M. 2~ayor Snodgrass in the chair. Councilmen ~~illiams, Tweedy, Anderson, Decker & Snodgrass answered the roll call. The minutes of the regular meeting of February- 3rd were read and approved. ~'1RITTEN C'DMMIINICATIONS: communica ion was received from Maude Hecock, City Clerk of the City of Compton, stating that the Council of Compton denied juris- diction to the City of Lynwood to improve 5gnta Fe Avenue. Thex•e being no ab jeetion, the NiaS-or order same placed on file . An invitation was received from Lynwood Post No. S5, American Legion, inviting the Council to attend the regular meeting of the Post on Friday evening February 13th when the speaker is to be stir. uJombold, Aoting Director of the .employment Stabilization Bureau of Los Angeles County. A communication was received from Cite Treasurer Reed suggest- ing that 10,000.00 of the lighting fund be transferred to a term ac- count for a period of sig months in order that the City may receive a higher rate of interest therefrom, asking the Council's authority to so cot. A communication was received from City Treasurer Reed request- ing announoement to the press and pub lie that the office of the Treasurer will .will be open to the public Saturday afternoon February 14th, until five o clock-for the purpose of receiving lighting payments. City At- torney Hass also announced to the audience that because of the last day to pay the lighting assessment, without paying a penalty thereon, falls an February 15th, Sunday, the last day will be Frebruary 16th, according to law. There being no objection, the 1~Zayor ordered. said communication filed. ConsidE,rable discussion was then had regarding the payment of water bills when the 20th falls on a Sunday or hc~lida9. Thereupon it was moved by Councilman tlilliams and seconded by Councilman Tweedy that the water ordinance be amended to provide that when the 20th falls on Sunday or a holidayT, th© water bill may; be paid on the following day with the rebate of 25~ allowed, providing said bill is not less than 1.25, €~nd that the Cit Attorney be instructed to draw up said amendment to said Ordinance. A communication was received from -dna Tribble protesting the levying of assessment Nos. 506A, 567 and 568 on Lots 1, 59 and 60, Tract 2551, until lights are located as indicated on the lighting maF. T"r. I~ee Tribble also addressed the Council regarding said matter. TTr. A.. B. Gray; also addressed the Council regarding a lighting assessment at ?mperial. Highway and Long Beach Boulevard, stating that in his opinion the as~ess- ment was too Y~igh. The P:layor instructed Engineer Bateman to check the protest of i Sdna Tribble and A. B. Gras? and submit a written report regarding said matter for next Council meeting. A cammunicationwas received from A. ~~`d. Semmens, <'. D. protesting the payment of the bill for special light maintenance assessment as af- fe~ting Lot 90, Tract 6554, being Assessment No. 2210 in the amount of w6.80; also a communiea:tion was received from James B. Reid protesting the payment of special maintenance lighting assessment, requesting ;a re- fund of the check dated February: of"rl, 1931 in the amount of 6.90 signed by Ethel 8. Reid. The 2,~ayor instructed Engineer gateman to check said ~seessments to ascertain if they have been overcharged. It was moved b~° Councilman Tweedy and seconded by Counei'lrnan Decker that the City Attorney be instructed to ascertain whether or not the railroad Commission of the State of California will make an investi- gation on its own motion into the matter of lighting rates charged by the Southern California Edison Company on the ordinary or goose neck type of lighting standards. The following applications for employment were received: Sterling Critehfi~ld, aFplying for position as City Mechanic; Leslie Lee Lintor~,applying for position as police officer and J. There being no objection, the ltiayor ordered said ap- plications and report placed an file. ORAL C~C,7~ZUNICATIflNS : Mgr. elson addressed the Council regarding an assessment he had paid on which there is a check due him of a portion of the interest, stat- ing that the Cite Treasurer informed him that ho would not receive his payment until after Tula; 1st, 1931, requesting payment before said time. Gough, re pre se nt ink the Supreme Rio t or 0 it Company , ad- dressed the Cauncil stating that on Deemmber 13th said company had deliv-.red 100 gallons of oil to the Cit~;:~ and that they were asking b~ telephone to take bank the oil, but stated that same has been signed for at the time of **~. delivery, but on questioning it was learned that no requisition has been issued to cover same. IrTr. Gough requested payment for same. Councilman i Decker addressed the Council informing Mr . Gough that he had nsvc~r heard of the grade of oil his company sells , and therefore wished to investigate further