. Herb old that he would take the matter up with Engineer Bateman and see what could be done. Mr. Lyman M organ addressed the Council stating that the Janitor had ref~ised to open the City Hall doors for the Californ- ~a., Tazpayers Association meeting last Thursday night giving for° his reason that he had been instructed to refuse admittance by _. members of the Council and asked whether or not they are entitled t~ use the City Hall for their meetings. The &~ayor called Janitor Arthur Cessna, and asked him why he had refused admittance to the California Tax Payers League Association meeting, and bar. Cessna, stated. that it was a misunderstanding and that he would take all_the blame. Mr. G. B. Selig representing the Southern Calif ornia Edison Company, ad~~ressed the Council relative to a blaxlketed grant of easement desired by said Company from the City of Lynwood stating that they are unable to use the property unless they clan maintain the line at 16000 volts, and that the price that they fei~1 they can pay ~'or smid easement is X100.00 covering the 5 tracts. The Mayor .stated to &1r. Selig that the Council would take the matter under a~insideration axtd give them a definite answer at their next meeting on Wednesday night Nov. 5th. M.r. Th mas Ogden addressed. the Council regarding the~_iovenc~a'd 3.~.ghts s''ta,t~~g that in his opinion, the City is paying too much for the ~erviae they receive. ~. ) `' ~s. Selig also addressed the Council regarding said matter. I~~r. Ogden also spoke relative to the notices posted on Lots in Lynwood wanting to know whether or not ornamental light c~tandards are to be installed. The Mayor assured ~~r. Ogden that standards are not to be installed, but that the notice merely calls for maint enane e ~ of the overheard 1 ight s that are already there. REPORT OF SPECIAL COIt~MTTTEES: cone man erson s a ed that stop signs had been installed at Imperial Highway and Centur;~ Boulevard. Chief of Police Hogan addressed the Council stating that he had checked the traffic at Fernwood Avenue and Imperial Highway and that the traffic was pretty heavy in the morning 'and evening on Imperial Highv~ray and that the traffic would increase soon as they are paving to the. west of Alameda Boulevard to Central Ave- nue, and therefore recommended that the stop signs remain as they are. UTJI'INISHED BUSINESS: common ca on was received from City Attorney Hess .reporting regarding point policy of insurance to cover damage to property and public liability on motor vehicles owned by employees, but used in the service of the City in the amot:nt of 10 and 20 thous- and, reporting that the saving by taking out a point policy is a saving not to the City, but,to the employee and it is a matter of policy as to what the City Council desires to do i~ the matter. No cation was taken and the Mayor stated that the. matter will be laid on the table until next meeting. NEW BUSINESS: eommunica ion was received from Badger & Lewitt, Inc., by E. W. Badger suggesting the necessity of the completion of Cen- Tury Boulevard across the Southern Pacific tracks to tie into Alameda Truck Boulevard. The Mayor instructe8 the City Clerk to write the Railroad Commission to asertain what can be done in this matter. Judge C. E. Day addressed the Council regard~.ng ari offense that was committed outside of our City limits and that the, off en- der came back on the court asking for a refund of the money paid, but, stated that in case where"they enter a plea of guilty as this party did, it brought him in~eopardy and the sentence might stand, however, Judge Day suggested that the matter be tabled until next meeting when the City Attorney is present. A communisation was received from Charles R. Cummings,.. !'Yat er Superintendent , asking that some provision b e made to supply the new Hotel building vrith water as a flat rate of 1.25 would not'. be sufficient. T~~erupon it ~*Tas moved by Councilman Anderson and seconded by Councilman Williams that a flat rate of X1.25 be charged them during construction and after the building is complete a meter be installed for a three months' period t4 as- eertain how much water is consumed. A communication was received from eater Superintendent Cum- mings asking that he be permitted to attend the annual ,meeting of the American Water Works Association at Pasadena, ~al'fo"rnia which commences October 29th to No~aember 1st., he to pay his own exper_se. Thereupon it was moved by Couneilm~an ~~lilliams and sec- onded by Councilman Kimble that ~~~tater Superintendent Cummings be authorized to attend said meeting and he be allowed the tim e off in addition to his regular vacation. A communication was received from City Treasurer Reed, with a letter attache8 which he requested that the Council. approve for publication, being regarding refunds of adjusted interest due on certain property by virtue of payment uhder the 1915 Act, Street Improvement before their maturity, which was duly read. Thereupon it was moved by Councilmen Kimble and ,seconded by Councilmen Williams that the letter be approved and City Treas- urer Reed, be authorized to have same published in the local paper. ,. r 1 ~~~ Roll Call: Ayes: Councilmen Williams, Tweedy, Anderson, Kimble and Snodgrass. Noes: None. An Ordinance of the City of Lynwood, Califcm nia, Amending Ordinance No. 134 requiring certain Boulevard Stops, was read for the first time. It was ~t~ved by Councilman Anderson and seconded b~ Councilman Tweedy ,that same be accepted. as read the first time, and passed to the second reading, Roll Call: Ayes: Councilmen t~/illiams, Tweedy, Anderson, Kimlle and Snodgrass. 1Voes : None. The matter of the distribution of hand bills, etc., was brought up for discussion and Mrs. F. A. Lampe, representing the business men of Lynwood addressed the Council relative to said matter, stating that all the business houses want is an Ordinance that will be for the best prat®etion of the community and they are willing to leave it up to the discretion of the Council. Thereupon it was moved by Qouneilman Anderson and. seconde$ by Councilman Tweedy that''~he matter be laid over to next week. NOest Monet The City Clerk presented a list of street name changes that he recommended a resolution be drawn up for and recommended further that. it be referred to Engineer Bateman. Thereupon it was moved by Councilman Tweedy and seconded by Councilman Ander~n that the list be referred to Engineer Bateman for checking.
