The City Couneil o: the City of Lynti~rood met in an adjourned
regular session at the City Hall, 11331 Plaza Street on above date
at 7:30 P. P.~.
~r~a,yor Snodgrass in the chair.
Councilmen ~*yilliams, Tweedy, Anderson, Kimble and Snodgrass
answered the roll call.
The minutes of the previous adjourned regular meeting l~ov.
5th. 1930 and of the special meeting of November '7th were read.
jF='ith the approval of Chief of Police Hogan it was moved by Couneil
man Kimble and s econded by Councilman `~'?iiliams that the minutes of
~,;ovember 5th , be amended to read , "That Chief of Police Hogan
made the statement that according to the Ford Poliee~ cars and g~i.s-
oline used in said cars, they are only ,vetting 4 miles to the
gallon.

There being no further corrections, the minutes were approved
as amended.
Discussion was had regarding the gasoline that had been put
into Judge Pay's car, and Councilman Kimble stated. that the records
did not show that Judge Lay had filed his car, but th~tOffieer
Young had. Judge Lay stated that he had never authorised or instructs
ed anybody to put gasoline into his car from the City gasoline tanks
but, that Oi"ficer Young had used his car.

leave to.substitute ~~ar. ~'rederiek G. Stoehr, Assistant City Attorney
of the City of Pasadena, also enclosix~ a Resolution amending the
salary Resolution. 'There being no objection, the Mayor ordered same
placed ors file.
A eommzanication was received from Brewton A Hayne Special ~.
Attorney in the matter of Acquisition and. Improvement District 1~To.4,
and 6 of the City oP Lynt~~ood (Fir Street, School street <.~nd Peach
street opening, the one being entitled City of ~•yrlwood vs. Reber,
et al and the other, City of Lynwood vs. ~~eClure, et al, stating
that interlecutory judgments of condemantion have been rendered in
each of said cases, listing some of defendants who have not been
paid for the land taken, also enclosing sorr~e bills. It was moved
by Cour~eilman Anderson and seconded by Councilman Tweedy that said
eommunic;ation be filed and that City Treasurer Reed cheek ux3 the
matter and report at next meeting. `

L communication was received from the ?~eague of California
T:'unieapalities soliciting renewed and continuous ei`forts f or~ relief
of the unemployed.
The following applications for emp~_oyment were received:
A. E. Earle applying for position as T'olice Officer: ?'t. F.
bsaddox applyir.~ for position as Iechanic: and '~aurioe H. ~!IcNeil,
applying i'or position of any nature with the City; also a report
-from the County Health Lepartment, was received. There being no
objection, said com~?unication, applications and report were or-
dered placed on i'il~z by the ';ayor.

nouneement to the audience that in t_:.e near future his office would
need additional help to get out lighting assessment notices and that
if any one knew of a man that can do typing, i'or him to call and
put in his application.

road Co., a~dressed the Council regarding adequate culverts, at Fir
Street, Gertrude Drive ~~nd T}~ird Avenue along their right of ~=ray
stating th~.t a committee was down n?ovember 4th, oheeking up on the
matter, among whom was Sus~ervisor John A Quinn, rho suggested that
an equitable solution on the problem was an equal payment of the
expense necessary by the City of Lynwood, Pacific Electric Railroad
Co. and :cos Angeles County, statixlg that the Pacific Electric Rail-

road Co., are willing to proceed cancer such an arranvement, and.
that the cost of the job vrould be `x,2550.00 or 550.00 for each
party eonce~-~ned.
The City Clerk was instructed to write City Attorney Hess
regarding said matter and to present a report at next meeting.
~~r. '"Jagenbaeh alsfl addressed the Cou:: eil regarding a
bill that eras presented by the Yaeifie Electric Co., for repair-
ing the tracks after the "`ater Bep~rtment had run a line across
their right of LFray in tr; e &mount of ~" 59.90 over and above the
deposit of 1;`:125.00, put up by the City of Lyrnvood, stating; that
the Company was willing to compromise the bill by eliminating
the charges for fares of their employees anc_ for timbers used
to the extent of ~~28.94, thus leaving a balance of `~~~0.96. '~Tater
Superintendent Cummings addressed the Council stating that inas-
much as the Engineers of'~ahe ~acifie Electric Co., had errored
in their estimate, they should not be reimbursed. ~~r. '~aenbaeh
read from the Contract regarding said matter which read, th8t the
City should pay the difference if the `>12~.00, deposit was not
sufficient.
Thereupon it was moved. by Councilman ~ti ~ liams and se-
eonded by Councilman Kimble, that the bill be alloti~~ed anc. warrant
b e drawn on the Gi ty Treasurer for said amour_t of X40.96 .

cilman ~~Jilliams and seconded by Councilman Anderson that said
Resolution Igo. 751 be adopted.

