The minutes of the previous adjourned regular meeting of Octo - ber 28th and of the regular meeting of November 4th were read and ap- prove d. V~RITTEN C0~6MUNICATIOIQS communication was received from the League of California Iiun- icipalitie s see king information as to whether the Council wishes to pur- chase a book containing the proceedings of the recant Zong beach conven- tion, the book to cost 2.50. Thereupon it was moved by ouncilman Kimble and seconded b~,~ ouncilman Tweedy that a book be purchased to be filed as a record of the City at said price of ~~2.50 and warrant be drawn for same . A communication was received from Beulah L.~Lott regarding the pedistrian crossing at the intersection of Long ~3eaeh Boulevard and ~'xul- ford Avenue, requesting that some protection be provided to eliminate an,~ further accidents at said intersection. '1.''r,is matter was referred to Chief of Police Hoban to provide adequate protection. A communication was received fror;~ 'a`a. I,i. The uaG~ar inquired of the Cite Clerk whether or not he had re- ceived any written protests objecting to said improvement, to the extant of the assessment district, to the proposed assessment or to any of the proceedings in connection therewith as described in resolution of Inten- tion No. 742. The Clerk also read a letter from D. B. Plumbing Co. protesting against the installation of ornamental lighting standards, and as no standards are being; installed, said pro- test was not considered. A communication was received from Oita- Attorne;~- Hess stating that he would be unable to attend the Council meeting; also advis- ing that with respect to easement of the Southern California Edison Co. it is strictly a matter of policq for the Council to determine, suggesting tho.t the voltage should be considered b~~ the Council; al- so advising that the appropriation of 150.00 for music and publicity on Armistice Dad; program is within the law. There being no objection the Mayor ordered same placed on file. The following applications for emplos7ment were received: Otis H. Mathes, applying for position as motor cycle officer and Edythe Shaffer, applying for position as stenographer; also re-. port of the Zos Angeles E%ounty Health Department, report of police activities for the month of October; report of condition of motors and pum~s of the eater Department showing them in good condition; al- z, so statement of receipts and disbursements of Bond Redemption Fund for the period ending September 30th, 1930. It was moved by Counc il- man Tweedy and seconded by Councilman Anderson that above applica- tions and reports be placed on fil®. Motion was carried and so or- d~red. ORAZ t~}M,~UNICATIONS s. Stelzer addressed the Council regarding poles pur- chased from the City of South Gate by the Police Department. lUMx. G. B. Selig, representing the '$outhern California Edi- son Co. addressed the Council relative to the grant of basement de- sired b~-them on certain tracts in the City of Zynwood and the ~~Iayor informed ~flr. Selig that the Council were not ready to act regarding same yet and that they= would investigate the matter further, after which action will be taken. Mr. R. E. Jarvis addressed the Council regarding haw far the law permits the Council to assess back under the "Mattoon ACt". Engineer Bateman stated for the Council that as far as he knew there is no limit as to the assessment district, but same was a matter of policy for the Council to decide. Mrs. Margaret Phelps addressed the Council seeking informa- tion from the Council why her tax statement called for an assessment for the improvement of i'latt Avenue when she lives on Fernwood Ave- nue. The City Clerk stated for the ~%ouncil that the improvement was put in under the "Improvement fond Act of 1915" and i~.t there were several streets improved at the time ~'ernwood Avenu among which was Platt Avenue, and rather than list all the streets affected the Tax Collector merel,~ names the first street listed on tree assess- ment roll. Mr. ~• a~. Scott, residing at 12616 Zong ~3each Boulevard ad- dressed the Council requesting that some action be taken to have a pole removed which interferes with his driving into the garage. Thereupon it was moved by Councilman Anderson and seconded by coun- cilman 'weedy that the City Clerk be instructed to write the Postal Telegraph Gable Co. asking them to remove said pole if after investi- gation Councilman y~illiams finds same a nuisance. Motion was carried and so ordered. UNFINISHED BUSINESS: ORD DANCE N0. 152, entitled: "AN ORDINANCE OF THE CITY OF Z~Tu`d~30I},CALIFORNIA, AMENDING ORDINANCE 134 ,REQUIRING CERTAIN BOUI~- VA~D STOPS", was read for the second time. Zt was moved by Councfl- man Anderson and seconded by Councilman b~illiams that said ©rdinance Nou. 152 be adopted as read the second time, finally passed and pub- : ~ listed as required by law. Rioe and 8 other pr<?- perty owners, constituting 1653.. feet, petitioning the Cit~r Council to improve Bu11is Road with grading and paving with cement conorete 8"- 6 -8 in thickness to a width of 40 feet, between the Pacific Eleettie Railroad Company's tracks and Cedar Avenue. Thereupon it was moved by Councilman Tweedy and seconded ~~ Councilman Kimble that said petition basreferred to Engineer Bateman for checking. Anderson that the City employees be permitted to carry a faint policy with the City for insurance covering pro party and public liability on motor vehicles owned by the employees. Councilman Kimble addressed the Council asking whether or not it would be permissible to enter the fire truck lathe Armistice Day pro- gram. Thereupon it was moved b~ Councilman ~'imble and seconded by Coun- cilman Anderson th€~t permission be granted to enter the fire track in the Armistice Da;~~ program. Gouneilman Kimble addressed the Council stating that the Fire Chief has hired a minor on the Fire Departr~~ent as volunteer fireman with- out her consent, stating that a minor is not permitted to act as fireman according to law and read a letter from the Board of Fire Underwriters co-oberating her statement which she had received, stating further that she would assume no liability in case of an accident to said minor. Mo action was taken. Considerable discussion was had regarding the number of gallons of gasoline that should be allotted each police officer. Councilman Kimble stated that heretofore they were allowed 52 gallons eaoh, but that in checking up the gasoline sheets for October she found cases where th they had exceeded 52 gallons, requestin~° the Council's opinion in the matter. Chief of Police Hogan addressed tie aounail stating.,that there seemed to be some disorepancy in recording the number of gallons used by the police Department as same does not correspond with a personal. re- co rd that he keeps , stating that some of the gasoline that is charged t o the Police Department is used for getting parts for the Mechanic Depart- ment and other matters which do not pertain to the Police Department. No action was taken. Councilman Kimble addressed the Council re questing their wishes relative to whether or not City employees shall be permitted to purchase gasoline through the City from the City gasoline tanks at the price paid by the City for same. No action was taken, but the consensus of opinion seemed to be that the City employees would not be entitled to this pri- vilege as it would necessitate too much clerical work to handle same, City Treasurer Reed addressed the Council relative to overtime being paid certain men in the Water Department without a resolution regu- lating same. Thereupon it was moved b`; Councilman Anderson and seconded by Councilman ~lilliams that the City, Attorney be instructed to daaw up an amendment to the salary resolution providing payment for overtime for Pi a Line Foreman and Serviceman in the ~'7atar Department at the rate of 62~ per hour.