before recommending payment of the bill. R'PORT uF SPuC IAL GD~ITT]EES Dune ilman a eke r reported regarding the meeting with the Board of Supervisors stating that he attended a meeting with representative from vaxious other cities, all requesting a portion of the money to help the unemployed in their respective City,making an appeagl for Lynwood, stating further that the Honorable Board requested a letter and a schedule of streets that are to repaired; also setting forth the s~mount of money desired. Thereupon the CitvT Clerk read a letter addressed to the Board of Supervisors to be signed by the T,~ayor making application for X15,000.00 out of the state motor tax or gasoline fund, or whatever other fund in which they mss= have mone~~ available , the money= to be used to secure pdem- ployment for unemployed Lynwood citizens. A communication was received Eton the Pacific ~leetrie Railway ~ompan:y to the effect that the Pacific ~leetrie is agreeable to assuming one-half of the expense of installation of culverts at First Street, Gertrude give and Third Avenue, estimated at ~p2,550.00, and is ready to undertake the work on short notice. Thereupon it was moved by Councilman slilliams and seconded by ~ounoilman Anderson that the City of Lynwood hereby agrees to bear one- half of the expense of the installation of culverts aerosa the right of way of the Pacific ~leetric Railroad Company at First Street, Gertrude Drive. and Third Avenue , the total cost not to exceed 2,550.00, on con- dition that said Railroad Company contribute the other one-half of the egpensa of said installation and grant to the City of Lynwood an ease- ment and right of way for the conduct of storm waters over and across the land upon which the culverts are proposed to be installed. moll Call: Ayes: Councilmen `:~illiams,~weedy,Anderson,Decker & Snodgrass. 1~oes; None. A communication was received from the District 1.ttoraey's of- fice signed by Deput; District attorney Hugh ''clssac, stating that they are conducting an investigation of alleged irregularities in connection with .the petitions recently? filed with the City Clerk for the recall of Forrest Snodgrass, Jackson Tweedy and Lars ~;. Anderson, st~~.ting that the i~.vestigation so far discloses that there appear to have been seri- ous irregularities eitha:~ wilful or inadvertent in connection with the name sr of the signers of the petition, which appear sufficient to them to east doubt upon the validity of the entire petition, advising that the investigation has not bean completed. Thereupon it was moved by Councilman Tweed, and seconded by ~ouneilman Anderson that the calling of an election be deferred until the investigation of the District Attoraaay~s office is completed. The City Clerk read certificates on the new petitions recently filed asking that a special recall election be called for successors to Forrest. Snodgrass , ~aekson Tweedy and Lars C . Anderson, which showed that the total number of quaTzifiEd voters who signed said petitions were insufficient to the calling of a special election. Noes : None . Fire Chief Roberts addressed the Council regarding a fire ex- tingu~sher called f~rre freeze, recommending the purchase of two to be added to the Fire Department's supplies . Councilman Decker addressed the council and asked C}ief of Po- lice Hogan if he had ar~y- recommendations to make . Chief of Police Hogan stated that he recommended that officers Ben Christensen and Floyd Richardson be discharged. Thereupon it was moved b~; Councilman Deck..er and seconded by Councilman ~`lilliams thf.t the recommendations of Chief of Police Hogan be accepted and officers Ben Christensen and Flow i~ich- ardson be discharged as Police officers of the City of Lynwood to take effect at once. . Not Voting: Councilman Anderson. councilman Decker asked Chief Hogan if he had any one to re- eammend to fill the vacancies. Chief' of Police Hogan Recommended John Cooper, 4327 Lugo Avenue, Lynwood and Edward Hanlon, 3344 Imperial Highway, Lynwood, which he had picked from the applications on file . Thereupon it was moved by Councilman Decker and seconded by councilman y~~illiams that John Cooper and Edward Hanlon, recommended by Chief' of Police Hogan, be emrployed as motor cycle officer, subject to trial. It was moved by Oouncilman Dekker and seconded by ~ouncflm~ tweedy that from the date hereof all motor cycle officers shall be allowed gasoline from the cit~T gasoline pump for use solely in their motor cycles and solely on police .duty, in amount not to exceed 52 gallons per months, provided, howevor, that the Chief of Police may authorize the use of gasoline from the gasoline pump in pleasure cars of officers designated for special duty. Councilman Decker instructed Chief of Police Hogfsn to keep his eyes open as to the gasoline business and report any irregularities in regard thereto.