Engineer Bateman reported on the petition for the pav-
ing of Bullis Road, showing the 54.2; frontage had signed for
the improvement. The Ts~yor instructed the City Clerk to get
in touch with property owners interest to attend thf. meeting
of the Council next Tuesday any ~~.sk Engineer Bateman to sub-
mit an estimate of t~-e cost of said contemplated improvement.
T;~x. C. "i. Rice a~ dressed the Council regarding said
petition, stating th<.t the improvement is urgently desrired be-
fore the r~~iny season in order to provide access to the school
on .Bullis Road.

i~mendment of the constitution of the United States prohibiting
the manufacture, sale, storage, gift, transportation, importation
or export~~.tion of intoxicating liquors for beverage purposes, re-
,;nzlating all other traffic in such liquors, creating a fund for
the enforcement thereof, ~~nd providing penalities for violation
thereof, Baas read for the first reading. It was moved by Counail-
r,~an ~~'illiams any. seconded by Councilman Kimble that same be accept-
ed as read the first time an.cti_ passed to the second reading.

It was moved by Councilman ?'`illiams a3i~ seconded by Coun-
eilman Kimble that a cabinet be eonstruced in tl~e Judge's office
for storage of all Qonfiscated liquors and treat the Judge retain
the keys and no other person here access to same. After consider-
able discussion at the consent<:.of Councilman T<_imble who seconded

that the keys for/~fiseated liquor room be turned over to the
Judge by the Chief of Police and no other person have access to
said keys. After more discussion Councilman i'~;illiams withdrew his
motion at the consent of Councilman Kimble who seconded same and
the matter was laid on the table until next meeting ~~ahen City
Attorney Hess is to be present.
RESf}IaUTIOT? Nfl. 753 being^ a Resolution directing the City
Clerk to transmit a copy of the audit Report to the District Attorney's
Office was read.. It was moved 3~y Councilman Anderson and seconded
by Councilman Tweedy that said Resolution T~~o. 753 be adopted.

Considerable discussion ti°tias then had regarding the audit of the
City Books and Councilman ~!'illiams stated that he wished the Police
records checked; also stating among other things that Auditor Francis
~~arshall had told him that ~:iayor Snodgr~ ss and wife wanted the boule-.
wards that have been constructed, as they thought it was going to
make them millionaires.
'T F Snodgrass ac dressed the Council resenting the statements
of Councilman '::"dilliams regarding their interests, stating that Mr.
~'ailliams should be made to prove the wild statements that he makes
at the Council ~~ieetings.
An Ordinance regarding the distribution of advertising matter
was brought up for discussion and a proposed Ordinance was read. It
was moved by Councilman Tweedy end seeanded by Councilman Anderson
that same be accepted as read the first time and passed to the second
reading. After some discussion, Councilman Tvaeedy withdrew his motion
at the consent of Councilman Anderson ~,t,ho seconded same and same was
laid over to next meeting.
A cos~7munication was received from ?~. A. Burton submitting; a bid
for the paintisz~; of the water tank located at ~,ynwood Road at a price
of ;;'350.00. T~=ir. Burton also addressed the Council regarding his
bid. Mfr. Cummings also addressed the Cauneil regarding same.
~~:~ayor Snodgrass appointed Councilman ~~Jilliams and Anderson a committee
to look into the matter.
It was moved by Councilman ~Pilliams and seconded by C~unoilman
Anderson that the City Clerk ice instru.eted to vrrite the Southern
California Edison Company to install two lights at the alley west of
Zong Beach +'~oulevard, between r ernv~~ood Avenue and :~ulford, a.nd one
west of Long Beach Boulevard in the alley at the Theatre on Imperial
highway.
