I!~. Mayor Snodgrass in the chs. it . Councilman ~`~illiams, Tweedy, Anderson, Decker and Snodgrass answered the roll call. The minutes of the previous regular session of the 20th~of January 1931 wets read and approved. 11 WRITTEN COMMUNICATIONS: A communiea ion was received from the Lynwood Chamber of Com- merce by 7`daltar E. i2e11.inger, Executive Secretary, recommending that a committee be appointed from the Council to meet with ~~ir. Thatcher, member of the Board of Supervisors of Los Angeles County, to present the claims of Lynwood in participating in emergency work of the County, to secure employment for unemployed Lynwood citizens; also to request a portion of the money from State Iti~Iotor tax. It was moved by Counci 1- man V~illSams and seconded by Councilman Decker that the 1'+~.yor be a- uthorized to appoint a committee, including himself, to meet with ~rlr. Thatcher. An application for position as Policeman wgs received from J. C. Cooper; also the report of the County Health Department for the month of Aeoember and the weakly report endi: ng January 17th, 1931, was received. There being no ob~eotions, the Mayor ordered, same filed. A c ammunication was received from Mrs . Hugh Pie se n asking that she be relieved from paying penalty on a lighting assessment as she had paid on the wrong lot as no description was attached to the bill she had received. Mrs. Piesen slam addressed the Counefl regard- ing her request . A oommnnioation was also received from Catharine Johnson ask - ing for a refund of penalty recently paid in the amount of x'3.86, stat- ing that she had notified the City by personal contact her change in addres$, but that the notice did not reach her for the 1929-30 assess- ment -. Also the following persons addressed the Council making like requests : Mr. R. F. Danner, T,~rs . C.J. ~;~eIntire , and ;:'Ire . Jennings . City Treasurer Read also addressed the Council regarding said matter • i'he Ma~-or instructed City Treasurer Reed to prepare a form for all people to sign who have complaints to make regarding payment of lighting assessments on the wrung property. The hour of 8:00 o'clock P. M.having arrived, said hour being the time set for hearing upon the assessment to thy: work or impro ve- ment described in Resolution of Intention No. 749,passed by the City council of said City on the 21st day. of October, 1930, being for the improvement of the first alley east of Zong Beach Boulevard between Platt avenue and Sanborn Avenue. ~'he ~~a.yor inquired of the City 41erk whether or not he had re- ceived any written protests or ob~eetions in said matter. The Clerk stated that Wane had been filed. Thereupon the r~a.yor inquired of the audience if there was any one pra~,ent who wished to protest that the w©rk has not been performed according to the contract in a good and substantial manner. T e Mayor then inquired of the audience if there was anyone ,_ present wh~had any protests or ob~eotions to offer that any portion of the 'work for any reason was omitted or illegally included in the con- tract for same. There was no response. The Mayor then inquired of the audience if there was any ape present who had any protests or ob~aetiona to make"to the correctness of the assessment or diagram or other set determination or proceed- ings of the Superintendent of Streets or ~itr Engineer.
