Councilmen Williams, Tweedy, Anderson, Kimble and Snodgrass answered the roll call. Gity Attorney Hess and Engineer Bateman were present, The minutes of the previous adjourned regular meeting of November 12th, 1930, were read and approved. The hour of 8:00 o'clock P. T~~. having arrived, said hour be- ing the time set for hearing protests and objections in the matter of the proposed improvement of the alley east of Long Beach Boulevard, between Platt Avenue and Sanborn Avenue as per Resolution oz Inten- tion T~To. 749. The Mayor inquired of the City Clerk whether or not he had received any written protests or objections in said matter. The Clerk stated that none had been filed. Thereupon the L~a,yor inquired of the audience whether or not there was any one present who wished to protest, either orally or in writing, to the proposed work or improvement, the extent of the district to be assessed or had any protests or objections to make whatsoever to the ordering of said ti~~ork. There was no response. Thereupon RESOLUTION N0. 754, entitled: T'RESOLUTION ORDER- IIuTG THE @VORK'T, was read. It was moved by Councilman Tweedy and seconded by Councilman ~'~xiderson th«,t said Resolution No. 754 be adopted. Roll Call Ayes: Councilmen ~~illiams,2'weedy,Anderson,Kimble ~ Snodgrass. Mellinger calling attention to the witnessing of the starting of the largest example of check dams at the headwaters of the Santa Ana River north of Red- lands next Friday morning, the delegates to meet at the Chamber of Commerce building at Redlands at 9.30 A. M., extending an invitation for the Council to attend from the Southwest ~~later I,ea~.a.e to all in- terested. It was moved by Councilman Twreedy and seconded by Council- man Anders on that the invitation be accepted and as many as possibly can attend. Motion was carried and so ordered. A eommunicsation was received from Sidney C. Smith protesting the passage of a proposed ordinance prohibiting the distribution of advertising matter. A communication was received from l.~rs. H. A. P.~aeKenzie stat- ing that an injurious letter had been written by the Lynwood Pollee 3~epartment regardir.~ a former employee of this City and who was a candidate running; for a small office in a neighboring County. Chief of 1'oliee Hogan addressed the Council stating thv.t he had written the letter, but that he had made no charges based upon his knowledge of the party and that he was not Chief of Police at the time this party was a resident of the City. Also, the report of the Zos Angeles County Health Department was received. There being no objection, the ~Ta,yor ordered said communications and report filed. The l~gayor announced to the audience that if there Ew;ras any one present who wished to address the Council regarding the proposed pav- ing of Bullis Road, between the Paeifie Electric R~lroad tracks and Cedar r5.venue as per notice sent out by the Clerk, they would be heard ~at this time. The follo~°ring addressed t?ie Council relative to same: C. 4~. Rice, Jim Reber and A. E. Skelton who were in favor of going a- head with the improvement with a strip of pavement 30 feet wide with shoulders of penetrated macadam on each side, making the total width of the street bet~rreen curbs e~ 48 feet. R2rs. John Strain and ls. Phelps also addressed the Council inquiring haw far back the assessment district would run and Engineer Batsman, stated for the Council that the assessment district would ex- tend approximately one-half block back to help pay for the intersee- tions. Thereupon it Baas moved by Councilman Anderson and seconded by Councilman Tt°~~eedy that Engineer Bateman be instructed to prepare plans and ~ecifications for the improvement of said Bullis Road bet1Areen the Pacific Railroad tracks and Cedar revenue. Councilman 1+~Villiams wished a paragraph inserted to allo~r the distribution of any political literature. I.~rs. Belle P+~. Burgess addressed the Council suggesting that it might be advisable to have as many merchants as will attend the meetink; of the Council, at their next session to ascertain what their vaishes are in the matter, f,~rhich was sanctioned by the 24%ayor. Thereupon it was moved by Councilman Kimble and seconded by Councilman p~lilliams that this ordinance be tabled to next week. Reber calling at- tention ue the Council that Policy No. L-4462 will expire December 3~d, ~ 1930 and submitted his bid for the renewal of same. Thereupon the ~.