PARKS AND RECREATION COMMISSION
MEETING - JUNE 17, 1981
INITIATION
1. The regular meeting of the Parks and Recreation Commission was
called to order by Chairman Burlingame at 7:30 p.m. on Wednesday,
June 17, 1981 in the Council Chambers of the City Hall, 5938 N.
Kauffman Avenue ", Temple City, CA 91780
2. Chairman Burlingame led the Pledge of Allegiance to the Flag.
3. ROLL CALL PRESENT: Commissioners Adams, Caswell, Crump,
Shaw and Burlingame
ABSENT: None
ALSO PRESENT: Victor B. Kobett, Director
Parks and Recreation Department
4. APPROVAL OF MINUTES
It was moved by Commissioner Shaw, seconded by Commissioner Crump
and unanimously carried that the minutes of the Special Meeting of
May 12, 1981, Special Meeting May 19, 1981, Regular Meeting of May
20, 1981, Special Meeting May 26, and Adjourned Meeting of June 3,
1981 be approved as mailed.
UNFINISHED BUSINESS
5. LIVE OAK PARK FACILITIES
Discussion WAS held on the various tours that the Commission had
taken and all Commissioners agreed that the tours were completed
to their satisfaction.
6. GENERAL PLAN - OPEN SPACE RECREATION & CONSERVATION ELEMENT
After discussion, it was moved by Commissioner Crump, seconded by
Commissioner Adams and unanimously carried that the report as
prepared by Chairman Burlingame be summarized in the minutes and
a memo be sent to the Planning Commission with a copy to the City
Council.. The report was prepared in response to the Joint Meeting
held with the Planning Commission on February 4, 1981 for the
purpose of upgrading this portion of the General Plan.
The Report indicated that the Comm4..ssion favors the implementation
of the Quimby Act, future expansion of Live Oak Park Room Facilities,
and other long range improvements.
7. CALIFORNIA PARKLANDS ACT OF 1980
It was moved by Commissioner Shaw, seconded by Commissioner Caswell
that the Commission request a joint study session with the City
Council to discuss the possibility of using the funds from the
California Parklands Act and SB 174 to build an addition to the
present facilities at Live Oat- Park. The motion was unanimously
carried.

NEW BUSINESS
7. COMMUNICATIONS
Director Kobett advised that late items had been received and
were not on the Agenda.
A request was received from Temple City American Little League
to use the North Diamond at Live Oak Park on June 21, June 28,
July 12 and July 26, 1981 from 2:00 p.m. to 7:00 p.m. for Big
League Softball Games for girls.
Chairman recognized Willie Ribas, Softball Vice President, 4857
N. Fratus Drive, Temple City who stated that this was very popu-
lar last year and asked the Commission's favorable consideration
again this year. Further, that no lights would be required.
After discussion, it was moved by Commissioner Crump, seconded
by Commissioner Caswell and unanimously carried that request be
granted, and it did not interfere with any regularly scheduled
Department activities.
Mr. Ribas further stated that because of illness, invitations
had not been sent out; however, he invited all Commissioners to
attend the closing day ceremonies on Saturday, June 20, 1981 at
9:00 a.m.
8. AYSO

Commission reviewed request from AYSO for use of the West Field
at Live Oak Park Monday through Friday from 5:00 p.m. to 9:30 p.m.
and every Saturday from 8:00 a.m. to 5:00 p.m.; the East Field
on Monday, Wednesdays and Fridays from 5:00 p.m. to 9:30 p.m,
Tuesdays and Thursdays from 8:00 p.m. to 9:30 p.m. and Saturdays
from 8:00 a.m. to 7:30 p.m. for the period September 8, 1981
through January 30, 1982. There would be no Sunday use except
in case of makeup games required due to smog or wet field conditions.
Included in their request was use of the West Fields for Regional
Playoffs January 31, through February 28, 1982 on Monday through
Friday from 5:00 p.m. to 9:30 p.m., on Saturdays from 8:00 a.m.
to 5:00 p.m. and Sunday from 12:00 to 5:00 p.m.; use of the Snack
Bar from September 9 through January 30, 1982 Monday, Wednesdays,
from 5:00 pr.m. to 9:00 p.m., Saturdays from 8:00 a.m. to 5:00 p.m.
and from November 14 through January 30, on Fridays from 5:00 p.m. ilo
to 9:00 p.m.
AYSO further stated that these dates have been coordinated with
Temple City Youth Football and would be coordinated with American
Little League during the 1982 Season.
After discussion, it was moved by Commissioner Crump, seconded by
Coimnissioner Shaw and unanimously carried that the request be
referred to the City Council recommending approval, subject to
the same conditions as last year, and usual insurance requirements.
9. AYSO
Commission reviewed the request from AYSO for use of the West Field
at Live Oak Park on Friday August 21, from 5:00 p.m. to 9:00 p.m.
and on August 22, from 3:00 a.m. to 5:00 p.m. for the purpose of
tryouts and the Craft Room at Live Oak Park on Monday, Tuesday,
Wednesday and Thursday, August 31, September 1, 2, 3, 1981 for
Soccer )raf t ing .
