The City Counc3.1 of the City of Zynwo~d met in a regular ses- sion et the City Hall, 11331 plaza Street on above date at 7:30 P. ~,~. li~ayor Snodgrass in the chair. Councilmen ~~illiams, `t'weedy, Anderson, Ueeker & Snodgrass answered the roll call . The minutes of the previous ad~ouraed regular meeting of January 27th, were read and one correction desired by Councilman Ander- son regarding the loan of 2,500.00 from the General Fund to the dater Department was for the purpose of buying pipe, supplies and labor rmQ- essary for above pipe -line , in lieu of buying pipe only. The minutes ware approved as amended. ~RI'i'i'EN COMMUNICATIONS : A ca~m~mnniaation was received .from Los Angeles County Assess- or's offiQe stating that County Assessor Hopkins has agreed to send out the field books covering County valuations fs~r taxation purposes of all real property in the Lynwood School Di+~trict and that the books will be on inspection at the Chamber of CatsAneroe, 11218 L. B. Blvd. Monday, February 9th, under the auepiees of the Chamber of Commerce . An invitation was received from Rath ~. L~eilandt, Sec-Trears. of the Southern California Association of City Clerks, Audi tars, As- sessbre and Treasurers to attend a meeting on February 7th at El Centro. The report of the activities of the Police Department for the month of January, 1931,by Chief of Police Thomas J. Hogan, was received. Also an appliQation was received from John ~.. hanson, applying for posi- tion as Building Inspector, and the report of the County Health Depart- ment for health services rendered for week ending Januar;~~ 24th. There being no objection, the i~iayor ordered said communication, invitation, reports and appliQation filed. A communication was received from Ralph J. Moore stating that he had paid lighting assessment on the wrong Lot; also one from C. d. MQlntire stating that he did not receive the proper lighting assessment affecting Lot 651, Tract 2992, in 1929, and have been com- pelled to pay X5.48 penalities asking for a refund of same; also a eom- munication was received from Royal F. Danner, calling attention of the ~ouneil that he had paid lighting assessment on the wrong Lot for 1929- 3© requesting that same be refunded ~ar credit same on the delinquent item remaining unpaid, the. South 45` of Lot 1263, Tract 8335; also a com- munication was received from Airs. Thos. Jennings stating that she had paid on the wrong Lat , re questing a refund of pe aalties . City Attorney Hess submitted a writton opinion regardir~ the power of the council to refund to a property owr~r a tax paid on pro- perty not belonging to him, including taxes for lightie~g maintenance and weed assessments, advising that there is no legal authority for such. refund . A bid fc~r painting of two water tanks was submitted by C~. V. Moore in the amount of ~~240.00. REPORT OF SPECIAL COMMITTE ~S : off`-nnoilma,n'~ liams reported on the matter of an appropriation from the County of Las Angeles for drainage -along 1`'ernwood Avenue under the Paoific Electric Railroad Company's tracks, stating that the County refused to contribute their share. Cite Clerk Anderson also read a com- munication from the ~aard of Supervisors treat the request of the Citt of Lynwood was denied. Resolution of Intention of the City Council of the City of L~ntivood declaring its intentiontn order the vacation of certain property, was read. Considerable discussion was had regarding said proposed resolution. A~Tr. Aug. Herbold addressed the Council regarding said matter. No action was takf~n, but A~Zr. Herbold was advised to get information as to who was the fee owner of the property prior to the time the strip of land was deeded for alley purposes . The Gity Clerk read certifications regarding the recall petitions for Forrest Snodgrass, Jackson Tweedy and Lars C. +~ndersan which showed that the number of qualified voters who signed said petitions to be suffi- cient to call a special elect ion. Thereupon Mayor Snodgrass stated that the petitions were being checked by the District Attorney's office. Councilman Tweedy presented an affidavit signed by }:iinnie C. Moore, one signed by Clarence C. Moore and one signed by Lssie Reynolds which wexe duly sworn to before a notary public, str:ting that they had not signed a recall petition for the recall of Councilman Tweedy pr®sented to them by, and signed. in the presence of Yyilford Haddock. Mayor Snodgrass also presented affidavite signed by said persons and duly sworn to before a notary public, stating that they had-not signed a recall petition for the recall of Fo~~rest Snodgrass presented to them by, and signed in the presence of ~~Yilford Haddock. ~~'h~ereupon it was moved by Councilman 7.'weedy and seQOnded by Oouncil- man Anderson that the calling of a special election as demanded by the pe- titions on file for successors of Forrest Snodgrass, Jackson Tweedy and Lars C. Anders an be laid over until a~report is obtained from the Diat~,iet ~.ttorney's office regarding the authenticitz= of the signatures on the pe- titions and of the correctness of the affidavits attached thereto, and that a request be made of the District attorney's office to continue their investigation regarding said matter.