~ayor instructed the City Clerk to obtain bids from the various insurance agencies in Lyn~rood covering the contents as ~ described in said Policy. A. eo~mmunieation was received from the State of California Veterans' ~~elfare Board of Sacramento ~=pith a petition attached for the cancellation of certain taxes now appearinrg on the tax recorc`!.s as a lien against property owned by them, as effecting Lot 8$, Tract 10.6554. Thereupon it was moved bar Councilman Anderson and seconded by Councilman Tti=needy that the i'ollot=%ing order be adopted, to-wit: That the County Auditor and the county Tax collector be authorized and instruc- ted to cancel all taxes levied for T.~u.nieipal purposes, but not includ- ing any special liens or assessments, upon Lot 88, Tract 6554, in the City of Lyn~-rood, County of Los Angeles, State of Cal iornia, as per map recorded in Book 68, Page 76 of daps, in the office of the County Recorder of said County, and that a certified copy of this order be transmitted by the City Clerk to the County Auditor and County Tax Collector. Noes : Tone . ~ City Treasurer Reed addressed the Counez.l stating, that one Alfred Larsen paid the lighting assessments for years 1926 and 1928 on the wrong Lot, recommending to the Council that same be refunded. Thereupon it was moved by Councilman Tweedy and seconded by Councilman Anderson that ~~s. Larsen be refunded the X18.92 paid by him on the wrong Lot, being the Sly. 48 feet of the Northerly 95 feat of Lot 57, Mod~eska Acres, and that assessments 2299 for 1926 and 1928 be marked unpaid on the City Treasurer's Records. The matter of Grant of Easement desired by the Southern California Edison Company from the City of Lynwood on certain tracts was brought up for discussion. Councilman Kimble presented a letter written, by rrancis P+Tarshall readin:~; that the Edison Co. are willing to pay <;~250.00 for said easement. ~ Thereupon the ~~ayor instructed the Cler~~ to write the South- ern California Edison Company asking if they are willir~ to pay p250.00 j far an easement and ii they are v,~i.lling to consent to the insertion ~ in said easement of a condition that the easement shall be void unless ~ the poles are removed off of Long Beach Boulevard within the entire length of the tracts mentioned in said easement, before a definite date. Councilman ~Jilliams reported regarding the drainage proposi- tion along ~erncaood Avenue under the P. E. right of way, stating that a representative of the Pacific Electric Railroad Co. is present. Councilman Kimble stated that they had a meeting with Supervisor Quinn and County Engineer Eaton at nine o'eT.ock this morning. Engineer Eaton after investigation, found that the matter did not come under his ~uxisdiction at all and therefore the matter would have to be handled directly by the Supervisors. Phrs. Kimble also stated that she would. receive further word tomorrodT morning froLn I~r. Quinn what portion of the expense the Supervisors ~e ~flling t~ pays azix~~$~x ~~~ra-st~~r~ ~~. Iuir. E. R. Hayward, representing the Pacific Electric Railroad Co. addressed the Council stating that said Co. are willing to contribute their share. 13~ Thereuf~or~ it was moved by Cvuneil~an Kimble and se©onded by Councilman Williams that the City pay one-third of the aotual cost of constructing suitable drainage (estimated at .~2, 550.00 at Gertrude Drive, Third Avenue and ~'ir street under the tracks of the Pacific Electric Railroad Company in the City of Lynwood, in the event that the Board of Supertrisors or other proper authority of the County, and the Pacific Electric Railroad Company are like- wise willing to Pay one-third of the cost, on condition that the drain at .Eir Street be enlarged to a 7 x 2 drain and that the Gity is willing to pay one-third of its share of the cost caused thereby. Mr. Ogden addressed the Council regarding the drain at wood Avenue and Zong Beach Boulevard under the Pacific Electric tracks.
